Minutes of Meeting of Elham Parish Council held at Elham Village Hall

on 1 June 2009

PRESENT: Councillor Clements (in the Chair), Councillors Boughton, Buss, Johnson, Palmer, Percival, Miss Williamson, Councillor Susan Carey and Gary Harrison. Apologies for absence were received from Councillors Rutland, White, Susan Carey and Pam Carr

12. DECLARATION OF INTEREST

There were no Declarations of Interest.

13.MINUTES

The Minutes of the proceedings of the Council of 11 May 2009, which had been circulated, were approved.

14.MATTERS ARISING

With regard to Item 10 – Councillor Buss would be contacting Shepway regarding the bin at the top of CherryGarden. In the meantime he would be emptying this himself.

15.FINANCE – The following accounts were approved for payment:

KentCounty Playing Fields Association Subscription£ 20.00

Clerk’s Salary 1st April – 30th June 2009£1230.84

Clerk’s Petrol to 31 May 2009 – 77 miles @ 58.7 per mile£ 45.00

16.PLANNING

The following planning application was discussed and no objections made:

Y09/0460/SH – HALF PENNY, HIGH STREET, ELHAM

30% Crown Reduction to one Box Elder, 25% Crown Reduction and Crown Lift to one Hornbeam and 25% Crown Reduction and Crown Thin to one Apple Tree, all situated within a Conservation Area.

17.TO ELECT APPOINTMENTS TO COMMITTEES FOR 2009/10

The Chairman proposed that we abandon the idea of having a Grounds and Planning Sub-committee. He felt that although the Grounds Sub-Committee usually do good works throughout the village, we do not want to limit this as everybody is welcome to help. It was proposed by Councillor Percival, seconded by Councillor Palmer and unanimously agreed that these two sub-committees should be disbanded.

18.TO ELECT REPRESENTATIVES FROM OUTSIDE BODIES

The following appointments were made for the year 2009/10

(1) Kent Association of Local Councils – Councillors Clements and Palmer

(3) Elham & Acryse Samaritan Trust – Councillor Boughton

(7) Flood Warden – Councillor Buss

(8) Footpaths Officer – Councillor Buss

(9) Friends of St. Mary’s – Councillor Boughton

(10) Elham Farmers’ Market – Councillor Miss Williamson

19.ELHAM WAR MEMORIAL

20.PLAY FOR ELHAM

Councillor Miss Williamson said they were hoping to hold an Elham Play Day on July 11th. This would be in the form of a fete and they had contacted local businesses to see if they would like to get

involved. It was hoped to hold this on the Playing Field, but a reasonably priced Public Liability Insurance was proving difficult to find. They were still trying to find other possible venues.

21.KALC – POWER OF WELL-BEING TRAINING

This had been arranged to take place on Tuesday 30th June at Wingham Village Hall at a cost of £20 per head. Those attending would receive a certificate and it was hoped that 80% of Councillors would be trained in its use.

22.CORRESPONDENCE

The following correspondence was read to the meeting:

Equality & Human Rights Commission – Public Sector Duties

Kent Air Ambulance Trust – Textile Bank Campaign – Councillor Clements to mention at

EVHA Committee Meeting and Councillor Johnson at The Surgery to try and establish a spot

to place a Textile Bank

Kent Downs AONB Unit – Village Signing – it was pointed out that we have just had new signs

Age Concern Lyminge – thanking the PC for their donation.

23.ANY OTHER BUSINESS

Councillor Johnson said he was worried about the parking in the village, particularly in The Row at night, when emergency vehicles could find it a problem.

Councillor Boughton expressed his concern about the village shop, fearing they are not doing enough business to justify their existence. He said we have all got to do more shopping there and also encourage others to do so.

Councillor Palmer said he was meeting the family of the late Tom and Rose Hickey to try to organise a seat in the Cemetery.

There being no other business, the meeting closed at 8.20 pm.
