Phase 35 RFP – Questions and Answers

  1. How does the Phase 35 EFSP award compare to the amount awarded in Phase 34?
/ Los Angeles County received a deduction of $573,583 for Phase 35.
  1. Why are funds awarded to agencies more than half way through the spending period and not at the start of the spending period?
/ The EFSP National Board provides funding to all jurisdictions nationwide and does not require a mandatory universal program period, so funding is provided at different times to different jurisdictions with no set calendar of release.
Given that the funding release from the National Board can be provided after the program period start date, expenditures can be retroactive to the start date of Phase 35.
EFSP National Board provides funding to awarded agencies in two separate payments.
  1. Can previous year’s applications be viewed on the website?
/ Cybergrants logs a history for returning users. If you are a returning user applying for EFSP funds, and have a username and password in the system, you will be able to view and access your previous applications entered into Cybergrants.
  1. Under the Food and Shelter Application, can an agency apply for only one of these categories?
/ The Food and Shelter application is a combined application for agencies applying for “Food, Shelter, or Both”. Applicants can apply for either area in which they are providing services and do not have to apply for both areas. The application specifically asks to select Yes or No to each area in which you are applying.
  1. Can “delivery expenses” be claimed?
/ For the categories of “Other Food/ Served Meals”, delivery charges are eligible in 3 ways
-Delivery charges can be covered with EFSP if they are clearly outlined on the receipt/invoice, and if the agency has a cancelled check.
-Delivery charges that are NOT listed on an invoice can be covered with a mileage log – an example would be an agency that has employees or volunteers that deliver food in their own vehicle or a company truck. Gas CANNOT be covered – only a mileage log will be accepted; current rate is $0.54 cents per mile.
-If the agency rents a van for delivery purposes, the rental charge (only) can be covered with a copy of the rental agreement/invoice and canceled check.
