Overview

This full-day workshop has been developed by the Ministry of Government Relations’ Community Planning branch (CPB) and Building Standards and Licensing branch(BSL) to build capacity for community and regional planning, and building standards administration. The workshop will consist of presentations, exercises, networking and knowledge sharing.

Community Planning

Community and regional planning are effective means of addressing economic growth opportunities and challenges. To ensure provincial interests in community and regional planning are achieved, the CPB provides subdivision review and approval services for 767 of the 777municipalities in the province. The CPB also oversees:

  • Review and approval ofplanning bylaw amendments and annexation
  • Provincial planning legislation and regulations
  • Policy research and analysis
  • Relationship-building with stakeholders
  • Programming and trainingfor stakeholders

Building Standards and Licensing

A primary purpose of the BSL is to promote the construction of safe, healthy, habitable buildings through the effective application of codes and standards. The BSL achieves this purpose by helping communities understand the provisions of The National Building Code of Canada 2015 (NBC) and

The Uniform Building and Accessibility Standards Act(UBAS Act). The NBC is adopted into law in Saskatchewan by regulation under the UBAS Act, which is the minimum standard for building and accessibility and applies to buildings designed, constructed, erected, placed, altered, repaired, renovated, demolished, relocated, removed, used or occupied.

Administration of the NBC is a shared responsibility under authority of the UBAS Act as follows:

  • Building owners are obligated to comply with the requirements of the UBAS Act, regulations and the NBC
  • Local authorities (municipalities) are responsible to administer and enforce the UBAS Act, regulations and the NBC
  • Building officials, licensed under provision of the UBAS Act are appointed by municipalities to issue permits, inspect construction and enforce the NBC
  • Government through BSL provides support to owners, industry, municipalities, Building Officials and represents Saskatchewan in the national code development process
  • Design professionals (architects and engineers) work for the building owner
