Preface

The establishment and implementation of the environmental management plan (EMP) is the reference and basis for environmental management. The EMP is aim to guarantee the construction company, during phrases of the project’s design, construction and operation, to strictly comply with environmental protection regulations and to fully carry out environmental protection measuresproposed in the environmental impact assessment (EIA) report. In this way, economic development and environmental protection can be balanced well. According to the features of this project, the report puts forward practical environmental management plans for the whole implementation process in order to meet requirements in the relevant national, local and industrylaws and regulations for environmental protection.

1Environmental management organization and principles for supervising

The supervision mechanism proposed in the EMP is displayed as below:

(1)As the client, Xiangyang Construction and Investment Managing Co.,LTD is taking the ultimate liability for the environment management of this project. It shall do periodical or non-periodical inspections on the progress of the project and implementation status of EMP; entrust qualified monitoring institute to carry out environment monitoring based on the EMP and report regularly to the World Bank.

(2)Contractor is responsible for carrying out measures to eliminate the adverse impacts during construction phrase while Xiangyang Municipal Administration is responsible for the operation phrase.

(3)Based on the requirements of NationalSupervisory Specifications, project supervisors,having the daily duty to make sure the EMP to be carried out during construction phrase, are aligned to check out whether the construction is environment-friendly and record the practical implementation condition of environmental protection measures as well as problems existed in the seasonal reports.

2 Environmental impact mitigation measures

According to theadverse impacts determined by the environmental impact analysis, mitigation measuresare proposed specifically for design, construction and operation phrases. See table1-2, table1-3 and table1-4 for details.

(2)With the help of local government, properly deal with the work on land expropriation. For issues of land expropriation as well as removal compensation and resettlement, sufficiently collect opinions from both local government and residents impacted. As to reach the unanimous consent, thorough negotiation should be done on issues which are closely related to the residents impacted, like the way to compensate, compensation standards, implementation methods and etc. For those impacted village and farmers due to land expropriation, redistribute them land and properly arrange work for those surplus labor within their own village.Suggest the client compile the resettlement plan in details after reaching complete consensus to eliminatepotential adverse influences as much as possible.
(3)The work on removal compensation and resettlement will be organized by the construction company based on the uniform standard. According to the national and local policies on land expropriation and removal compensation, certain amount of compensation will be paid to residents impacted. When the compensation is paid for land expropriation, the construction representative should consider about loss on agriculture yield and fishing due to the land occupation. The cost estimated in this report will be included in the project budget which will not be listed the environmental protection expense separately.
(4) Before construction, the transformers to be removed shall be removed and demolished by the organization with the qualification of hazardous waste treatment in Xiangyang in advance after contact, i.e.: Hubei Jinyang Metallurgy Co., Ltd. / Xiangyang Construction and Investment Managing Co., LTD / /

(2)Strictly control the working area of construction and avoid widening the construction site without authorization.

