TANF / VIEW BPRO Committee Meeting Minutes September 13, 2016
Meeting called to order by Tonia Alexander at 10:30.

No major changes – change in standard deduction. See Broadcast 9936
GO Card – Cards will be issued this month. 3 Batches effective September 20th thru end of October – Cardholder will receive a new card in mail when old card expires.
Customers must log in and set up a new account under the Way 2 Go
VACMS:
Enter any outstanding claims by November 10, 2016 in order to have all claims convert to VACMS
VACMS availability for TANF Grant will be available on the 1st day of the month
VIPP Report no longer being produced
Statistics: Cases TANF/UP – 22298; TANF 21009; UP – 1189; - 10% reduction
Timely Processing – 97.6%; Average applications monthly 5066; Total Work Participation Rate: 45.5
New Applications for those who do not have a card in VACMS will receive a check the first month; reapplications will receive a paper check /direct deposit the first month. (possibly the 2nd month as well)

Review TANF Cases in ADAPT – Restore archives in order to pull all historical data information on case as this information will need to be converted when case converts
Evaluate V1 months on all cases in order for the correct information to convert
Review 24/60 month clocks, sanctions, noncompliance and POI, cap children in order for the correct information to convert
When VACMS goes live October 3, 2016 the worker must enter all information (applications./reapplications) for the V1, 24/60 month clock, sanctions, noncompliance and POI, cap children and any other nonfinancial data as this information will not go over to VACMS as conversion will not take place until November.
Policy Changes with VACMS:
Automatic denials – VACMS will automatically deny if the required interview is not completed
Automatic closures - VACMS will close reviews automatically.
Automatic DCSE Notifications will apply in VACMS – The worker will get an alert; no action required by worker – VACMS will automatically reduce grant, remove caretaker and close cases.
V1 Clocks – VACMS will capture current and future V1 months – will automatically keep count; on the 1st month of the 12th month the worker will receive an alert to refer client. Worker needs to refer to VIEW timely
Broadcast 9866 – Important
Review cases that will not convert and take action (this will eliminate manual conversion)
Tonia Alexander presented information on the TANF Study – The surplus Funds for TANF will be eliminated – no longer have a surplus. Surplus should phase out by 2019 based on current data. Commission on Youth has shifted their focus to take a look at how money for TANF is currently being spent. Recommendations have been made for adjustments on spending and those recommendations will be presented to the commission on September 20th. Once the recommendations are open for public comment- BPRO will send out the link so that members may have a chance to voice their opinion.
