for Application Procedure for Radio Frequencies license
This instruction describes the procedure for application for permit (license) to use radio transmitting equipment (hereafter RED) during 2018 FIFA World Cup™ Preliminary Draw (hereafter P-Draw). The instruction applies to all kinds of radio transmitting devices requiring licensed frequencies (two-way communication, wireless TV cameras, wireless microphones, etc.). REDs that do not require a license are listed in the Appendix.
Any organization participating in the P-Draw nominates a representative responsible for application for license to use radio frequencies during the P-Draw and informs 2018 FIFA World Cup Russia™ Local Organizing Committee (hereafter LOC) directly or via FIFA.
Application Procedure for Radio Frequencies license:
Step 1. The user of RED downloads Russia 2018 Spectrum Application file at the below link:
By filling in all the fields the user completes the Radio Frequency Application form and sends it to . Guidelines how to fill the form are provided in the separate tab of the Application.
Step 2. Upon confirmation of the Applicant’s status as a P-Draw participant and check of the data provided in the Application form the radio frequency assignment request is created by LOC and forwarded to the Regulator for issuance of the License.
Step 3. The user of RED receives a message regarding the radio frequency application status from LOC to the e-mail address provided.
Step 4. Upon receipt of the license the user of RED should carefully study the terms of use of the radio frequencies specified in the License and reprogram his RED to the assigned frequency bands prior to his arrival at the P-Draw.
Step 5. Before starting to use the RED the user is expected to undergo RED testing and marking procedure so as to confirm its compliance with the parameters specified in the License. Such procedure will be held in a specially equipped room – Spectrum Office (SOF). Please refer to the Appendix 2 for more details on SOF location and working hours. This information is subject to change. Due to this please double check the final information on SOF operation when obtaining the accreditation card.
Please note! Radio frequency resources are limited. Thus, the user of RED who submits the radio frequency application in time has more chances to be granted a license for requested frequency bands and radio frequency channels. The processing time of radio frequency assignment by Regulator is not less than 20 working days.
Deadline for submission of radio frequency applications is 25.06.2015. Applications submitted after this deadline will be processed but the RF frequency assignment and license issue is not guaranteed.
Radio Frequency license is provided free of charge.
Registration of RED is not required if radio frequency license is already issued!
Operation of RED on the territory of the P-Draw sites without radio frequency license is
prohibited!
Appendix 1

without obtaining authorization on radio frequencies usage
1. Customer device (USB modems) of wireless access radio technologies GSM, IMT-MC, UMTS, Wi-Fi, WiMax, LTE which includes built-in devices or being a part of other devices.
2. GSM, IMT-MC, UMTS standards customer cellular phones which includes built-in devices or being a part of other devices.
3. "INMARSAT", "Globalstar", "Turaya", "Iridium" customer terrestrial stations of moveable satellite communication.
4. Distant cars control guard radio signaling devices.
5. Radio-electronic Bluetooth technology devices which includes built-in devices or being a part of other devices.
6. Radio-electronic detection and natural disasters victims rescue devices.
7. GPS/GLONASS consumer intake navigation satellite systems devices which includes built-in devices or being a part of other devices.
8. Medical implants and other medical devices, which are implantable in a human body.
9. Acoustical radio simulator for hearing-impaired people.
10. Distant control devices for camera shutters and flashlights.
Appendix 2
to the Instruction for
Radio Frequencies License Application Procedure
SPECTRUM OFFICE INFORMATION
(subject to change – please double check on-site)
Upon arrival on-site the joint Spectrum Management team will carry out technical inspection of the wireless equipment to ensure compliance with the imposed specifications. All the devices will be marked with a conformity label (test and tag).
Test & Tag procedure will be held in a specially equipped room – Spectrum Office (SOF). Please note that Radio Frequency Devices must be programmed by your own before you will come to Spectrum Office in Russia.
SOF working hours: from 09:00 to 18:00 within the period July 20-25, 2015.
SOF is located in the room indicated on the below drawing under number 6 in the IT Compound next to Broadcast Compound. Clear signage will be provided on-site.
