ThismanualprovidesinformationandinstructionsforusingtheMasterReferenceTable(MRT)DataStewardApplication.Screenshotsareincludedinthismanualforclarity indescribingtheMRTDataStewardApplicationfunctions.
2FirstTimeUser'sGuide
TheMRTData StewardapplicationallowsDataStewardstomaintaindatainaparticularEnterprise MRT.MRTsarebasedonauthoritativedatasourcesandaretheprimarydatasourcefortheinformationtheycontain.
TheMRTDataStewardApplicationsupportsDataStewardswhohavebeenassignedresponsibilityforMRTdatautilized byOCIO-ITSandtheServiceCenterAgencies,whichconsistoftheFarmServiceAgency (FSA),RuralDevelopment(RD),andNaturalResourceConservationService(NRCS). Currently,theInterestRate,ExternalPartner (CMA,LSAandDMA),County,Service Center mappings, DisasterCountyandCongressional DistrictMRTscanbemaintainedthroughtheMRTDataStewardApplication.
ThestepsyouwillneedtotaketogainaccessandbeginusingtheMRTDataStewardApplicationfollow. IfyoualreadyhaveaLevel2eAuthenticationid,youcanskipSteps1and2:
1.UsetheinternettoobtainaUSDAeAuthenticationLevel2account:
Ifyouareagovernmentemployee:
- YouwillneedcopiesofyourlatestAD-334(EarningsandLeaveStatement)andSF50-B(NotificationofPersonnelAction)formstoanswerquestionsduringtheregistrationprocess.
- FromyourinternetbrowsergototheUSDAeAuthenticationsiteat
- Followtheregistrationprocessasdescribed.
If youareacontractor:
- Fromyourinternetbrowser,gototheUSDAeAuthenticationsiteatIeauthentication/
- FollowtheLevel2Accessregistrationprocessasdescribed.
2.CompleteActivationProcess:

- Within24hours,youwillreceiveanemailfromtheUSDAeAuthenticationHelpDesk containinganactivationlink.
- ClickontheactivationlinkintheconfirmationemailtoactivateyourUSDAeAuthenticationLevel2account.

2.Within 7days,clickontheconfirmationlinkintheconfirmationemailandfollowallinstructionsprovided.

4.TakeyourgovernmentissuedIDtoyour LocalRegistrationAuthority(LRA)foractivationofyouraccountwithLevel2access.ContactyourlocalInformationSecurityOfficetodeterminewhoyourLRAis.UntilyourLRAactivatesyouraccount,youwillnothaveLevel2access.

2.WorkwiththeMRTteamtodeterminewhatMRTsyouareauthorizedtomaintain. TogainaccesstotheMRTdata you are authorized to maintain, you will need to submit a FSA-13A form to FSA Security requesting that theappropriateEASrole(s)beassignedtoyoureAuthenticationLevel2ID.TheMRTteamwillassistyouwiththecompletionofthisform.
3.ProvidetheMRTteamwithyoureAuthenticationLevel2ID. Toprovideyouwithaccesstotheapplication,theMRTteamwillassigntheappropriateIdentityMinderroletoyoureAuthenticationLevel2ID.
4.LogintotheMRTDataStewardApplication:
1.UseyourInternetbrowsertolocatetheMRTDataStewardApplicationsite:

