Position: Director of Operations (Assistant Chief)
Responsibilities:
I have direct day-to-day responsibility over nearly 400 field employees and 64 ambulances in a 911 high performance system. Paramedics Plus responds to 135,000 calls for service annually generating 90,000 transports. The overall budget is approximately $60 million. An Operations Manager (Division Chief) as well as 16 Clinical Field Supervisors serve as direct reports; in addition to another 16 Assistant Clinical Field Supervisors. The system includes 61 compliance areas that demand an overall performance of greater than 95% compliance to assure all areas are compliant. In addition, Paramedics Plus serves as special operations support for the Oakland Raiders NFL team, Oakland A’s MLB team, The Golden State Warriors NBA team, as well as the University of California’s Pac-12 football team. We provide special operations not only at these but a variety of high profile events. In addition, Paramedics Plus founded and supports a Tactical EMS Team that provides medical support to the FBI as well as other SWAT/Special Ops Law Enforcement Teams in austere environments. We utilize a ‘NASCAR-style” re-supply system where ambulances are ‘turned’ by specially trained Vehicle Supply Technicians to assure minimal downtime.

Position: Director of Emergency Medical Services
Responsibilities:
I have direct administrative and technical supervision of the ambulance and support services. I staff, train, and maintain ambulance personnel in accordance with all Iowa State Department of Public Health regulations. I have the responsibility of maintaining the EMS System’s State Paramedic Authorization. I develop and project capital, HR, statistical and operating budgets; monitoring compliance with all. I also coordinate all radio and paging equipment, monitoring usage not only for the EMS System, but for the entire in-house and medical staff. I have responsibility for all EMS activities at the Henry County Fair and the Midwest Old Threshers’ Reunion. The reunion encompasses five days with over 130,000 visitors in attendance. Additional ambulances are staffed at the reunion in addition to the “normal” daily operations. I have acted as Temporary ED Manager. I have administrative responsibility for the coordination of BCLS, ACLS and PALS Provider courses. I instruct all levels of EMS courses and have lectured at state and national EMS Conferences. I was instrumental in the development of the many educational programs at HcHc.
Since being employed at HcHc, I’ve implemented a new charge structure, Preventative Maintenance Program for both the ambulances and equipment, and developed a Continuous Quality Improvement Program. I completely revised the Patient Care Standard Operating Procedures as well as departmental Policies and Procedures. Several additional clinical procedures have been added to the departmental protocols including, but not limited to, needle crycothyrotomy, thoracic needle decompression, 12-Lead EKG’s, the administration of Thrombolytics, End-Tidal CO2 monitoring, and CPAP. I formulated and carried out a business plan culminating in HcHc EMS achieving the distinction of being one of the first authorized critical care ground transport services in the state. I developed the concept of a countywide EMS System. HcHc became the sole provider of Emergency Medical Services for all of HenryCounty. This was the culmination of five years of negotiations with the CountyBoard of Supervisors as well as several city councils. First Response units were then developed and deployed in all communities, including the placement of AED’s. I was instrumental in the planning, development and implementation of this project including securing of additional funding to provide added services. During my tenure, call volume has increased over 100% while revenues have increased by over 500%. In addition, due to the aforementioned call volume increases, I have been successful in securing anFTE increase of 33%. .
HcHc was named 1998 Paramedic Service of the Year by the National Association of EMT’s and 1998 Career EMS Service of the Year by the Iowa EMS Association.
In January, 2001, HenryCountyHealthCenter and GreatRiverMedicalCenter formed an LLC to provide inter-facility and critical care ground transport services in neighboring Burlington. I was asked to develop the business plan as well as the short and long term strategic plan for this operation. I then assumed administrative responsibility for this operation, in addition to my responsibilities at HcHc. This nearly doubled my budgetary responsibility and was cause for the development of significant organizational chart revisions given that the two locations 25 miles apart. GreatRiverMedicalCenter purchased HenryCounty’s interest in April, 2008. I assisted in the leadership transition and eventually phased out my role there.

Responsibilities:
Primary responsibility of responding to ambulance calls for Paramedic level ambulance service. In addition, Paramedics performed EKG’s and provided security for the hospital. In-hospital responsibilities included functioning as a member of the cardiac arrest, trauma, fire and psychiatric emergency teams. Paramedics assisted in the Emergency Department as needed. I was also an active member of the IV Team. Occasionally, I was utilized as a flight paramedic on long-distance fixed wing transfers.
Other Duties:
Instructor for all levels of EMS Courses as well as BCLS, ACLS, and PHTLS. I held the positions of Basic Care Continuing Education Coordinator, First Responder Program Coordinator, and EMT-A Course Coordinator. I was responsible for budgeting, staff, policy and decision-making as well as logistics for each of these programs. I worked with department management in the development of the Quality Assurance Committee. This committee performed chart reviews to determine if care rendered was in line with established protocols, compiled a monthly QA report, and revised the SOP’s and Skills Maintenance Program. I served as a member of the “Update” Conference Committee.
Paramedic Supervisor Responsibilities:
In addition to the aforementioned responsibilities, I supervised the work of the personnel on my assigned shift. I assisted in the coordination of the services provided by the ambulance, EKG, and Security departments. At different times, I was responsible for planning, scheduling, directing, or evaluating the work of the Staff Paramedics. I assisted in the training of new personnel and in the development and the implementation of educational programs offered by MICS. I also assisted in the capital budgeting process and in the drafting of specifications for new ambulances.
