Attachment 6 - Project Monitoring
West Basin has developed three components to assist with the monitoring of the Program. West Basin will compile data from the three components and track the Program activity and device savings. West Basin will ensure that the monitoring of the Project meets and exceeds the reporting requirements in ARB’s Funding Guidelines, Appendix 3.A, Table 3.A-9.
Monitoring Metrics
West Basin will monitor water savings, energy savings, number of commercial devices rebated, and greenhouse gas (GHG) emissions to assess progress in meeting the numeric targets shown in the table below, and using the below listed measurement tools. All data will be reported by zip code, census tract, assembly district, and senate district.

Monitoring Reports
The project monitoring reports will show the number of surveys conducted, the number of installations scheduled and completed by the West Basin direct-install vendor, and the type and number of rebates that they helped submit. They will also provide an estimate of the water savings, energy savings and GHG reductions, per the monitoring metrics listed above.
The post-project monitoring and database sent to DWR will include all the project activities, device installations, rebate activity, and estimates of water andenergy savings for the month and the cumulative tally. The on-going cumulative tally will be compared to the monthly goals. This tracking will assist West Basin in managing and monitoring the Project and assist with making any refinements or enhancements in order to meet the goals of the Project.
