Tim O’Halloran opened the comment period notating that different funding sources will need to be identified to augment the MOU program. At this time, the pilot program is not project-ready for the CAP-to-CAP process. A suite of items will be moving forward for the pilot program as outlined in Next Steps.
(Rich Jenness) The Ford study should include 200 and 500 year scenarios.
(Lynnel Pollock) Appreciated the effort so far and complemented the process for next steps outlined. She notated that there were no projects named in the Capay area/Cache Creek levees, but initial flooding starts there. Will the program concentrate on this problem area as we move forward? Fran answered yes and assured that the program is aware of these problem areas. Tim elaborated that although there are no “priority projects” identified as this time, there are many issues to investigate. Other partnerships can be developed as the program moves forward to address such areas and the program is aware of the fundamental problem.
Steve Chainey offered his perspective on the Cache Creek situation from his work with SAFCA and what they are doing for levee protection on the Sacramento River. Fran further clarified Steve’s points relating to Cache Creek.
(Lynnel Pollock) Brought up the issue the migration of sediment into the settling basin and that this is a critical problem for DWR and the ACOE to address. Fran referred to the informational binder provided for today’s meeting. DWR acknowledges the issues in the settling basin and studies are being developed to investigate the issue.
Tim O’Halloran asked the attendees for their comments on the Next Steps outlined for the program from their perspective.
(Rich Jenness) Suggested the program can start on a smaller level with “low-hanging fruit” by activating local groups to take on some of the smaller projects on their own as maintenance items.
(Matt Rexroad) How do we go about certifying the levee’s? Fran answered that the next step for Woodland is for ACOE to sign-off on the stability of the levees. This requires further work/study by Ford Consulting first that should take about 6 months. To be successful, the pilot program needs to centralize the information flow from local agencies and partners. Fran encouraged referral calls so the pilot program can act as the hub of activity and information flow.
(Twyla Thompson) Suggested continuing with the next steps while looking for long-term solutions. Tim responded that the pilot program work plan is at least 10 years worth of work. The floodSAFE Yolo Program Advisory Committee is currently brainstorming how to approach local councils and board in order to accomplish and fund the long-term work plan.
(Duane Chamberlain) Inquired if SAFCA is liable for its neighbors problems (e.g. YoloCounty) as a result of raising their levees? Steve Chainey responded that SAFCA has done modeling and there is no truth to that myth. It is a perception, but is a non-issue. Fran further explained that they are not actually raising the water level with their modifications, nor changing the 100 year protection. He stressed that Yolo County needs to be part of the solution.
(Nancy Lea) Ask for clarification on an item in the informational binder: Tab 2, page 2, item # 9 under Reliability of Data, Watershed Hydrology and Hydraulic Models.
