A Regular Session of the Board of Aldermen of the City of Shrewsbury, Missouri was held at 6:30 p.m. this 11hday ofJuly 2017 in the Aldermanic Chambers of City Hall for the transaction of such business that may come before the Board.

Roll Call
Mayor Buckley opened the meeting and City Clerk Kathy Marlock commenced with the roll call. Alderwoman Chris Gorman was absent. All other Board members were present.
Approval of Minutes
Mayor Buckley introduced the minutes from the June 13, 2017 Regular Session. Alderman Travaglini made the motion for approval. Alderman Kauffmann seconded the motion. They were approved unanimously.
Mayor Buckley introduced the minutes from the June 13, 2017 CDBG Public Hearing. Alderman Scherer made the motion for approval. Alderman Kopff seconded the motion. They were approved unanimously.
Mayor Buckley introduced the minutes from the June 13, 2017 Work Session. Alderman Scherer made the motion for approval. Alderman Kopff seconded the motion. They were approved unanimously.
Bills
Mayor Buckley introduced the bills submitted for payment, totaling $587,076.24, quickly reviewed each, and asked if there was any discussion. There being no discussion, Alderman Travaglini made a motion to approve the bills submitted for payment. Alderman Scherer seconded the motion and it was unanimously approved.
Hear Citizens
Bill James, 7500 Kirky Court, Kenrick Parke Condominium Association. Discussed the construction on Kenrick Manor Drive. He expressed his concerns about the road traffic, construction, road signals and driver confusion near Kenrick Manor. He clarified that the South Side of Kenrick Manor Drive is extremely challenging.
Director Greever clarified that there will not be much more infrastructure work and the work should conclude by July 21, 2017. The Mayor noted she understands the challenge and apologized to the resident. Alderman Travaglini also expressed his familiarity with the issue and that the construction should soon be completed. Mr. James thanked the board for their time and attention.
Director Wagner also commented and said that there is no other way to direct traffic in the Kenrick Manor area given the private property arrangement of lots. He said that he wants safety, first, and a little more patience and the work will be completed.
Dr. Amizi, #20 St. Charles Place. Dr. Amizi expressed his gratitude to Alderman Travaglini, Mayor Buckley, and the Board for responding to his phone calls and to Alderman Travaglini for visiting him at his home. He clarified that he now better understands the chip-sealing road improvement process. And, he better understands the road improvement timeline.
Badge Pinning Ceremony – Mr. Daniel Maschmeier, Firefighter/Paramedic
Chief Amenn introduced the history of the Badge-Pinning Ceremony for the Fire Department. Historically, a family member accompanies the new firefighter and pins the badge on the member of the family joining the unit. City Clerk Kathy Marlock administered the Firefighter Oath of Office. The Mayor welcomed Daniel and his family.
Wehner Park Playground Project – General Contractor Bid Results Presentation & Contractor Services
Director Chris Buck introduced the RFP process for the installation of new playground equipment in Wehner Park. Three bids were obtained: Landesign at $299,788, SBC Contracting at $329,000 and Spencer Contracting at $254,384.
Director Buck recommended that the Board accept the bid from Spencer Contracting as the lowest and best bid for the work.
Ordinances
(Bill No. 2902) Second Reading and Consideration for Passage- Industrial Landscaping
Mayor Buckley introduced Bill No. 2902. Alderman Travaglini made the motion for a second reading and Alderman Scherer seconded. The second reading was unanimously approved.
City Attorney Mike Daming conducted the second reading. “An ordinance amending section 405.090 relating to minimum landscape standard; providing for the current maintenance of this code; providing for the repeal of all conflicting ordinances; and providing for the effective date of this ordinance.”
Alderman Travaglini made a motion for passage. Alderman Kopff seconded. The City Clerk commenced with roll call vote. Alderman Kauffmann “aye,” Alderman Travaglini, “aye,” Alderman Scherer, “aye,” Alderman Kopff, “aye,” Alderman Steingruby, “aye.”
There being a majority of votes in favor, Mayor Buckley declared the motion passed and that Bill No. 2892 was adopted as Ordinance No. 2889.
(Bill No. 2903) Second Reading and Consideration for Passage – Criminal Offenses Code
The Mayor introduced Bill No. 2903 updating the Criminal Offenses Code. Alderman Travaglini made a motion for the conduct of the second reading. Alderman Scherer seconded the motion. The second reading was unanimously approved.
City Attorney Mike Daming conducted the second reading. “An ordinance amending Chapter 210 relating to Criminal Offenses; providing for the current maintenance of this code; providing for the repeal of all conflicting ordinances; and providing for the effective date of this ordinance.”
Alderman Travaglini made a motion for passage. Alderman Scherer seconded. The City Clerk commenced with roll call vote. Alderman Kauffmann “aye,” Alderman Travaglini, “aye,” Alderman Scherer, “aye,” Alderman Kopff, “aye,” Alderman Steingruby, “aye.”
There being a majority of votes in favor, Mayor Buckley declared the motion passed and that Bill No. 2903 was adopted as Ordinance No. 2890.
(Bill No. 2904) First Reading, Second Reading and Consideration for Passage – Spencer Contracting
The Mayor introduced Bill No. 2904 for Spencer Contracting. Given the immediate timeline, the Mayor entertained a motion for a first and second reading as well as consideration for passage. Alderman Kauffmann made a motion for the first reading; this was seconded by Alderman Scherer.
City Attorney Mike Daming conducted the first reading by title only. “An ordinance authorizing the Mayor to enter into an agreement with Spencer Contracting for the provision of general contracting services in connection with the Wehner Park Playground Improvement project.”
The Mayor entertained a motion for the second reading by title only. Alderman Kauffmann made a motion for the first reading; this was seconded by Alderman Scherer.

Department Head Mayor’s Reports
Each of the department heads approached the board and gave a brief overview of some of the items that they were working on in their various departments.
Director Wagner, Public Works, gave an update on grass cutting and roadwork including the Shrewsbury and Weil areas. He also noted that cabling has started on the public safety building.
Director Buck, Parks and Recreation, noted that the Wehner Park Playground Project will begin soon and conclude in October or November. He clarified that due to an incident of a child’s infection, as reported by the St. Louis County Health Department, his team tested the pool at the Aquatic Center for Cryptosporidium and none was detected. This was an important health and safety precaution.
The Parks Department also thanked Walmart for their donation of many trees and plants for the city parks.
And, Director Buck noted that Summer activities are continuing to enjoy high attendance numbers due to the good weather.
Director Greever gave a brief overview of the wireless hub project, the STP project, as well as his upcoming Chairmanship of ECDC which is effective August, 2017 and which represents a consortium of municipalities. The Comp Plan is also continuing to be developed by he and the Mayor.
Chief Amenn had to leave the meeting due to an emergency.
Chief Keller and Director Oettle were out on vacation days.
Mayor’s Report
Mayor Buckley provided a quick update to the board inviting volunteers for the Historical Society as well as the Gardening Club.
Old Business
One reminder was shared that the Fall Festival is October 7, 2017 rather than in September as in years past.

Closed Session
Alderman Travaglini made a motion to enter into a closed session pursuant to RSMo 610.021 (1, 9). Alderman Kauffmann seconded the motion and upon roll call, the following vote was recorded: Alderman Kauffmann, “aye,” Alderman Travaglini, “aye,”Alderman Scherer, “aye” Alderman Kopff, “aye” and Alderman Steingruby, “aye”.
Adjournment
The Mayor confirmed with the unanimous vote for the closed session the meeting was now adjourned to the closed session.
