NOTICE INVITING TENDER
Limited sealed tenders are invited from reputed contractors for cleaning of roads, foot paths and drainage on the campus of ADVANCED CENTRE FOR TREATMENT, RESEARCH AND EDUCATION IN CANCER, Tata Memorial Centre, Sector-22, Kharghar, Navi Mumbai – 410210.
The tender document is also available on ACTREC-TMC web site www.actrec.gov.in and which can be down loaded by the vendors..
The rates may be quoted in Indian rupees which is inclusive of all taxes.. Completed tender along with all the documents in closed and sealed envelopes must reach the Room No.318, Administration, 3rd Floor, Paymaster Shodhika Building, Sector-22,Tata Memorial Centre, Kharghar, Navi Mumbai-410 210 on or before 11/05/2016 by 01.00 PM along with EMD (Refundable) of Rs.5000/-- by DD/PO or by cash payment to cashier of the Institute and a copy of the receipt shall be attached with the tender documents. Sealed Tenders will be opened on the same day at 03.30 pm.
Incomplete or tenders submitted after the due date would summarily be rejected. ACTREC reserves the right to cancel any or all tenders without assigning any reason thereof.

Nature of Services /work : Cleaning of roads, foot paths and drains in the month of May 2016.
Sir,
I / We read the conditions from the tender including general / special conditions and hereby agree to abide by the said conditions. I / We also agree to keep this tender open for acceptance for a period of 90 (Ninety days) days from the date of opening. I / We will be liable for forfeiture of my / our EMD “ to Tata Memorial Centre, ACTREC, in case I / We could not execute the awarded work. I / We will execute the work as per the rates quoted in the attached schedule for the entire period of contract and are also bound to undertake work within a week time from the date of issue of letter of award/ work order
A sum of Rs.______/- (Rupees ______only) is forwarded herewith as Earnest Money Deposit in the form of DD / Bank’s PO / Cash through Receipt No.______dated______.
The full value of the Earnest Money Deposit shall stand forfeited if – I / We do not undertake and commence the work within the specified time on receipt of the letter or failed to execute the work as required.

Note :- SSI ( Small Scale Industries) units/Agencies/Vendors registered with NSIC (National Small Industries corporation) having valid registration certificate are exempted from payment of EMD if any( Government of India, Ministry of Industry order dated 30th July, 1993)
TERMS & CONDITIONS
1. List of areas to be cleared is attached ( Annexure-I). All the pages must be signed and stamped by the authorized signatory.. Unsigned quotations are liable to be rejected. The tenders will be evaluated on the basis of lowest offer. Vendors may visit the site to understand the quantum of work before filing their tender.
2. EMD of Rs.______/- (______only) must be paid by DD/PO or by cash payment to the cashier of the Institute. The EMD of unsuccessful bidders will be refunded within 30 days from the award of contract to the successful bidder..
3. The EMD of the successful bidders may be converted into security deposit, which will be retained by the institute till the period of contract and will be refunded subject to satisfactory completion of the contract period.
4. Bidders must quote their rates in Annexure-II. No figures or words should be overwritten. Figures or words should be scored out and re-written under full signature of the authorized signatory.
5. As soon as the acceptance of tender is communicated to the successful tenderer, the contract shall be final and binding on him to start the wok immediately so as to complete it in time. The task of cleaning of the campus should be completed before 31st May 2016. All the unwanted material/ debris etc. shall be taken out of the ACTREC campus by the contractor at his cost with due gate pass approved by the competent authority.
6. The contractor will be required to bring all tools, material and labours required for proper completion of the work at ACTRC.
7. In case the performance of the contractor is not satisfactory and the work is not completed before the date mentioned i.e. 31st May 2016 the EMD submitted by the contractor can be forfeited.
8. The payment shall be made within 30 days from the date of submission of bills complete in all respects. The bidder should have at least one/ two years experience in the road cleaning services business with minimum annual turn over of Rs. 1 lakh for the last three years i.e 2013-14 and 2014-15 and 2015-16.
9. The copy of the latest Income Tax returns with PAN Number registration with Sales Tax Department and a copy of a Company / Agency valid Registration Certificate, duly signed and stamped by the authorized person of the company must be enclosed with the offer. Experienced bidder should attach certificate of their past experience in support of their capability in the field of dealing with the services.
10. All the terms and conditions mentioned herein are mandatory and tenderers responding to this enquiry shall be deemed to be agreeable to all terms and conditions and shall be binding on the part of the successful tenderer. Conditional Tenders are liable to be rejected.
11. Mere requisitions of quotation for tender will not automatically mean that the applicant is qualified and fulfillment of requirement will be checked with the documents enclosed with the tender.
12. The Centre shall not pay any compensation in respect of any injury or death caused to the workers of the contractors. It will be the sole responsibility of the contractor under the applicable law / rules.
13. Senior Administrative Officer, ACTREC reserves the right to accept or reject any/ all tender (s) without assigning any reason. In the event of dispute of any kind, the decision of the Senior Administrative Officer, ACTREC will be final.
14. The contractor shall report to Sanitary Supervisor ACTREC for instructions during the course of work.
I have read and noted the above terms and conditions and quoted the charges of each of the service keeping the said terms and conditions in mind and I will not ask for any relaxation in any case for settlement of the service charges for the services as may be rendered by the tenderer.
