MINUTES OF REGULAR MEETING
BOARD OF TRUSTEES
The meeting was called to order at 4:35 p.m. by Mr. Alfredo Amezcua. Other members present were Dr. David Chapel, Mr. Brian Conley, Mr. John Hanna, Mr. Larry Labrado, Mr. Erik Santacruz, Mrs. Lisa Woolery, and Mr. Phillip Yarbrough.
Administrators present during the regular meeting were Mr. John Didion, Mr. Peter Hardash, Dr. Eddie Hernandez, Dr. Erlinda Martinez, and Mr. Juan Vázquez.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Dr. Sara Lundquist.

CONSIDERATION OF THE CONSENT CALENDAR
It was moved by Mr. Yarbrough, seconded by Mr. Conley, and carried unanimously to
approve the recommended action on the following items as listed on the Consent Calendar:
American Homeland Solutions
The board approved this contract with American Homeland Solutions in Anaheim, California.
Purchase Orders
The board approved the purchase order listing for the period of September 10, 2006 through October 6, 2006.
Payment of Bills
The board approved the payment of bills as submitted.

ITS Consulting Services Agreement
The board approved the ITS Consulting Services Agreement with David Bell for the period of October 30, 2006 to January 31, 2007, as presented.
Budget Approval
The board approved the submitted budgets and authorized the chancellor or his designee to enter into related contractual agreements on behalf of the district:
-California Mathematics Diagnostic Testing Project (SAC) for $23,708
-Child Care Access Means Parents in School (District) for $60,719
-Matriculation - Credit (SAC) for $2,122,247
-Tobacco-Free Communities (SCC) for $7,500
-Women’s Business Center (District) for $150,000
Subcontract Agreement - Orange County Department of
Education
The board approved this grant subagreement between RSCCD and the Orange County Department of Education.
PRESENTATION OF BOARD PRESIDENT’S AWARDS
Ms. Paula Garcia stated that the SAC Outreach staff hit the equivalent of the Lottery jackpot with Lilia Tanakeyowma. Ms. Tanakeyowma sees the big picture and shares her vision Minutes Page 3

with her staff. She urges the employees to be creative and keeps them updated on any changes or new requirements. She also shares staff’s passion for serving students.
Ms. Tanakeyowma commented that she takes her job seriously and is proud of her staff and the college president.
On behalf of the Board, Mr. Amezcua presented Ms. Tanakeyowma with the Board President’s Award in recognition of her leadership in both credit and noncredit programs.
INFORMATIVE REPORTS
Dr. Eddie Hernandez (Chancellor)
Dr. Hernandez reported that the chancellor’s ball enjoyed its largest crowd ever with 548 attendees while raising $120,000.
Dr. Hernandez thanked Measure O volunteers. He indicated the Board took the major responsibility by putting Measure O on the ballot. He believes it takes a board that understands the needs of its community to make that decision. He thanked the campaign donors and the volunteers participating in phone banks, distribution of signs, and precinct walking. He reminded everyone there are 15 days left until the election, and there is still much work to be done.
Dr. Hernandez commented that Vicki Stevens’ last day at work will be November 16.
RSCCD will host a reception for State Superintendent Jack O’Connell on October 24. Topics of discussion include the high school diploma exit exam and its effect around the state. We also want to know what role we can play in the future for students who are not passing.
The City of Orange will hold a The Year of the Library celebration on October 24.
Mr. Juan Vázquez (President - Santiago Canyon College)
Mr. Vázquez thanked Mrs. Stevens for her services.
He thanked community members, staff and faculty for contributing to a successful chancellor’s ball. He knows that students will benefit from these efforts.
A successful meeting of the district-wide distance education task force was held on October 11. Mr. Vázquez had the pleasure of welcoming participants to the California Community College occupational conference in Garden Grove.
He will meet with Villa Park Rotary this week to answer questions about Measure O and to talk about Santiago Canyon College.
Everyone is invited to the virtual groundbreaking of the new demonstration garden at 11:30am on December 1.

