MINUTES / ACTION
Apologies were accepted from Cllr G Moore, apologies were also received from District Councillor J Wilby and County Cllr M Wilby.
To approve the minutes of the council meeting held on 19 September2017 - The minutes of the meeting (pages 1018 - 1024) on 19 September 2017, previously circulated to all members, were proposed by CllrCMoore, seconded CllrC Brooks and unanimously agreed and signed by the Chair.
To record declarations of interest from members in any item to be discussed –none
Adjourn the meeting to allow public participation – the meeting was adjourned at 7.34 pm.
4.1. / Parishioners’ Questions or Comments:
  • Mr Peter Jones – following an application to become a Councillor Mr Jones gave the Council a brief presentation on “Why He Would Like to Become a Scole Parish Councillor”. The Casual Vacancy has been advertised and the Clerk is waiting for authority to co-opt Mr Jones to the Council.
  • A request was made to re-locate two dog bins in the parish to more appropriate positions, these are: Karen Close – move the dog bin to the opposite side of the road. Bungay Road – relocate the first bin to on the way out of the village near the first fly-over. Cllr Brooks will investigate; the Clerk will ask for any opinions in the Post Horn and remind residents that they are able to put dog waste into the ordinary village litter bins.

4.2. / Reports from District & County Councillors: The Clerk read the report in the absence of the CountyCouncillor.
Re-convene the meeting – the meeting was re-convened at7.50pm.
To receive the Clerk’s Report:
  • The Clerk suggested changing the Parish Council telephone no. from 01953 861486 which is a dedicated line to her own number 01953 861138, Councillors agreed.
  • Norse are to send a quote for cutting the grass on the path to Oaklands and the grass opposite the Garage. The overgrown Berberis bush at the entrance to the Community Centre is not a Norse responsibility.
  • The Clerk confirmed that the new Lots of land are covered on the Council Insurance. No additional premiums as Open Space, will automatically be covered for Public Liability.

Cllr Trevail had been asked by the Crossway’s Landlady if the Village Ranger had removed any of their signs. Clerk will check with the Ranger. / Clerk

To receive any verbal reports of accidents within the parish:
  • A143 between Billingford Horseshoes and A140 roundabout.
  • A143/A140 roundabout car rolled into field.
  • Trailer turned over on the A140/A1066 roundabout

10. / To receive an update regarding the purchase of Lot 2 to the rear of Clements Close and Lot 4 to the rear of Karen Close:
The purchases of both Lot 2 and Lot 4 is now Completed.

11. / To receive an update on the land for the proposed Village Hall on Norwich Road:
The land for the proposed Village Hall has, to date, not been transferred to the Parish Council. A meeting with both Corinne Moore, Graham Moore in a non-Council capacity, Trevor Raven and David Hillier has taken place, however, until the land is transferred no action can be taken.

To consider the letter received from CPRE regarding “opposing damaging new housing targets”:
Cllr C Moore reported on the letter received from CPRE regarding the opposition of damaging new housing targets. Councillors had a brief discussion and agreed with the content of the letter.
Cllr C Moore proposed the Council sign the Pledge, seconded Cllr G Fisher and unanimously agreed.

16.1. / Employment Group (CM, CAB, RC) –Following the appraisal for Mrs Caron Wright, the Village Ranger, Cllr C Moore has investigated if training for roadside working is required. Cllr Moore has received an email from the Health & Safety Executive and is happy that no training is required. / CLERK &

  • Nothing to report

16.4. / Diss & District Neighbourhood Plan (GM, CM, LT) – Cllr G & C Moore joined with other members of the DDNP to conduct a survey on Mere Street to canvass the opinions of residents. There are two meetings planned.
16.5. / Funding Opportunities and Charities Group (GM, COB, LT) –paper work is with Cllr G Fisher. Cllr C Brooks and Cllr G Fisher to progress.
16.6. / Scole Community Areas (COB) –
  • 92 hours worked this month.
  • Fallen willows have been removed from the river
  • Lots 3 & 4 have been cut and fallen willows removed
  • Millers Lane mowed and is now pushchair friendly
  • Conservation areas all cut – grass to be raked.
  • Currently removing leaves from Churchyard and village
  • Broken fishing platforms reported to Babergh Mid-Suffolk Council
  • Investigations are being made into the leasing of DragonPark from Waveney Green Spaces for £1.00
  • Cllr L Trevail raised that he would like to see more involvement from the congregation of St AndrewsChurch in the maintenance of the Churchyard

To receive and discuss items from Parish Councillors:
Cllr C Brooks – raised again the installation of a street light in the village centre near the war memorial, previous investigations had concluded that as there is no electrical power this was cost prohibitive. Clerk suggested considering a solar powered street light. The Clerk will approach Westcotec for costings of this.
Cllr G Fisher – raised again concerns re elderly residents who would like to visit the Pocket Park needing a “breathing rest” bench on Bridge Road this needs to be raised for next year’s budget.
Cllr C Blakesley – Scole Inn opening on 3/11/17 with fireworks and music. Cllr Blakesley offered his resignation.
Cllr L Trevail – nothing
Cllr C Moore –reminded Councillors of the Remembrance service on Sunday 12/11/17 at 10.30, muster at the Memorial.
Correspondence received – the Clerk previously circulated a list of correspondence received by email and post this month. If Councillors would like a copy of any correspondence please ask the Clerk.
