Meeting held Wednesday, March 18, 2015

at the Wellington City Hall

Agenda Item 1 - Public Comment Period

Mayor Powell asked everyone to join her in the Pledge of Allegiance

Agenda Item 3. All About Carpet – Business License at 104 West 250 S Apt C Zoned RM

John Lewis came before the City Council to discuss his Business License Application for All About Carpet. Lewis plans to subcontract with local carpet stores to install carpet. Councilman Yakovich requested a letter from Lewis’s landlord indicated that Lewis has permission to operate his business out of his rental property. Councilman Sanslow made a motion to accept the Business License Application for All About Carpet once the letter from the landlord is received. Councilman Yakovich seconded the motion, and motion carried with Sanslow, Wells, and Yakovich in favor.

Agenda Item 4. Wellington City Fire Department New Vehicle Purchase

As per a few councilmembers requests, Mayor Powell suggested to table to decision to purchase a new vehicle for the fire department until the upcoming meeting. Councilman Wells made a motion to table to the decision to purchase a new vehicle for the fire department. Councilman Sanslow seconded the motion, and motion carried with Sanslow and Wells in favor and Councilman Yakovich opposed.

Agenda Item 5. City Business

c. Fire Department

The Fire Chief Johnny Powell recently went to the new city pond. In his opinion the city should purchase flotation devices, should someone fall into the pond and drown. One potential concern is misuse of these devices. Councilman Sanslow stated it is a great idea. Powell also explained why he would like to get an answer as to whether or not the city plans to purchase a new vehicle for the Fire Department.

a.  Vouchers

Councilman Yakovich made a motion to sign vouchers. Councilman Wells seconded the motion, and motion carried with Sanslow, Wells, and Yakovich in favor.

e. Council Reports

Councilman Sanslow stated that the City is at a point that it needs a master plan to move forward with the pond. Numerous grants require a master plan to apply for the funds. Currently the restrooms and fish cleaning station are on the back burner. Sanslow expressed his appreciation for all those who have helped with this project, including DNR, DWR, Carbon County, Carbon County Rec & Trans, Dugout Mine, Sam Espinoza, Randy Thayn, Ward Landscapes, and Kory Moosman and Ed Ericson. The City needs to draft an Ordinance stated that no one is to swim or recreate within the City’s Waters. This would allow officers to ability to cite anyone who uses the pond for swimming. A group recently suggested the City look into building clay tennis courts.

Councilman Yakovich discussed the different Master Plans the City needs, including Annexation and Cemetery Master Plans. The Council also discussed one day building a baseball/softball field. The Council discussed possible options for running the sewer and water lines to the pond.

Councilman Wells discussed the Wellington Canal Company’s intention to fill the canal in the upcoming weeks. The estimated date is April 3rd.

Councilman Yakovich is still planning to scan the documents for codification. One issue numerous cities have is the problem of using resolutions and ordinances interchangeably.

Mayor Powell briefly discussed the costs associated with obtaining land near the gravel pit. Powell also touched upon her efforts to contact NRCS in regards to last year’s flood.

The council discussed the benefits of keeping logs for all volunteer work within City Limits.

Agenda Item 6. Adjourn

Councilman Wells made a motion to adjourn. Councilman Tatton seconded the motion, and motion carried with Wells, Sanslow, and Tatton in favor.

Meeting adjourned at 8:10 p.m.

Our next meeting will be April 1, 2015 at 7:00 P.M. at the Wellington City Hall.
