GRIDEX Update
Explanation of the drill with Brenda Boline from NERC. It will be cyber or physical attacks or both depending upon participant desire. There are two levels of participation and the level of participation determines what type of input a given entity has in the drill. NERC will provide a generic ILA that can be modified for the use of individual companies. That template will be sent out to all registered GRIDEX participants that are also approved in the SOCCED as CE providers.

Eric Johnson gave synopsis of recent NERC webinar. NERC will leave it up to individual entities as to what positions fall under the auspices of R5. Key is to have a process that documents how the positions were picked that require training. Two ways of accomplishing this goal were given in the webinar: 1) Surveys or questionnaires where people potentially meeting the definition of “Operations Support Personnel” are queried as to how they interface with real-time operations, or 2) Matrix job positions in a given organization against the R-R task list.
A question was asked as to the SOL process. Kelly Blackmer gave the answer that TDSP’s set the ratings on equipment and then ERCOT uses that info to determine SOL’s.
ERCOT Fundamentals Re-write:
Kelly Blackmer will send out a Word version of the manual to facilitate editing. Decision was made to hold regular conference calls or WebEx’s as appropriate on the project. Also, group will set deadlines for various components of the entire process. First conference call is 1000 on 8/12/15. Future dates will be set during that meeting.

Background
In April 2015, the Standards Committee appointed a Standards Authorization Request (SAR) Drafting Team for the purpose of resuming Project 2009-02 Real-time Monitoring and Analysis Capabilities. This project originated in 2009 in response to work done by the NERC Operating Committee's Real-time Tools Best Practices Task Force (RTBPTF). Formal development was paused in 2011. This project aims to address situational awareness issues relevant to real-time monitoring and analysis of the Bulk Electric System (BES).The SAR Drafting Team developed a SAR with proposed scope for standards development, incorporating recommendations from the 2008 RTBPTF Report, the 2011 Southwest Outage Report, FERC directives, and other inputs. The SAR is posted for stakeholder comment until 8 p.m. Eastern, August 17, 2015.
The SAR Drafting Team leadership will discuss the SAR and take questions using webinar chat. Further information is available on the project page.