(5)Strengthen the cooperation with local communication administration department, make reasonable plans to use existed roads to transport materials for the construction. The government shall implement coordination so as to avoid traffic jam of existing roads. When necessary, it is required to coordinate with the traffic management department of the public security bureau so as to ensure smoothness and normal operation of urban transport and to utilize broadcast, TV or newspaper to issue advance notice. Set up proper transport scheme and transport lines together, reduce passing near school or residents zone as much as possible so as to reduce interference of construction vehicle to the villager and pollution.
(6)If the construction sites are next to schools or hospitals, the temporary access should be built at the entry for students and patients and closely-knitted safety net should be set up outside of scaffolds to ensure the safety of passerby.
(7)The height and direction of spotlights should be set up considering not to decrease nearby residents’ sleep quality at night.
(8)Make the sufficient preparation before construction and do the thorough investigation on road, electricity supply, communication system and etc. about the project.
(9)Strengthen the education, supervision and management on constructors. Actively advocate civilized construction.
Raise dust and exhausted gas generated by construction machines / Influence ambient air quality within the area of the construction site and have impacts on the surrounding residents’ work environment and daily life / (1) Before construction, field fence or simple enclosure shall be built, for example, corrugatedboard or PP cloth is used to build shield in 2.5—3.0m high all around the construction zone to reduce emissions of dust. / Construction company and contractor / Engineering supervisor, Xiangyang Construction and Investment Management Co.,LTD
(2)At the part of the material transport route which is close to sensitive buildings, it is suggest that, based on the transportation and weather condition, regular cleaning and water spraying work should be done to prevent from dust re-entrainment. It is required to prepare one watering car at least for each construction site. The spraying frequency will be determined according to the weather condition. Generally, for each day, spray once during rush hours in morning(7：30-8：30)、at noon（12：00-13：00）、at night (17：30-19：00). If the wind speed is over 3 grade and weather is clear and sunny, the spraying should be done every 2 hours.
(3)In construction sites, materials like sand or other dust induced ones should be piled up by category and the height should be controlled below o.7m. Besides that, closed barriers should be installed around the construction sites and materials should be covered by closely knitted safety net. For road construction, asphalt and concrete mixers should be installed at relatively open places instead of nearby residential areas or other densely populated areas, the places for asphalt and concrete mixers’ installation should be chosen more than 300m downstream of wind direction for main residential areas and schools along the proposed road, so that the adverse impacts on residents due to fugitive gas and poisonous waste gas can be reduced.
(4)Choose sealed asphalt mixers with smoke and dust filters which can discharge waste gas within standards to meet the environmental protection requirement of Cleaner Production. Clean up construction sites with asphalt mixers when the project is completed. The waste can be recycled by asphalt suppliers to take further incineration or transported to the disposal plants authorized by local environmental protection bureau, but should not be used as filling materials for construction site restoration.
(5) According to the overall plan of construction sites, proper greening and growing anti-dust plants will be implemented around working and living areas.
(6)The construction company should choose instruments and transportation means which meet requirements of the national health protection standard in order to ensure the waste gas emission can reach relevant national standards. For reducing pollution to the surrounding environment, the transportation time schedule should be chosen avoiding rush hours and large materials or rush transportation should be done at night.
(7)Enhance the management of backfill earth work and set up measures on earthwork surface compaction, regular water spraying and covering. The unnecessary soil and building waste should be timely transferred to avoid long-time pile up. For those centralized piled-up materials, necessary coverage and fixing measures should be implemented.
(8)In the construction phrase, the construction site should be totally surrounded by the enclosing wall to prevent and control dust pollution. The trucks used for garbage, residue and sand transmission should achieve the certification for vehicle transportation permission and entirely sealed during transportation. When transport vehicles are going out of the construction sites, wheels should be washed to be clean without soil to prevent from soil left over on the road during transportation. Based on the regulations, besides that not be over-filled, vehicles used for soil and construction materials transmissionshould be covered by tarpaulin, overcanopy or installed other measures to avoid of material leakage on the way. Organize the route and time of the transportation well to avoid downtown, heavy traffic areas, residential areas and other sensitive areas. For those roads with high requirement on ambient environment quality, the schedules can be made based on conditions to mitigate the adverse impact of dust on environment. For those soil left on the road during transportation, timely clean-up should be taken to reduce the dust.

(2)Make a proper arrangement of time schedule for the project construction, shorten the construction period as much as possible and reduce the length of noise-impacted time. Prevent high-noise machines from working at the same time within the same area. For those specific construction sites which have relatively more severe impacts, it shall adopt temporary noise-proof enclosure structure or sound-absorbing noise barriers.
(3)Civilize the construction process, do the regular maintenance, repair and operation of power generation machines and construction machines to reduce the noise pollution during construction.
(4) It is forbidden that high-noise equipments be operated during night time (22:00~6:00). For those noise- sensitive roads, construction time schedule should be adjusted conditionally and avoid the sensitive time points for schools. It requires construction contractor to civilize the construction process and strengthen effective management to reduce noise source caused by construction activities, like knocking or shouting. It is advocated that the construction be taken out at weekend or during holidays as much as possible or be arranged after school. Besides that, temporary noise reduction measures should be adopted, like noise-proof board or using half-underground construction method. For those sites which have to be 24-hours construction, according to the specific condition, the construction company should contract with the local environmental protection bureau to apply for the approval and issue the notice to achieve surrounding residents’ support to the largest degree.
(5)During the periods of college and high school entrance examination, it is forbidden to take out the construction around schools.
(6)Machine operators and other constructors on site should control their working time based on the labor safety and health standard and the construction company should prepare those protection measures, like earplugs or helmets for constructors.
(7)Reasonably arrange the transportation time of construction materials. When go through towns or schools, the vehicles should slow down and it is prohibited to whistle. The detour road should be selected properly and prevent from going through or close to noise-sensitive objects, like towns, residential areas and schools.
(8)The construction company shall organize the noise monitoring well and prepare certain amount of simple noise monitoring instruments to implement monitoring for the nearby residential points to ensure the acoustic environment quality is not below standards’ requirements.
Thelocation of construction sites and construction sewage discharge / Pollutions from construction activity are discharged into surface water body / (1)Construction materials, like asphalt, oil productions and chemicals, are not proper to be piled up close to the surface water (HanjiangRiver, NanCanal) and canvas used for temporary coverage should be prepared.
