Kim’s primary area of interest is financial analysis and modelling, which she applies across a range of fields, including public finance, water services, urban systems and the environment.
PDG project experience
Public finance
Currently part of a team undertaking an assessment for National Treasury on the viability of municipalities in the North West and Gauteng provinces. The assessment considers the financial performance of municipalities given their economic base in order to identify appropriate policy interventions. January 2018 ongoing.
Part of a team that wrote a chapter for the South African Cities’ Network 2018 State of Cities Finance report on the growing funding gap in metropolitan municipalities. July 2017 to February 2018
Developed a grant framework for a grant to support infrastructure development in second tier cities in support of the Integrated Urban Development Framework. January 2017 to January 2018.
Part of a team that conducted research and analysis for National Treasury (through the DBSA) on the use and impact of long term municipal borrowing in two case study metropolitan municipalities, namely the City of Cape Town and eThekwini. February 2017 to December 2017.
Lead a team appointed by the City of Cape Town’s Utility Services Directorate to investigate the financial sustainability of utility services, with a focus on sustainability, efficiency and affordability of services. June 2014 to June 2017.
Part of a team appointed by the Water Research Commission to develop innovative approaches to national allocations and transfers to local government. April 2015 to March 2017.
Led a team appointed by National Treasury through GIZ to assess the adequacy of own revenue sources in the metropolitan municipalities. January 2016 to October 2016.
Led a PDG team that produced a revised MIG Policy Framework. This included stakeholder consultation, municipal case studies, desktop analysis and financial modelling, as well as report and policy drafting. An extension to the original scope of the project included preliminary work on including a performance based incentive component in the MIG and developing proposals for the introduction of a new MIG ‘stream’ for secondary cities. January 2014 to August 2015.
Conducted research and wrote a paper on municipal financial turnarounds for the South African Cities Network. January 2014 to July 2014.
Conducted research and prepared a report on the design of an integrated municipal asset renewal fund and defining options on how to finance such a fund for SALGA. June 2013 to March 2014.
Wrote position papers on infrastructure services as informants to the review of the Growth and Development Strategy for the City of Johannesburg. This included some modelling of capital investment requirements. May 2010 to November 2010.

Financial modelling
Led a team that did analysis on the need for investment in infrastructure in the cities (metropolitan municipalities and so-called B1s) as input to the Urban Investment Partnership Conference. The analysis was conducted by updating and revising existing Municipal Services Financial Models (MSFMs) for the metros and B1s as municipal groups, and for individual metros where these exist. June 2015 to September 2015.
Conducted financial modelling to assess the projected financial performance and position of Breede Valley Local Municipality. The modelling was used in part to assess the capacity of the municipality to borrow. This was part of work done to develop a Long Term Financial Plan for the municipality. June 2014 to January 2015.
Oversaw and contributed to the development of a calculator to be used by Western Cape municipalities to calculate development charges. January 2014 to March 2014.
Developed a model that assessed the capital investment requirements for the water sector as a whole from 2011 to 2031 as input to the Department of Water Affairs’ Water Sector Investment Framework. March 2011 to March 2012.
Developed a model that assesses the impact of expansion on the financial viability of Water Boards for the Water Research Commission. March 2011 to March 2012.

Tariff setting
Lead a team that implemented the previously developed Gauteng tariff model in Lesedi, Merafong, Mogale City and Randwest City Local Municipalities. March 2017 to January 2018.

Led a team that prepared a tariff model for Gauteng COGTA to calculate water, sanitation, electricity and solid waste tariffs for four local municipalities in Gauteng. May 2015 to December 2015.
Drafted a guide to setting basic municipal tariffs for P3, a co-operation between the local government organisations in Sweden, South Africa, Botswana and Namibia. August 2010 to March 2011.

Part of a team that facilitated a Municipal Benchmarking Initiative for water services in South Africa. PDGs primary role on the project involved running Cities Working Groups, groups of officials from nine cities that meet to share best practice and compare performance. April 2011 to June 2016.
Conducted an investigation of the feasibility of unbundling bulk water assets owned by West Coast District Municipality and transferring these over to the LMs. August 2014 to January 2015.
