Organisational Overview
VACCHO is Victoria’s peak representative Aboriginal health body and champions community control and health equality for Aboriginal communities. We are a centre of expertise, policy advice, training, innovation and leadership in Aboriginal health. VACCHO advocates for the health equality and optimum health of all Aboriginal people in Victoria.
VACCHO was established in 1996 and represents 27 Members. VACCHO is accountable to the Aboriginal community through our Membership. The majority of ACCHOs are multi-functional services with health as a key component of their role, although some solely specialise in health service delivery. By joining together under VACCHO’s umbrella, ACCHOs gain strength, share knowledge and speak with a united voice.
VACCHO builds upon the capacity of Members and advocates on their behalf to ensure the sustainability of Aboriginal community controlled health services. Membership capacity is built through strengthening support networks and partnerships, increasing professional development opportunities and developing leadership capability and good governance. Advocacy is carried out at state and national levels within the public, private and community sectors, on all issues relating to Aboriginal health, with the aim of improving services to Aboriginal people and achieving health equality.

Unit Overview
The VACCHO Education and Training Unit plays a key role in achieving the short and long-term goals of the VACCHO membership and the development of a highly skilled Aboriginal Health Workforce and Aboriginal Community Controlled Health sector in Victoria.
The ETU specialises in training programs for the expanding Aboriginal Health Workforce and has specialist expertise in Aboriginal and or Torres Strait Islander Primary Health Care.
We also carry out other projects related to training and development for the benefit of the Aboriginal communities of Victoria and interstate.
VACCHO’s Education & Training Unit is a Registered Training Organisation.
Role Overview
The major focus of this position is the coordination and delivery of Aboriginal Health Worker qualifications from AQF level III to V with an emphasis on the Practice stream. The role is required to provide clinical and educational leadership, as well as giving direction and support to other clinical trainers and educators. Other activities may include coordination and delivery of other programs and or other training related projects within the Education and Training Unit.
Key Responsibilities
- Coordinating, facilitating and contributing to the development and delivery of accredited training programs in Aboriginal and or Torres Strait Islander Primary health care or other qualifications from AQF level III to V levels as required. This will include:
- Designing, developing , and implementing training and assessment strategies to suit the needs of students and employers ensuring:
–currency and version control of all learning and assessment resources; and identification of suitable texts to support learning and clinical practice;
–purchase and availability of consumables; and
–appropriate standard of training facilities.
- Coordinating and delivering training workshops, incorporating simulated learning, on and off-the-job assessments and appropriate on-the-job activities
- Coordinating all aspects of training delivery including resources, equipment, facilities and appropriate staffing (eg other facilitators, subject matter experts and guest speakers)
- Coordinating, participating in, and recording evaluation, validation and moderation sessions and other quality activities (internal audits) in line with funding and National VET Regulator Act (NVR) requirements
- Ensuring student enrolments, workplace visits and Traineeship sign ups are conducted in line with ETU policies and procedures, NVR and funding requirements
- Liaison with, and reporting to workplace supervisors and employers as required including student attendance, participation and progress
- Identifying and arranging for tutorial support to meet language, literacy and numeracy needs and clinical placements/job rotation where required
- Liaison and collaboration with Student Administration Officers to ensure accommodation, travel and catering arrangements are organised
- Organise and supervise student field visits, excursions to special events in line with VACCHO Policies, Procedures and OHS
- Compliance with NVR and funding body requirements in the administration and delivery of training and assessment services.
- Assist with the professional development of other trainers and facilitators through collaboration, team teaching and establishment of team assessment processes.Provide mentoring and support for lesser experienced trainers.
- Work as part of a broader educational team that may include health workers and health professionals, with the goal of ensuring successful outcomes for students.
- Incorporating members of course advisory groups into the validation and moderation processes
- Willingness to undertake professional development activities as required.
- Work within the team as an effective team member, providing assistance and support to the Unit as required to meet Unit Objectives.
- Carry out other duties and participate in other initiatives and projects appropriate to the level of the position and competence of the incumbent as required by the Unit Director.
- Meet requirements for student and general administration tasks including record keeping associated with the coordination, development and delivery of training programs:
- Monitoring, reviewing and updating training plans
- Posting results and conducting other student administration in line with VACCHO ETU policies and procedures and funding and registration body requirements.
- Draft or contribute to various reports as required.
- Actively participate in VACCHO and Education and Training Unit, staff and other meetings

Key Selection Criteria
Essential Skills/Experience/Qualifications
- Demonstrated understanding and commitment to Victorian Aboriginal health, Aboriginal culture, and the philosophy and practice of Aboriginal Community Control
- Demonstrated ability to work or learn to work with Aboriginal organisations, communities and individuals in culturally appropriate ways as well as mainstream health organisations.
- Knowledge and understanding of, or the ability to, acquire knowledge of the issues affecting the health of Aboriginal Australians.
- Knowledge and experience of the Vocational Education and Training system, theAustralian Skills and Qualifications Authority standards, and the Australian Qualifications Framework.
- Experience as a clinical trainer/ educator and in the co-ordination and facilitation of high quality learning and skills development programs that meet participant and organisational needs.
- An ability to work independently and as an effective team member, promoting cooperation and commitment to achieve goals and deliverables, displaying consideration and respect for team members.
- Demonstrated ability to provide professional development and mentoring to other trainers.
- High level written communication and conceptual skills and ability for developing learning and assessment resources (paper-based/online), processes, reports and correspondence.

Qualifications and Experience
- Minimum of Certificate IV in Training and Assessment (or equivalent)
or willingness to undertake training to this qualification - Qualifications in health, or primary health care to a minimum of AQF level V
- Clinical experience or practice in mainstream, acute, primary or community health settings
Other Position Related Information
- Travel within Victoria will be required for training in communities.
- A current Victorian Drivers Licence is required.
- All employees are required to have a National Police Check for employment.
