The incumbent is responsible for directing and supervising development, maintenance, and support for a comprehensive Hazardous Materials (Hazmat) program, to include Chemical, Biological, Radiological, Nuclear, and Explosives. The incumbent will serve as the primary researcher, planner, and analyst to integrate three separate but related programs into one comprehensive program. Integration efforts will be based upon surveys of; statutory responsibilities, customer needs, other duties that support the agency mission, capabilities and gaps identified to merge multiple single focused programs. These programs include Radiological Health and Response, Radiological Transportation and Preventative Radiological Nuclear Detection (PRND), Radiological Emergency Preparedness Program, Hazardous Materials response and training, and the Indiana Emergency Response Commission (IERC) and Local Emergency Planning Committees (LEPC). The incumbent will be required to work to interpret federal, state, and local statues/policies, as they pertain to this project, to support the strategic goals of both the State Fire Marshal’s Office and the Indiana Department of Homeland Security (IDHS) Executive Director.

Incumbent will lead staff comprised of RAD specialists, CBRNE responders and LEPC/IERC support staff which means that the incumbent will need to possess supervisory, management, and leadership ability. Assigned staff will require ongoing guidance and direction through the use of project and performance management.

Responsibilities include but not limited to:

· Direct, supervise, and establish work plan for the development of a state-wide Hazardous Materials Program and capabilities assessment.

· Supervise, review, and submit regular reports, updates, and evaluations to the Assistant Fire Marshal, based upon current and proposed project and integrated initiatives.

· Assist in the development of strategic and operational priorities, within the context of the current project, and assign resources to ensure completion of related tasks and functions.

· Collect information about the desired Hazmat capabilities and responses to the identified hazards, at the resource-holder level, with a statewide perspective.

· Provide the IDHS a comprehensive report from each area investigated, in which all collected, analyzed and synthesized data and information will be included, and serves as a state-wide Hazardous Materials Strategic Plan.

· Direct and manage all support, of project staff, coordinate with other state agencies, in support of Haznat preparedness and response activities.

· Establish performance management and professional development criteria for all project staff.

· Attend national, regional, state, and local meetings, workshops, and training classes to maintain emergency management, leadership, research, planning, response, and general management skills. Some in-state and out-of-state travel will be related to this required professional development and skills-based maintenance activity.

· Serve as project manager for multiple state and federal funding sources in support of the mission of the Hazardous Materials programs.

· Perform such other related duties, as directed. Such duties may include, but are not limited to, participating in other activities of the agency, as the Executive Director, Fire Marshal, or Assistant Fire Marshal may deem necessary. Additional duties and responsibilities should comply or support to preparedness, response and recovery activities.

· Support EOC Operations and/or IMAT deployment when required in support of Hazardous Materials or other disaster events.

Preferred Experience:

Knowledge, skills, and abilities (KSAs) typically required through a Bachelor’s and a Master’s degree program, in a public safety related field, preferably emergency management or criminal justice. Incumbent may substitute some education with ten years of practical experience in public administration, criminal justice, emergency planning/operation, business management, business continuity, disaster recovery, project management, fire science, public safety disciplines, or general business management or supervision

Candidate must have a minimum of 5 years of professional work experience in public safety, and a comprehensive understanding of emergency management best practices, including: NIMS, ICS, NRF, and the Target Capabilities List.

· Candidate must have a sophisticated, functional knowledge and understanding of the four phases of emergency management, the associated steps of disaster, with emphasis on response activities at the local level.

· Have obtained the appropriate National Incident Management System (NIMS) training as required by the US Department of Homeland Security – or – obtain such certification within 18 months of accepting position.

· Candidate must have demonstrated the ability to conduct research, analysis, and effectively synthesize information gathered. Must possess the ability to organize and formulate strategies and operational capabilities in a logical format and communicate that process to others.

· Possess the ability to manage multiple programs and initiatives; and the skills to effectively direct personnel and their programs in order to meet specific project goals and objectives.

· Candidate must possess superior oral and written communication skills; candidate must be an effective copy editor. Incumbent must possess effective public speaking abilities in order to present programs, summaries, ideas, and concepts in front of small or large groups of people.

· Possess executive or management level experience with state government or business fields to effectively organize and direct the professional and personnel development of assigned personnel.

· Broad knowledge and understanding of the varied, complex and often changing and/or conflicting policies, regulations, and incentives related to federal, state, and local government.

· Extensive knowledge of and the ability to use complex and various tools and equipment designed for communication, information collection / sharing, program and personnel management, and other key duties as assigned.

· Ability to make sound decisions and meet tight deadlines.

· Candidate must have the ability to pass a thorough background investigation and obtain, and maintain, a national security clearance at the SECRET level.

NOTE: Long-distance travel will be common, which will require extensive, over-night travel across the entire State of Indiana. Candidate must be willing to travel at least 50% of the time; however, arrangements will be made for lodging, per diem, and fuel reimbursement. Incumbent may also be required to support the activation of the state Emergency Operations Center, or field response operations, depending on the magnitude of the incident.