Dr. Erlinda Martinez (President - Santa Ana College)
Dr. Martinez distributed materials related to Padres Promotores. This program was featured in the Hispanics Today TV show.
Ms. Rosa Harrison introduced various team members. She indicated that the Padres Promotores information shows parents how to help their children succeed in the universities.
Dr. Martinez reported that SAC’s homecoming will take place on Saturday, November 4.
Mr. Amezcua commented that the Padres Promotores program is doing a great job.
Ms. Meg Rothi (Student President - Santiago Canyon College)
Ms. Rothi attended the California Community College Student Affairs Association conference with five other students. In November, she will attend a California Senate model general assembly conference.
SCC held a Ramadan celebration on October 23 and will celebrate U.N. Day on October 24.
Mr. Ernesto Alonso (Student President - Santa Ana College)
Mr. Alonso reported that the Service Learning Center is collecting food to give to families who are not doing well economically. Also, ASG plans to adopt a family for the holidays.
Student government is working on Measure O and is sharing information with other students.
Mr. Erik Santacruz (Student Trustee)
Mr. Santacruz is working with ASB and ASG on the sticker fee issue.
Students from both campuses are working to support Measure O and are walking precincts to ask people to vote.
Mr. Santacruz attended the Leadership Congress conference with the Association of Community College Trustees.
He received information from Mr. Yarbrough on the cost of textbooks, and he will sit down with both academic senate presidents to review this issue.
Dr. Jeff McMillan (Academic Senate President - Santa Ana College)
Dr. McMillan indicated that he will send information to the board regarding Ainnovative noncredit programs.@ The noncredit division has submitted this information to the state, and it is hoped that we will be selected for that statewide award.

Transfer Director Martha Vargas received information on the California Community Colleges transfer by campus and asked Dr. McMillan to share that 927 of our students transferred last year to CSUs. Our students often come in unprepared for college-level work, and Dr. McMillan and Ms. Vargas were pleased to see the number of transfers. Dr. McMillan commented that many of our students need help at the college level, and this data shows how well we are doing to make our students successful.
Dr. McMillan was excited with Dr. Martinez’s plans to make Homecoming a big celebration.
Dr. McMillan talked about the distance education task force. His charge was to get the two colleges to understand how we can work together as a multi-college district. He expressed pride in the way this group has come together.
Ms. Rosi Enriquez (Academic Senate President - Santiago Canyon College)
Ms. Enriquez was excited with the turnout for the distance education orientation on October 11. She and Jacque O’Lea gave a presentation and discussed where they would like to go with future expansion. Faculty were unanimous in wanting quality over quantity. A beginning readiness checklist with four steps was developed.
Ms. Enriquez looks forward to the further enhancement of the infrastructure across the district.
Mr. Hanna commented that he would be interested in knowing what other community college districts are doing. Ms. Enriquez replied that faculty are in the process of collecting information from other colleges, and their goal is to be the best.
Mr. Yarbrough thanked both academic senate presidents for their work and for taking on this goal.

It was agreed to adjourn to closed session at 5:10 p.m.
RECONVENE
The Board reconvened at 6:05 p.m.
Mr. Amezcua announced that the Board discussed the following topics in closed session: employees as listed on the Human Resources dockets; conference with labor negotiator regarding CEFA; Real Estate property negotiations at 1530 West 17th Street in Santa Ana, California; and pending litigation (Case #SACV04-00280JVS).

APPROVAL OF ACADEMIC PERSONNEL
It was moved by Mr. Yarbrough, seconded by Mr. Labrado, and carried unanimously to approve the academic personnel docket with the attached addendum and revised page.

