The Scott County Fiscal Court held its regular scheduled meeting on Thursday, January 24, 2013. Judge Lusby called the meeting to order. Present were Magistrates Mr. Hughes, Mr. Lyons, Mr. Tackett, Mr. Parker, Mr. Hoffman, Mr. Prather, Mr. Livingston, and County Attorney, Glenn Williams.
A motion was made by Mr. Lyons with second by Mr. Tackett to approve the minutes from the previous meeting. Court voted unanimous.
A motion was made by Mr. Parker with second by Mr. Hughes to approve the following transfers. Court voted unanimous.

A motion was made by Mr. Prather with second by Mr. Tackett to approve the bills as presented and the following hand checks: City of Georgetown/Gen $115,727.72, Freedom Lexington/Gen $24,715.20, Visa/Gen $393.13,WalMart/Gen $183.76, WalMart/Gen $1,192.86, Johnson’s Funeral Home/Gen $3,040.00, Visa/Gen $828.79, Visa/Gen $644.33, Road Fund/Gen $500,000.00. Mr. Parker recused himself from the Parks & Recreation bill(s) only. Court voted unanimous.
Judge Lusby received the 2013 County Clerk Cumulative Quarterly/Annual Settlement Report. A motion was made by Mr. Prather with second by Mr. Livingston to accept the budget report. Court voted unanimous.
EMS Director, Dave Sloane requested to hire MacKenzie Swatsler as full-time EMT starting at $8.17 per hour. A motion was made by Mr. Parker with second by Mr. Livingston to approve the new hire. Court voted unanimous.
Sheriff Hampton presented two Interlocal Cooperation Agreements for provision of law enforcement duties between the Scott County Sheriff & Harrison County Sheriff and the Scott County Sheriff & Bourbon County Sheriff. A motion was made by Mr. Hughes with second by Mr. Prather authorizing Judge Lusby to sign the agreements. Court voted unanimous.
Sadieville Mayor, Claude Christensen recommended Cynthia Foster for the Northern Scott County representative of Georgetown-Scott County Planning Commission. A motion was made by Mr. Hughes with second by Mr. Tackett to approve the appointment. Court voted unanimous.
The salary cap committee, Judge Lusby, Alvin Lyons, and Chuck Tackett recommended the 2013 Sheriff salary cap be set at $1,435,389.00. Sheriff Hampton accepted. A motion was made by Mr. Tackett with second by Mr. Parker to approve the salary cap. Court voted unanimous.
The committee recommended the 2013 Clerk salary cap be set at $430,000.00. County Clerk, Mrs. Johnson requested that the court increase her cap to $435,064.53 in order to cover pay increases which she intends to give once she switches her employees to a thirty-five hour work week. She wants to make this adjustment so that her employees will not actually be paid for their lunch hour, yet they will continue to receive the same compensation. A motion was made by Judge Lusby to approve the committee’s recommendation. Mr. Livingston requested that Mrs. Johnson look at other ways to make the adjustment because her proposal is actually giving raises. Mrs. Johnson stated that it is a complex situation, but it is not a raise. Mr. Hoffman recused himself. Mr. Prather thanked the committee for their time and efforts in the decision making process. Mr. Lyons seconded the motion. Judge Lusby asked for roll call. Judge Lusby-Yes, Mr. Livingston-Yes, Mr. Prather-Yes, Mr. Parker-Yes, Mr. Tackett-Yes, Mr. Lyons-Yes, Mr. Hughes-Yes. Motion carries.
Judge Lusby announced that Healthworx will offer health screenings for all county employees mid-February. Services are provided by Bluegrass Family Health.
There is a KACo conference during the time of our next court meeting. A motion was made by Mr. Lyons with second by Mr. Tackett to change the meeting time on February 8th from 9:00 to 2:00. Court voted unanimous.
Judge Lusby announced that all department heads and elected officials (or a department representative) need to be in the courtroom for an insurance meeting on Wednesday morning, January 30th from 9:00 – 11:00.
Road Supervisor, J.R. Brandenburg distributed letters from the Kentucky Transportation Center. According to the Manual on Uniform Traffic Control Devices (MUTCD) Children at Play signs are nonstandard and inappropriate to install. Judge Lusby recommended that they be taken down; Slow signs can be installed if necessary.
EMS Director, Dave Sloane stated that the AMB/Mars billing agreement and ESO software agreement are ready for signatures. A motion was made by Mr. Lyons with second by Mr. Tackett authorizing Judge Lusby to sign. Court voted unanimous.
Also, a motion was made by Mr. Lyons with second by Mr. Hughes authorizing Judge Lusby to sign the Physio-Control service agreement. Court voted unanimous.
Fire Chief, Mike Fuller stated that there are heating problems at station #1 that should be fixed soon. He is checking the warranty for possible coverage.
Mr. Livingston thanked Judge Lusby and J.R. Brandenburg for helping with a softball field issue last week.
Mr. Hoffman stated that he hopes that City Council, Scott County Fiscal Court, and Planning & Zoning will work together as Scott County continues to grow.
Mr. Tackett thanked Judge Lusby and J.R. Brandenburg for their help with a fire hydrant issue on Coleman Lane.
