07/91 CLERKS REPORT

1). Playing Fields

Scheduled Playing Field Safety Checks - Update

Tony Honey has reported that the play equipment is in working order.

2). Courses/Meetings/Consultation Documents, Advice and Correspondence – Details for

Councillors Information

The Council has received the following details/sent the following correspondence: -

·  A bulletin to Town and Parish Councils, which highlights additional powers that Parish Councils can acquire to issue, fixed penalties for envirocrimes that blight the local area.

·  The County Council has advised that they will continue to fund 50% of the external transport posts provided that district councils fund the other 50%.

·  The Chairman, Councillor Mrs. B. A. Newport has responded to the recent letter from Dr. P. Hawtin, Chairman of Cumnor Parish Council. (The reply has been circulated to Councillors).

·  Correspondence from the V.W.H.D.C. concerning air quality in the Botley area. (Details already circulated to all Councillors)

·  A letter has gone to the V.W.H.D.C. concerning proposed Section 106 Developer’s

Contributions for the Tilbury Lane development.

07/92 COUNCIL MATTERS

1). Budget and Precept Proposals for 2008/2009 and Revised Estimates for 2007/2008

The Clerk and Responsible Finance Officer to report on the Budget and Precept proposals

for 2008/2009 and the Revised Estimate for 2007/2008. (To be delivered)

Councillors are asked to AGREE budget proposals for 2008/2009 and a revised budget for

2007/2008.

2). Air Quality Management in the Botley Area.

The Chairman of the Highways Sub-Committee and the Botley Traffic Advisory Committee,

Councillor G. P. Parkhurst will do a short talk on this subject. Councillors need to DECIDE

a RESPONSE to the V.W.H.D.C.

3). Review of the Start Time for Parish Council Meetings

Councillor P. C. Pheysey-Jones has asked that Council CONSIDER reverting back to a 7.30pm

start time for future Parish Council meetings. A revision to the start time was last reviewed at

the April 2006 Parish Council meeting when it was decided to keep the start time as 8.00pm.

4). Speaker at Next Years Remembrance Day Service

The Chairman of the Remembrance Day Sub-Committee, Councillor E. Batts will address the

meeting. Councillors are asked to INDICATE their preference for the Speaker at the 2008

service.

Councillor Mrs. J. P. Bartlam has suggested either:

Councillor Roger Belson, who is a Cabinet Member for Sustainable Development at the County

Council. He was an officer in the Irish Guards but invalided out as a result of a road accident and

Rod Walker is a local person. Rod is a newly appointed Deputy Lieutenant and ex-Head of

Councillor Mrs. J. P. Bartlam has also suggested the Rev. Colin Fletcher, Bishop of

Dorchester.

Councillor M. R. Harper has suggested Dame Ruth Deech.

She is Baroness Deech of Cumnor as well as being a DBE (Dame) and was Principle of St.

Anne's College, a Governor of the BBC and has been chairperson of numerous committees.

Councillor E. Batts has suggested Jo Boult, an ex-member of the armed forces.

5). Your Vale-Your Future - Issues and Options Report for Future Vale Development

Councillors G. P. Parkhurst, P. C. Stevens and T. Whiting attended the meeting as Parish Council

representatives. They will address the meeting to give their views on the Vale’s Issues and

Options publication, which identifies future challenges and possible options for tackling them.

6). Graffiti Project at the Louie Memorial Field Facilities, Arnolds Way

The Chairman, Councillor Mrs. B. Newport to address the meeting.

7). Parish Council Newsletter 2008

Councillors are asked to AGREE that the 2008 Parish Council Newsletter is printed in the centre

of ‘The Sprout’ magazine, at an estimated cost (including delivery) of £150.00.
