I want to inform you that we have had to change the dates of conference.

New dates have been confirmed by our venues events co-ordinator as detailed below:

I would like to send an invitation to Branches and Regional Councils to send their delegates and also our union’s National Officers to attend our Engineering grades conference.

Next year’s conference will be held at Norton park conference centre in Edinburgh on Thursday the 23rd and Friday the 24th of April 2015.

Could branches and regional councils note the deadline for the conference secretary to receive resolutions will be the 14th of February 2015

All resolutions should have the Branch/Regional Council stamp on them and be signed be there secretary.

All other matters and enquiries for the agenda in regard to this conference and nominations for future conference venues should be forwarded to me.

Notes for Conference

Proposed Resolutions

Resolutions must be stamped and signed and the conference Secretary must receive them on or before the 14th of February 2015.

Then any amendments must be stamped and signed to be received by the secretary no later than the 31st of March 2015.

Note: Resolutions received after the cut of date stated in our conference constitution paragraph 8 will not be allowed to go to conference and emergency resolutions are based on recent events after the cut of date.

Regarding some wording in the resolutions and bearing in mind as a grades conference we are consultative and cannot instruct nor make demands to the GGC or the EC.

We must ask the GGC what we want them to do and we have to use phrases like requests, seeks, calls upon & urgently calls on the GGC/EC to raise issues etc.

The two resolutions to be agreed and signed by the President and Secretary of the Grades Conference and be submitted to the 2015 AGM with the branches who are moving them to be named for sending them on to head office.

They must reach the Head Office on or before the first Thursday in May.

Additional Notes

Can confirmation and invitations from branches and regional councils to hold all future Conferences be sent to the Conference Secretary?

I had received confirmation from Edinburgh and Portobello District Branch to hold our 2015 Engineering Grades Conference.

Delegates at conference should inform conference of the venue and dates for holding all future engineering conferences and also confirm in writing to the conference secretary.

They are usually based upon between 60 & 80 persons approximately attending our Engineering conferences. Invitations go to the branches/regional councils and they nominate delegates to represent them when attending the conference.

Elected delegates are then named on a Delegate slip with the branch/regional council secretary details along with the branch stamp and then sent onto the conference secretary.

Note: Regarding the cost of holding our grades conference the conference president wants to remind branches/regional councils those invitations from them to host the conference must bear the majority of the cost towards the venue &food &some social elements.

If the host branch/regional council approach conference for a payment towards costs then they must present an invoice with a rundown of costs at least a month before the conference and conference EC will come to an agreement regarding payment.

There is nothing stopping a branch from appealing to other branches or regional councils for donations towards the holding of a grades conference providing they abide by the rule book and set up the correct financial checks and balances that are accountable for those finances.

Delegate’s Expenses

Delegate’s expenses can be funded from the Branch/Regional management funds and it is their responsibilities for helping delegates financially and it is there branches who decide how much there delegate’s gets paid.

Delegates allowance for attending conference is £35 per delegate up to a maximum of seven delegates i.e. £245 per branch, for payments into branch accounts they must apply to Head Office. Delegates give the F/C 6 form to their branch secretaries

The FC/6 Form must be filled in and handed to the conference secretary for signing along with your delegate credentials slips.

Delegate’s Credential Slips

Delegates should turn up with their credentials slips stamped and must be filled in for each day they are attending conference and handed to the conference secretary for keepinga record off how many are attending conference each year.

Speakers

Regarding speakers at conference it is customary the host branch invites their own guest speakers but our conference president insists that agreement is to be made with him first.

Then arrangements can be made to allocate time slots for all the speakers depending on how much business of conference there is to get through.

NATIONAL CONFERENCE OF ENGINEERING GRADES

CONSTITUTION

1)The conference will be called the National Conference of Engineering Grades.

2)The objects will be to secure and promote an efficient organisation within the ‘National Union of Rail Maritime and Transport Workers’ of all engineering grades embraced within the Transport undertaking.

3)The National Conference shall be held annually. The place of each succeeding Annual Conference shall be decided at each Annual Conference in accordance with ‘Rule 12, Clause 9’.

4) Affiliation fees will be paid direct by Head Office.

5) Each Annual Conference shall appoint its own officers and Executive committee for the following year. These will be as follows:-

a.President, Vice President, Secretary and Assistant Secretary

b. Two delegates from each of the following Groups of Grades:

London Transport

Permanent Way

S&T

Workshops

c.One delegate from each of the following Groups of Grades:

O.H.L

Tyne & Wear Metro

The above to be elected by Conference on final day of Conference.

6) The liaison Committee to consist of President, Secretary and Vice President and three others selected from and by the Executive Committee members, from as broad a spectrum as possible, in areas not already covered.

7) Two Auditors shall be elected at each Conference and an audited balance sheet shall be presented annually.

8) All resolutions to reach the Secretary by 14th February. All items must have the Branch/Regional Council stamp on them and be signed by the Secretary. The agenda is to be issued from Head Office by no later than the 1st March. Amendments must be signed by the Branch Secretary/Regional Council and bear the appropriate stamp. All amendments to reach the Conference Secretary by no later than 31st March. The final agenda is to be issued as soon as practicable thereafter.

9) Conference shall open an account with the Union’s bankers in the name of the Conference. Conference cheques to be signed by the Conference President and Secretary.

NATIONAL CONFERENCE OF ENGINEERING GRADES

STANDING ORDERS

1.That the Conference President, Vice President, Secretary, Assistant Secretary and Executive Committee shall meet on the eve of the conference in order to discuss conference business, including Amendments and Emergency Resolutions.

2.Delegates will assemble between 09.30 and 17.00 on the first day of Conference and 9.30 to the finish of business on the second day.

3.Delegates must have their credentials available for inspection at all times.

4.Two tellers must be appointed to ensure an accurate count of all delegate votes on conference items.

5.A motion submitted by an affiliated Branch without a delegate at conference, stands moved.

6.No Branch is permitted to second as well as move the same resolution. A resolution in the name of a Branch without a delegate shall “stand moved”.

7.The ruling of the chair must be strictly obeyed and may only be challenged by a proposition ‘That the chair leave the chair’.

8.The Chair shall have the casting vote.

9.A majority of two thirds of the Representatives may suspend or exclude from the conference a Representative whose behaviour is insubordinate or who conducts him/her improperly.

10.A Standing Orders Committee will be elected from the floor of the conference and shall comprise of five delegates with the Conference Executive Representative being the Vice President.

11.In accordance with the provisions of Rule 12, Clause 6, two resolutions may be submitted to the Annual General Meeting each year.
