Vice President
Pacific Harbor Line, Inc. provides rail transportation, maintenance and dispatching services to the Ports of Long Beach and Los Angeles, which together form the largest container port in the United States. In addition to switching over 40,000 units of carload freight annually, PHL provides rail switching services for numerous on-dock intermodal terminals and provides dispatching services for about 140 intermodal or unit trains per day. PHL connects with BNSF and UP.
The railroad’s Vice President is responsible for operations administration, organizing, planning, directing, and controlling all operations processes including transportation, maintenance of way, and mechanical functions. The position is also responsible for significant contributions to the formulation, development, implementation, and administration of railroad policies and business goals. The VP directly supervises the railroad’s department managers.
ESSENTIAL FUNCTIONS AND BASIC DUTIES
o Develops and implements Operations plans, policies, and goals that further strategic objectives.
o Ensures that Operations services are delivered in accordance with established standards, policies, and procedures.
o Ensures that applicable General Code of Operations Rules, FRA laws and regulations are strictly adhered to.
o Evaluates the Department’s effectiveness through analyses of Department activity, on-site inspections, and other measurable criteria.
o Works with marketing to develop and coordinate operational plans to meet new and changing customer service requirements.
o Ensures that all safety programs and measures are properly maintained, including the integrity of records, and reporting and training is completed. Performs duties as the Railroad’s Chief Safety Officer.
o Creates and implements operational policies and procedures. Manages and monitors budgets. Manages and oversees expenses.
o Attends and participates in customer meetings and port committees as required.
o Provides leadership to transportation Operations personnel through effective objective setting, delegation, and communication. Conducts staff meetings as required. Directs, schedules, and coordinates Department functions.
o Ensures that personnel are well trained, effective, and optimally used. Instructs personnel regularly regarding policy, procedure, and program changes.
o Conducts performance appraisals as required. Mentors all direct reports to achieve greater leadership roles.
o Ensures that staffing levels are appropriate and that human resources are effectively utilized. Conducts interviews and assists with hiring personnel as needed.
o Reviews and ensures the maintenance and accuracy of position job descriptions and salary structures.
o Ensures that the Railroad’s professional reputation is maintained throughout the organization and the community.
o Monitors transportation service delivery and ensures excellence in service levels.
o Maintains relationships with other railroad officials with all connecting railroads.
o Assumes responsibility for related duties as required or assigned.
QUALIFICATIONS
Education/Certification: 4-year College degree in business or related field, or equivalent railroad industry management experience.
Required Knowledge: Knowledge of transportation, purchasing, facilities management, records, security, and safety procedures and programs. Understanding of related legal and FRA regulatory requirements. Knowledge of Railroad services including customer driven solutions.
REQUIRED Experience: At least 10 years’ prior experience in a senior management role at a Class I and/or Short Line Railroad (superintendent, general manager, VP, etc.). Prior extensive freight railroad operations and management experience in transportation and engineering. Extensive experience and understanding of operating and safety rules, including GCOR operating rules.
