2012 ANNUAL MEMBER’S MEETING – DECEMBER 11, 2012

CHAIRMAN’S REPORT

Since the creation of the organization, RECOSA has 436 registered Members

Your Board has made a significant impact in discussions with City Staff on matters affecting Municipal Retirees.

Several committees have been appointed and will be activating fully in the coming months. The most active of these committees is the Health Benefits Committee chaired by Rebecca Waldman. She will be giving us a more detailed report on that issue in a moment.

ACCOMPLISHMENTS

Even before the creation of the corporate body, the retiree committee (precursor to RECOSA) was instrumental in encouraging the City to communicate with its retirees throughout the year. These discussions lead to the development of the Retiree MattersQuarterly Newsletter which is currently at Volume 10, with another being planned for the late January timeframe.

RECOSA encouraged and was subsequently asked to be a co-presenter of the “Lunch and Learn” program which provides information on wellness specifically geared toward retirees and their partners.

ReCoSA also asked for wellness health fairs to be conducted specifically for the city’s retirees. Two of these were held in 2012 and we hope to see them continue on a semiannual basis.

RECOSA requested and the City agreed to designate a specific individual to serve as an Ombudsman for the retirees to call on any retiree-related issue. Ann Solis’ contact info is: 210-207-0073

RECOSA’S discussions with the City have resulted in requests from Human Resources for us to have a role in future retiree related health contracts.

Human Resources has agreed to inform prospective retirees of our organization and will distribute membership material to them. This agreement extends to providing a roll of persons who have in fact retired to us.

RECOSA’S has obtained the designation from the IRS as a 501 (c) 3 tax exempt organization and of course is an non-profit entity in good standing with the State of Texas.

The City has provided RECOSA access to meeting facilities like the Ron Darner Center at no charge

The City of San Antonio’s Fire and Police Pension Board has provided us with board meeting facilities on a monthly basis at no charge.

RECOSA requested and the City agreed to allow us to post organization news items and inserts (like the notice for this meeting) in the Retiree Matters newsletter which goes out to all retirees. The only exception to this was during this year’s budget process when the organization took an opposing view to some of the items in the proposed budget.

RECOSA website is updated on an as needed basis and a Website committee has envisioned adding links to other retiree related sites. The City and RECOSA have linked to each other’s website. Website development will be paced to future available funding. The actual hosting of the site has been donated by the Generations Credit Union

Our mailing address and voicemail line are donated at no charge until our budget grows.

GOALS

Currently, only those retiree on one of the health plans are sent invitations/notices of “Lunch & Learn” and Health Screenings. RECOSA will strive to have ALL retirees be extended these worthwhile wellness events.

RECOSA will start to dialogue with elected officials at the local and state level regarding our organization, the demographics of our members, and our purpose.

RECOSA’s Communication Committee has just about completed a brochure which we will then distribute to prospective members and others who may request information on RECOSA

RECOSA considers that all municipal retirees (close to 5,000) under TMRS and/or City supported Health Insurance plans are potential members that it wishes to reach out and inform of services and items which may impact their TMRS membership. We do have a goal of increasing our active membership from the 436 that we currently have.

RECOSA will begin an active fundraising campaign among the corporations and individuals who feel that they can support our purpose. We have been fortunate in being able to hold our costs to a minimum but we anticipate that our ability to inform our membership will require funding in the near future.

We will continue positive dialogue with City of San Antonio staff and management
