II-POWERSDUTIES OF OFFICERS AND EMPLOYEES :

Chairman:Chairmanwill preside over the Board meetings and Provide necessary guidance for transacting the business of the company. As per the suggestions of the board of Directors the decision may be accorded and to recommend the said decisions to the Govt. for approval.

Managing Director: The Managing Director is the Chief Executive Officer of the Company and responsible to implement the decision taken by the Board of Directors in the meeting and also functioning as a link between Government and Nigam. He also excises all other powers delegated by the Board and performs administrative duty. The day-to-day administration and carrying out the business of the Nigam is the jurisdiction of the Managing Director.

3.Chief Engineer: The Chief Engineer is the head of the Technical Department at KRDCL. His functions relates to examination of tender estimates, administration of quality maintenance, fixation of time frame for completion of works, fixation of tender rates and derived rates, technical inspection and the matters pertaining to technical issues. He is authorized to place matters relating to technical issues before the Technical Committee after obtaining approval of the Managing Director.

He is an Information Officer to the Managing Director and to the Board with regard to the Technical matters. He also guides the technical personnel and responsible to place agenda before the Technical Committee at its meeting.

SuperintendentEngineer:Superintendent Engineer will be assisting Managing Director, Chief Engineer in Administrative and technical matters of KRDCL.
Company Secretary: The Company Secretary performs the duties under the Companies Act and responsible to convene the Board of Directors Meeting, Technical Committee Meeting, Annual General Body Meeting and Audit Committee Meetings and other related meetings of the Company.

Further, he also has to prepare the Proceedings of the Meeting. He is also in-charge of general administration of the Company. Matters connected with personnel, compliance under Companies Act, legal cases in the jurisdiction of various courts, liaisoning with Advocates and appointing counsel after the approval of the Managing Director.

Further providing information to the Board regarding compliance, implementation of decision and liaisoning with other Departments.

Manager - Finance & Accounts: The Officer is responsible to maintain and keep the financial accounts of the Company with the support of Audit Officer, Accounts Superintendent and Executive Assistants. He is also responsible to get the accounts audited through Internal Auditors and through Statutory Auditors on yearly basis. He is also responsible to mobilize the resources for implementation of projects and to provide suggestions and information to the Management in financial aspect.
Manager (Environment) : The Company takes up many infrastructure projects. The Manager (Environment) is responsible to obtain permission from the Departments under the applicable Environmental Act and Forest Act. He is also responsible to take care of trees and plants at the KRDCL project roads. Handling the files pertaining to Forest Department and other matters pertaining to environment. The Official liaison with the Forest Department, Environment Department and Pollution Control Board, supervision of

Planting activity, growing plants in the nurseries through other agencies and transplanting them to the project site taken up by KRDCL.

Special Officer, Tahasildar, (R&R) Land Acquisition:

a)To prepare Land Acquisition Plan with KRDCL Engineer and Co-ordinating with Revenue Officials in Land Acquisition Process.

b)Responsible with all matters related to Social assessment report settlement action plan and R R Policy.

III. Order followed in taking decision including responsibility and supervision:

According to the Government Orders, resolution of Board of Directors Meeting and as per the directions of the Managing Director the following works are being performed by the Staff:

1)Attender : He performs dispatch of tappals to various Departments and within the Department.

2)Junior Assistant: Junior Assistant are performing their duties on day-to-day basis as per the orders of the superiors.

3)Receptionist: Main function relates to the front office and receiving telephone calls and connecting telephone calls to the concerned officials.

4)Executive Assistant : Performs duties on day-to-day basis as per the orders of the superiors.

5)Stenographers/Typist : Performs duties on day-to-day basis as per the orders of the superiors.

6)Computer Analyst : Maintains computer systems and resolves the computer related issues, updation of websitekrdcl.in etc.,

7)Accounts Officer: Scrutinizing the RA bills, watching the issue of cheques, deductions like IT, VAT, Royalty, L.W.Cess, CBF etc. and maintenance of Accounts. Scrutinizing the Salary bills, TA bills, Store bills, establishment section. Reply’s to inspection reports, CAG reports & opinion files.

8)Audit Officer: The accounts and bills scrutinized by the Accounts Superintendent will be pre-audited by the Audit Officer and further placed for Manager - Finance & Accounts for approval.

9)Accounts Superintendent : Verification of receipts and payments of the Company and submitting the same to the Auditors for further examination, passing of contractors bills, preparation of monthly salary bills and maintenance of accounts of the Company.

Further, Audit Officer shall liaison with Internal Auditors and Statutory Auditors while performing audit of the Company. He shall also prepare replies to the audit queries.
