SPEAKER BIO’S

Matt Jonesis a professional speaker, author, and three-time cancer conqueror. On September 11, 2002 at the age of twenty-three, he was diagnosed with cancer. After spreading to his brain, doctors did not think he would live. Against all odds, Matt recovered and had a bone marrow transplant. Due to an infection in his brain, he had to relearn how to walk. One year after finishing his treatment, he completed a marathon. Matt is now working towards his goal of running one on every continent.

His story has been in both international magazines and TV shows. As a professional speaker, Matt travels around the country inspiring and motivating audiences through his amazing story. He is the author of several books. Matt has a BA in Communication and a Masters in Liberal Studies with an emphasis in Organizational Leadership.

Janet Silversmithhas over 17 years of experience in health policy development, analysis, and health services research.

Janet is the director of health policy for the Minnesota Medical Association. In this position, she is responsible for coordinating MMA advocacy strategies, analyzing physician payment issues, monitoring changes in the physician marketplace, analyzing the impact of relevant regulatory and legislative changes on physician practices, and supervising MMA legal and quality improvement activities.

Prior to joining the MMA, Janet conducted research on Native American health disparities. She also worked for the Minnesota Senate.

She holds a Master's degree from the University of Minnesota's Humphrey Institute of Public Affairs.

Elizabeth (Libby) A. Snelsonrepresents medical staffs across the country, focusing on medical staff bylaws. She handles issues such as "disruptive practitioner" procedures, emergency call coverage, conflicts of interest, and medical staff organization, to name only a few. A frequent speaker on medical staff legal issues, Libby presents at medical staff leadership retreats, and in programs sponsored by the American Medical Association, the American Bar Association, state medical societies, and other organizations. Libby is Past President of the American Society of Medical Association Counsel, and current President of the Macalester College Alumni Association. Her articles on physician advocacy and medical staff legal issues have appeared in various publications. She is the author of The Physicians’ Guide to Medical Staff Organization Bylaws, published by AMA, The Massachusetts Medical Society’s Model Medical Staff Bylaws, and other model medical staff documents.

Chris Mobleyis a consultant, author, and educator, specializing in assessment, development, project management, and redesign in areas of credentialing, privileging, medical staff governance, meeting management, and staffing with over 25 years’ combined experience in consulting & education (1989-present) and in hospital medical staff services employed positions (1974-1988).

Her consulting practice involves working with hospitals, managed care and credentialing verification organizations in the following related areas:

Assessment and/or development of medical staff office systems that support the medical staff governance structure and its organization including credentialing and privileging, meeting management, review and development of bylaws, rules, policy manuals and/or other governance documents, integration with quality management functions, and assistance with software selection/installations – including action plans/implementations and start ups for new organizations

assessment of credentialing systems, policies, procedures for MCOs, CVOs

action plan for development/implementation of credentialing centralization systems

assessment for and assistance with accreditation-regulatory compliance and survey preparation, corrective action plan development and implementation (Joint Commission, HFAP, CMS, NCQA)

development of allied health credentialing program/documents/forms

performance of staffing analysis for credentialing and medical staff office personnel

provision of long term contract management as well as transition management during personnel vacancy or for special projects, utilizing sub-contractors when necessary

assistance to organizations for recruitment, interviews and training for new personnel

expert witness for medical staff organizations related areas

Elizabeth Woolford holds a B.A in Sociology with the emphasis on Law, Criminology, and Deviance and a Master’s Degree in Kinesiology from the University of Minnesota – Twin Cities. She is the Registration Program Specialist (RPS) for the DEA Minneapolis/St. Paul District Office, and has been employed by the Drug Enforcement Administration since 2004. RPS Woolford handles all registration related duties for the States of Minnesota and North Dakota. RPS Woolford has a vast understanding and interpretation of the controlled substances laws, rules and regulations pertaining to Title 21 United States Code and its implementing regulations, Title 21 Code of Federal Regulations. RPS Woolford is required to contact various state and federal civilian and law enforcement agencies in order to assure that licensing such medical professionals is in the best interest of the public.

Joe Cappello holds a BA and an MA in Psychology from BallStateUniversity, Muncie, Indiana. He is a Senior Diversion Investigator (DI) with the Drug Enforcement Administration and has been employed by DEA since 1989. DI Cappello has worked in the Minneapolis-St. Paul District Office and the Chicago Field Division, Chicago, Illinois. DI Cappello graduated from DEA's Instructor Development and Leadership Development Courses. He has extensive and broad criminal and regulatory investigative experience and is very familiar with Federal and State controlled substances laws and all rules, policies, and procedures promulgated therefrom.

Cathy Davis, CPCS has 14 years experience in the health care industry at Medica and is currently the Quality Program Manager for Medica’s credentialing department. She has responsibility for ensuring that every application processed is consistent with current NCQA standards and state/federal regulations prior to being submitted to the Credentialing Subcommittee for review and approval. She also ensures that credentialing is performed according to policy and is responsible for performing quality reviews of credentialing activities. Cathy is currently participating in the Minnesota Credentialing Collaborative in the development and implementation strategy for a web based credentialing application tool.

In addition to Cathy’s day to day job responsibilities, Cathy stays active in community efforts. Efforts include: participating in community credentialing collaboration through the Minnesota Council of Health Plans; serving as a resource to credentialing professionals; speaking at MAMSS conferences. Cathy has served on the MAMSS Board of Directors and is a current MAMSS and NAMSS member.