5.LogoutoftheMRTDataStewardApplication:
Forsecuritypurposesyoushouldalwayslogoutaftereachsession.TherearetwologoutbuttonoptionslocatedintheheaderportionofanyMRTDataStewardApplicationpage:
•"ExitMRTWI"-Chosethisoptionto logoutoftheMRTDataStewardapplicationandremainloggedontoeAuthentication.
•"LogoutofeAuth"-ChosethisoptiontologoutofbotheAuthenticationandtheMRTDataStewardapplication.
3Overview
TheMRTDataStewardApplicationisawebapplicationthatprovidesMRTDataStewardswiththeabilitytoviewandupdateMRTdata. Majorfeaturesofthisapplicationincludebutarenotlimitedto:
•Limitstheaccesstotheapplicationaccordingtotheroleoftheuser.
•ProvidesselectioncriteriasothatusercanselectcertainrecordsfromtheMRTdatabase.
•DisplaysdetailedinformationfortheselectedMRTrecord.
•ProvidesabilitytoaddnewMRTdataandchangeordeleteexistingMRTdata.
•Validatesuserinputagainstbusinessrules.
TheMRTDataStewardApplicationprovidesuserswitheaseofnavigationandtheconvenienceofdataentry.The"MRTWIMenu"sectionallowstheusertoeasilynavigatethroughtheapplicationbygivingtheuserdifferentoptionstoaccessdifferenttypesofMRTdatadependingonthecurrentuser'sassigneddatastewardrole.
TheMRTDataStewardHomepageprovidesanentrypointformanagingdifferenttypesofMRTData.UsersareabletonavigatetopagesthatmanageMRTdatathroughthe"Home"pageprovidedtheyhavetheappropriatedatastewardrole. ThisHelpGuideprovidesinformationpertainingtousersassignedthecongressionaldistrictdatastewardrole.
Theapplicationvalidatesuser'sinputagainstbusinessrules.InvalidentrieswillnotmakeitintotheMRTdatabase. Forexample,abusinessruleexistswhichstates"The county group code can only be a letter" Ifanattemptismadetoenterdatathatviolatesthisbusinessrule,anerrormessagewillbedisplayed.
3.1Browser
TheMRTData StewardApplicationshouldbeaccessedusingInternetExplorer6orabove.Thereisnoguaranteethatthedisplaywillbecorrectusingotherwebbrowsers.
3.2 Support
Ifyou arehavingproblemswith theMRTDataStewardApplication,pleasecontacttheMRTgroupby emailatug-mokansasc2-MRTorcontactoneoftheindividualslistedinthe"TechnicalHelp"sectionofthe"Help"page.
3.3 Connecting to the Application
TheapplicationcanbeaccessedthroughtheIntranetusingMicrosoftInternetExplorer.TheapplicationislocatedatURL:
YouwillfirstbepresentedwiththeUSDAeAuthenticationLoginpages.AfterenteringyoureAuthenticationUserIDandPassword youwillbepresentedwiththeMRTDataStewardApplicationHomepage. (PleaseseeFigure1).
Note:Ifyouraccesssetupisnotcomplete youmayexperienceoneofthefollowingsituations:
•eAuthenticationdeniesaccesstothehomepage. Inthiscase,contacttheMRTTeamtoverifythattheproperIdentityMinderrolehasbeenassignedtoyoureAuthenticationUserID.
•YouareabletoaccesstheHomePagebutthefollowingerrormessagedisplays:"AnErrorhasoccurred.Thecurrentuserdoesnothave authoritytoaccesstheMRTDataStewardApplication.InternalError-UnrecoverableApplicationError".Inthiscase,FSAsecurityshould be contacted toverifythatrequestedEASrole hasbeenassigned.
3.4Home page
AllfunctionalitywillbeaccessedfromtheMRTDataStewardApplicationHomepage.Therearefourpartsonthispage:
- The"MRTWIMenu"sectiondisplaysawelcomemessagewhichconfirmstheuserhascorrectlyloggedin.Italsolistsalldata stewardfunctionsforwhichthecurrentuserhasbeenauthorized.Asyoucansee,thecurrentpageishighlightedintheMRTWIMenuSection.ThecontentoftheMRTWIMenuSectionwillnot changethroughoutthe application.Itprovidestheuser shortcutstoeachfunctionwithouthavingtogobacktotheHomepage.
- Thesamelinkswillalsoappearinthe"MRTTableMaintenance"sectionofthemainwindow withdescriptionsforeachfunction andaregroupedbyeachtypeofMRTdata.Thereisalsothewelcomemessageonthetop whichconfirmstheuserhascorrectlyloggedin.
- Theheaderhas6usefullinks:MRTWIHome,AboutFSA,Help,ContactUs,ExitMRTWIandLogoutofeAuth.ForsecuritypurposestheusershouldalwayslogoutaftereachsessionbyeitherselectingExitMRTWIorLogout.
- ThefootercontainsmorelinkstogeneralFSA,USDAandwebsiteinformation.

4Service CenterDataSteward
4.1OverviewofService CenterDataStewardFunctions
AS 400 and control file back ground information
The Service Center Data Stewards access the MRT Web Interface application to add an Office MRT code and to modify Alternate Name, Notes and County File Group Codes.
To access the service center functions the data stewards are required to have one or more of the following roles.
- app.fsa.mrtda.sc.hqsteward.sc
- app.fsa.mrtda.sc.hqview.sc
Service Center Data Stewards that have the app.fsa.mrtda.sc.hqsteward.sc role can use the MRT Data Steward application to:
- Add a MRT code to an office that does not have a MRT code associated.
- Modify an office to add/modify note text and alternate name.
- View office mappings and add county group codes to location areas mapped to the office
Service Center Data Stewards that have the app.fsa.mrtda.sc.hqview.sc role can use the MRT Data Steward application to:
- View the office mappings and county group codes of the associated location areas.
TheMRTDataStewardApplication menuprovidesuserswiththeabilitytoview,addandupdateservice centers like offices and modify county file group codes.
4.1.1MRTWIMenu
The"MRTWIMenu"sectionallowstheusertoeasilynavigateto"Add Office”,"Modify Office",” Office Mappings"and"View Office Mappings"pages.
•Add Office:
Thisoptionallowstheusertoadd a new office.
•Modify Office:
Thisoptionallowstheusertoview or modify existing office.
•Office Mappings
Thisoptionallowstheusertoaddnew office mapping.
•View Office Mappings

4.2AddingOffice

4.4ModifyinganOffice Mapping
This process can only be used after a successful run of the OIP data stage process that updates internal office information in the database. Modifyinganoffice mappingisaprocess that allows user to associate county file group codes to the location areas mapped to the newly created office reference identifier.
4.4.1Office Mappings
Usethe"Office Mappings"pageto modify an office mapping.

This process can be used by users who cannot modify the office mappings. This functionality requiresthe users to have the ‘app.fsa.mrtda.sc.hqview.sc’ role.

Office MRT Code / A superset of various codes systems used to identify an office
Group Code / This code contains a character used to identify information fora specific geographic county. An "A" in the first position of aname identifies it as data for the county where the office islocated. When an office administers FSA programs for anearby county that does not have an FSA Office, theinformation will have a County File Group Code of "B".
Information referencing a third county will contain a "C", etc.Control information that does not relate to specific farmacreage contain a "T". Information for State use only containthe value "S".