It was moved by Mr. Yarbrough, seconded by Mr. Labrado, and carried unanimously to approve the classified personnel docket with the attached addendum.
BOARD TRAVEL/CONFERENCES
Dr. Hernandez announced this item was being pulled from the agenda.
VOLUNTARY HEALTH INSURANCE PROGRAM FOR PART-TIME EMPLOYEES
It was moved by Mr. Yarbrough, seconded by Mr. Labrado, and carried unanimously to approve SureHealth as a voluntary health insurance plan for RSCCD part-time employees and to authorize the chancellor, or his designee, to execute necessary plan documents.
QUARTERLY INVESTMENT REPORT AS OF SEPTEMBER 30, 2006
This item was submitted for review and information.
BOARD MEMBER COMMENTS AND REQUESTS OF THE CHANCELLOR
Dr. Chapel distributed the financial report for the RSCCD Foundation. He attended SAC’s football game as well as the opening of the Grapes of Wrath. Dr. Chapel enjoyed the chancellor’s ball and was pleased to see a large turnout. He read about the 50% rule being rescinded and would like to know if there will be any impact.
Mr. Labrado enjoyed the chancellor’s ball. He suggested that the program be shortened.
Mr. Yarbrough was glad to know that employees choose to stay at our institution for many, many years. He wished Mrs. Stevens the best of luck in her retirement.
Mr. Yarbrough attended the ACCT conference in Orlando. He voted for Anita Grier for the ACCT board and believes she will provide continued guidance in the area of noncredit. He attended several different workshops for legislation. It appears that RSCCD is already doing all of the things

recommended for planning, and he is proud of this tremendous institution. He thanked Mr. Santacruz for taking the lead on the issue of domain textbooks.
Mr. Amezcua received positive feedback about the grand opening of the SCC library. He plans to attend the Year of the Library celebration in Orange. He thanked Mr. Vázquez for the time he has spent with the Orange Chamber and the city council.
Mr. Yarbrough commented that Mr. Hanna has done an exemplary job as trustee and wished him a successful election.
Mr. Amezcua attended the ACCT conference and was sorry that he missed the chancellor’s ball. He learned much and will meet and share his ideas with the chancellor.
Along with several other trustees, Mr. Amezcua attended the Santa Ana Chamber’s economic summit. He looks forward to the reception for state superintendent Jack O’Connell.
Mr. Hanna thanked Dr. Chapel for his report on the district’s foundation. He also attended the Grapes of Wrath production at SAC and encouraged everyone to see it.
Mr. Hanna saw the SAC women’s soccer team beat Cypress and asked Dr. Martinez to extend congratulations to Jodi Coffman. He enjoyed the chancellor’s ball and congratulated all of the committee members. He felt we had outgrown the facility and recommended that we look at another venue. Also, some of the elected officials felt they had to stand far too long on stage.
Mr. Hanna was pleased with the district’s strict adherence to political and district activities associated with Measure O. He believes the taxpayers are served by this firewall. He was pleased that faculty and staff have put much of their personal time into the Measure O campaign.
Mrs. Woolery congratulated the chancellor’s ball committee. She commented that Mr. Hanna is an excellent model for all elected officials and wished him success in the upcoming election.
Mr. Conley serves on ACCT’s Governance and Bylaws Committee and attended ACCT’s conference in Orlando . He was appointed state chair of California and will serve as a conduit for trustees in Orange and San Diego counties.
Mr. Conley traveled to Washington, D.C. and visited with staff from the offices of Senators Feinstein and Boxer. He also met with staff in the offices of Congressmembers Jim McGovern and Buck McKeon to discuss tuition sensitivity and Pell grants. He talked with them about an opportunity for community colleges to be involved in training of airport security and public safety employees. He was invited to sit in on a conference call meeting with Senator Feinstein, and she asked her staff to look into our issues.

Mr. Conley also attended a meeting of the Statewide Pupil Review Panel in Sacramento. He wished Mr. Hanna well in the election.
Mr. Santacruz attended the ACCT meeting in Orlando. He had an opportunity to meet many people throughout the United States and learn of their issues. He attended many events at both SAC and SCC, including the Ramadan celebration at SCC.
