6.5Temporaryactivities
1.Activitytable
Thefollowingtablespecifiestheactivitiesstatusoftemporaryactivitiesinallzonesandpublicplaces,includingroads.
Thedurationofthetemporaryactivitiesspecifiedbelowincludesthetimerequiredtoestablishandremoveallstructuresandactivitiesassociatedwiththeactivityandreinstatethesitetoitsoriginalcondition.
Alleventsonpubliclandorwatermustobtainaneventlicencefromthecouncil(andpermissionfromAucklandTransportifrequiredforactivitiesonroads)inadditiontoanyresourceconsentrequirements.TheapprovaloftheHarbourmasterisrequiredforeventsinnavigablewater.

2.1Noiseevents outsidethe City Centrezone
1.Upto15noiseeventsareallowedinavenueinany12monthperiodwithnomorethantwonoiseeventsinasevendayperiod.Thenoiseeventmust:
a.notexceedsixhours,excludinguptotwohoursrequiredforsoundtestingandbalancingonthedayoftheevent,whichmustnotstartuntil9amandmustbecompletedby7pm
b.notexceed70dBLAeqand80dBAL1exceptwherehighernoiselevelsareprovidedforin2below
c.startafter9amandendby1amonNewYear'sDay,andby11pmatallothertimes.
2.Threeoftheallowablenoiseeventsmaybeupto80dBLAeqand90dBAL1foramaximumofthreehours,excludinguptoonehourrequiredforsoundtestingandbalancingonthedayoftheevent,providedthatthisdoesnotstartuntil9am.
3.Clause1(a)and(b)abovedonotapplytotheAucklandDomainwherethreeoftheallowablenoiseeventshavenonoiselimit.
2.2Noise eventsin theCity Centrezone
1.Upto18noiseeventsareallowedinavenueina12monthperiodintheCityCentrezoneexceptthatnomorethantwonoiseeventscanoccurwithinasevendayperiod.
2.Thenoiseeventsmustcomplywithclause2.1(1)aboveexceptwherehighernoiselevelsareprovidedforbelow.
3.Threeoftheallowablenoiseeventsmaybeupto80dBLAeqand90dBAL1foramaximumofthreehours,excludinguptoonehourrequiredforsoundtestingandbalancingonthedayoftheeventprovidedthisdoesnotstartuntil9amandiscompletedby7pm.
4.Threeoftheallowablenoiseeventsmaynotexceed90dBLAeq(15min)and95dBAL1foramaximumofthreehours,excludinguptoonehourrequiredforsoundtestingandbalancingonthedayoftheeventprovidedthisdoesnotstartuntil9amandiscompletedby7pm.
2.3Measurementofnoiseevents
1.Thenoiselevelsofnoiseeventsmustbemetwhenmeasured1mfromanyadjacentbuildingoutside
thevenuethatisoccupiedduringtheevent.FornoiseeventsintheCityCentrezone,thenoiselevelsmustbemetbothwithinandoutsidethecitycentre.TheLAeqnoiselevelstobemetareincidencenoiselevelsaveragedoverthedurationoftheeventbutarenottoincludesoundtestingorbalancing. Nocorrectionscanbemadetothemeasuredincidentnoiselevel.Crowdnoisemustnotbeincludedinanynoisemeasurement.
2.4Traffic
1.Aneventinaruralzonemustnotgeneratemorethan500vehiclemovementsperdayonadjacentroads.
2.5Temporarymilitarytraining
1.TemporarymilitarytrainingactivitiesarepermittedactivitiesonlocationsthatarenotunderNewZealandDefencecontrolorownershipwherethefollowingcontrolsaremet.
a.Trainingactivitiesatanygivenlocationarelimitedtoaperiodnotexceeding12consecutivedaysinany12monthperiod.
b.Trainingactivitiescarriedoutintheregionperyearmustnotexceedatotalof100day.
c.Nomorethantwotrainingactivitiesmaybecarriedoutwithina5kmradiusofeachotherwithinany12monthperiod.
d.Duringanytrainingactivity,theuseofguns,mortarsoranyotherexplosivedevicesmayoccuronlywithinamaximumoftwoperiodsofuptotwoconsecutivedayseach,withaminimumoffourdaysbetweeneachsuchtwodayperiodandmustmeetthefollowingrequirements.

•aprogrammefornotificationandcommunicationwiththeoccupiersofactivitiessensitivetonoiseatleastsevendaysbeforetheactivityiscommenced
•amethodforfollowingupcomplaintsreceivedbythecouncilduringandaftertheeventandanyproposeddebriefingswithcouncilofficers.

3.2AssessmentCriteria
Thecouncilwillconsidertherelevantassessmentcriteriabelowfortherestricteddiscretionaryactivitieslistedabove.
1.TemporaryactivitiesinpublicplaceswithintheareaoftheCityCentreandMetropolitanCentrezonesformorethan21consecutivedays,temporaryactivitiesintheAucklandDomainnototherwiseprovidedfor,temporaryactivitiesinpublicplacesintheCMA(exceptintheCityCentreandMetropolitanCentrezones)nototherwiseprovidedforandnoiseeventsonprivateland(exceptsiteswithinresidential zones)
a.Noise,lightingandhoursofoperation
i.Noisefromtheactivityshouldnothaveasignificantadverseeffectontheamenityofsurroundingresidentialproperties.Indeterminingthis,considerationwillbegivento:
•thelocation,durationandtimingoftheactivityandtheday/softheweekonwhichitwilloccur
•themeasurestomitigatenoiseandlightspill
•anyproposedmeasurestomanagelevelsoflowfrequencynoiseorveryloudnoises,particularlyfornighttimeactivities.
b.Trafficgenerationandaccess