Kevin Svenbyis the Credentialing Director for HealthEast Care System’s hospital and payer credentialing programs. He has held that position for over 10 years and has over 16 years experience in credentialing. Kevin has been a key player in the challenging revision and implementation of HealthEast’s FPPE process based on the results of four recent Joint Commission surveys. Kevin is a member of HealthEast’s Credentialing, Accreditation, Bylaws and Diversity Committees and has special interests in medical legal issues, staff development, quality improvement and organizational transformation.

Debbie Popham is currently employed at Children’s Hospitals and Clinics of Minnesota. She assumed the role as a Peer Review Analyst a year ago, when she joined the Peer Review Department. Debbie has a Credentialing background of 10 + years and played a key role in the development and implementation of the Focused Professional Practice Evaluation (FPPE) process. Debbie’s current responsibilities include management of the FPPE process and data analysis for quality and peer review on behalf of the Children’s Professional Staff. Debbie is actively involved with the Children’s Ongoing Professional Practice Evaluation (OPPE), as she facilitates a process to produce reports for each practitioner at defined intervals.

Donna Frey, BS, RN, CPHRM, CHCQM, FAIHQhas been with Children’s Hospitals and Clinics of Minnesota for almost ten years working initially as a Clinical Performance Improvement Consultant and as the co-lead for the regulatory and accreditation steering committee. Donna now supports the Professional Staff (medical staff and other licensed practitioners) by providing ongoing leadership in the development of professional staff peer review committees, and maintaining regulatory and accreditation readiness. Donna also supports the Professional Staff Bylaws Committee with development of and revisions to Professional Staff documents. This includes defining the process developed for Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE).

Gary Griffiths in the Manager of Accreditation & Regulatory Affairs for NorthMemorialMedicalCenter. He coordinates the survey preparation for any surveys at NorthMemorialMedicalCenter and Maple GroveHospital: MN State Health Department, CMS, CARF, and CLEA, etc. He serves on the Accreditation Coordinating Committee and works closely with all the chapter leads.

Kathy Metry, CPMSM, CPCS has been the Director of Medical Staff Services at LakeviewHospital in Stillwater, a suburb of St. Paul, MN since 1992. She joined NAMSS and her state organization in 1993 and has attended every NAMSS conference since that time. She served on the Minnesota Assn. of Medical Staff Services board from 1997-2003, including three years as MAMSS President.

Kathy has been involved with CCN activities since the first CCN Job Task Analysis workshop in 2003 and has worked on all aspects of Test Development since that time. She was elected to CCN in 2005 and served as Chair of Test Development for two years followed by Chair Elect and Chair of the Certification Commission of NAMSS.

Cynthia Grubbs, R.N., J.D. is the Deputy Program Manager and Senior Policy Analyst for SRA, International, Inc. She is the lead policy expert for SRA’s National Practitioner Data Bank-Healthcare Integrity and Protection Data Bank project team. Prior to her position with SRA in 2004, she was the Director of the Office of Policy and Planning, Bureau of Health Professions (BHPr), Health Resources and Services Administration (HRSA). From 1998 until 2003 she held numerous positions with the Division of Practitioner Data Banks, BHPr, HRSA, including the Acting Deputy Division Director and Associate Director for Policy and Analysis. The Division of Practitioner Data Banks is responsible for the management of the National Practitioner Data Bank and the Healthcare Integrity and Protection Data Bank.

Her previous experience includes working as a staff attorney practicing in the medical malpractice, personal injury and individuals with educational disabilities fields. She also has over 8 years of experience working as a Registered Nurse.

SESSION SUMMARIES

Stop Stress before it Stops You – Matt Jones

Stress comes in all colors, shapes, and sizes. The modern world was supposed to eliminate stress through all the new technological advances. Instead, more than ever it seems we are faced with greater amounts of stress. This can be seen from our jobs to home and to being struck in traffic. The result, 80% of people are going to jobs they dread and the majority of heart attacks happen on Monday morning between 7:00 and 9:00 a.m.

But did you know that too little stress is just as worse? The key is to find a balance and effective ways to stop stress from becoming overwhelming. Matt dealt with massive amounts of stress when he was told the words, “You have cancer” at the age of 23. After spreading to his brain he was given a less than 10 percent chance of living. From these experiences, Matt learned insights in dealing with stress.

Matt’s training sessions, “Stop Stress before it Stops You” is aninteractive and hands on training session where participants will learn how to deal with stress. This will be accomplished through personal reflection, feedback with group members, and participatory exercises.

From his personal experiences and research, Matt will share with you by using the word STRESS strategies to “Stop Stress before it Stops You”.

Health Care Reform Time for a Checkup – Janet Silversmith

The 2008 Minnesota Health Care Reform Act sought to transform health care delivery, modify payment models, improve quality, and engage consumers. Now nearly two years since its passage, how has Minnesota’s reform act progressed? This presentation will describe Minnesota’s journey in the development of health care homes, baskets of care, peer grouping, and new quality reporting provisions.

Credentialing is a Marathon – Matt Jones

The credentialing done by medical staff professionals plays a vital role in the nation’s healthcare system. However, like a marathon at times, it can be an endurance event and the recognition and acknowledgement for a job well done is not always given. From his talk, “Credentialing is a Marathon” Matt shares the lessons and strategies that helped him to overcome insurmountable odds that medical staff professionals can use professionally and personally.
