REQUEST FOR EXPRESSIONS OF INTEREST – PUREX TUNNEL 2 ISOLATION DAM

CH2M HILL Plateau Remediation Company, LLC (CHPRC) as a prime contractor to the U.S. Department of Energy is issuing this Request for Expression of Interest (EOI)/Sources Sought Announcementas a means of conducting market research to identify parties having an interest in and the resources to isolate a section of the PurexTunnel 2 to permit grouting of one side.

The U.S. Department of Energy (DOE) is engaged in the world's largest environmental cleanup project at the Hanford site. DOE's Richland Operations Office is managing Hanford's hazardous waste facilities while preparing for its treatment and ultimate disposal or demolition. As a prime contractor to the U.S. Department of Energy, CHPRC is responsible for the safe, environmental cleanup of the Central Plateau at the Hanford Site.

CHPRC oversees operations at the Plutonium Uranium Extraction (PUREX) Plant in the 200 East Area of the Hanford Site. Plutonium recovery began in 1956 and two years later, uranium was also being processed at PUREX. Two storage tunnels were constructed at the southeast end of the plant as an extension of the railroad access tunnel to store highly radioactive contaminated equipment on railcars. PUREX Tunnel 1 stabilization was completed in November 2017 after placing approximately 4,400 cubic yards of engineered grout.

Similar to PUREX Tunnel 1, CHPRC is implementing and planning a stabilization approach for PUREX Tunnel 2using engineered grout as an interim measure until the ultimate remediation of the PUREX facility and tunnels are completed. PUREX Tunnel 2 is a disposal tunnel that branched off Tunnel 1. Construction of the tunnel completed in 1966 with a planned maximum capacity of 40 railcars. The tunnel is built of steel shoring with arched reinforced concrete ribs. It is 1,680 feet long and is partially filled with a total of 28 railcars containing contaminated equipment leaving approximately one-fourth of the tunnel that is empty and may not need to be grouted.

Scope of Services: The services to be acquired may include, but not be limited to, the following activities:

  • Supply and install an isolating mechanism to separate the section of Tunnel 2 that contains no equipment/railcars from the section of the tunnel with equipment/railcars.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals and submission of any information in response to this market survey is purely voluntary. CHPRC assumes no financial responsibility for any costs incurred.

CHPRC will evaluate market information to ascertain potential market capacity to provide services consistent with those described in this EOI. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.Interested firms must respond to this EOI request in order to be considered for future solicitations relating to the PUREX Tunnel 2 Isolation Dam.

Submission Instructions: Interested partieswho consider themselves qualified to perform the above-listed services are invited to submit a capability statement in response to this EOI by no later than 4:00 P.M. Pacific Daylight Time,February 21, , 2018. The capability statements shall be no more than a total of ten (10) pages (excluding Item 7), and no smaller than 12 point font (except Item 4). All responses must be emailed to .

At a minimum, capability statements shall contain the following information:

1)Firm name, address, email address, Web site address, and telephone number, business size standard for the firm (small business, service-disabled/veteran-owned small business, HUBZone small business, small disadvantaged business, and/or woman-owned small business, or large business);

2)A brief description of the firm’scapabilities and system/technical approach.

3)A preliminary drawing/sketch of thefirm’s concept.

4)A rough order of magnitude (ROM) cost estimate for all components/services.

5)A ROM schedule and any qualifying conditions for meeting the schedule.

6)CHPRC anticipates that initial portions of the work requirements may be fixed price. Please provide input on which major elements, if any, could be fixed price and identify the information required in a CHPRC Request for Proposal to support development of a fixed price proposal. Barring the ability of CHPRC to create a fixed price requirement, make a recommendation on an appropriate contract type alternative.

7)A brief description of the firm’s Quality Program. Include an uncontrolled copy of the firm’s Quality Assurance program manual unless it has been previously approved by CHPRC. If the firm’s manual has been previously approved by CHPRC, the manual shall be updated to make it current and resubmitted to CHPRC with the firm’s response. If the manual has not changed since its previous approval by CHPRC, a statement to this effect is all that is required for this submittal.

CHPRC reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner CHPRC determines is appropriate, including, but not limited to, the creation of a competitive solicitation.
