3.A male age around 45 years, height 5’6”, wheatish complexion, normal built, long face, wearing grey pant and parrot colour pant, found on 22-6-2009.

4. / 198 / 2009 / 392/ 397/ 302/ 34 IPC / Mandawali / Accused / In this case, on 18.05.2009 at about 8.10 A.M., when Sh. V.P. Gupta (owner of Patrol Pump, known as M/s. Komal Sons, situated at I.P. Extn., New Delhi), came to depositing the amount of sale, proceeds of the patrol/diesel etc. in the Bank of India, Plaza Market, I.P. Extn., a crime of robbery was committed by 2/3 unknown bikers. When, the Bank’s guard Rajender Singh Negi, tried to catch one of the robbers, they fired on him with a country made .315 bore pistol. Later on, Sh. R.S. Negi died in the hospital. So, far no clue to identity the robbers has come to notice and criminals are at large. / Rs.50,000/-

As and when any information about the kidnapped/missing as well as accused person(s) involved in the said cases are received the same may be sent to Inspr./Computer Centre (Web Site), SCRB, Kamla Market as well as in C&T Branch, PHQ.

The Commissioner of Police, Delhi reserves the right to decide finally by whom the reward has been earned and in what proportion it will be distributed amongst various claimants, in case more than one claimant comes forward for the same.

The earlier orders (if any) regarding declaration of cash reward in the aforesaid cases are hereby cancelled.

CANCELLATION OF REWARD : This Hdqrs. order No.16032-131/C&T(AC-III)/PHQ, dated 02.06.2009, so far as it relates to the declaration of cash rewards of Rs.5,000/- in D.D. No.23-B, dated 29.03.09 (mentioned at S. No.30) and in case FIR No.91/2009 u/s 363 IPC (mentioned at S. No.31), both of P.S. Aman Vihar, Delhi, is hereby cancelled. as the boy SONU s/o Sh. JOB RACKET BUSTED

Tilak Marg Police busted a racket involving a cheat namely Ashok Kumar Kaushik S/o Lt. Mool Prakash Kaushik R/o 477-C, Chhajjupur, Babarpur, Shahdra, Delhi aged 44 years. The cheat used to dupe people by making fake advertisement in Newspapers for providing jobs in consideration of hefty fee as Registration Charges.

On 24.06.09 the complainant Sh. Sita Ram Thakur S/o Sh. Rasila Ram Thakur R/o Green Cottage Building, Middle Sanghti, Summer Hill, Shimla-5 aged 61 years, a retired Army man, reported Tilak Marg Police, that he has been cheated by a person on 17.06.09 for an amount of Rs. 25,000/- on the pretext of providing a Ex-serviceman job. According to complainant, he saw an advertisement in Amar Ujala Newspaper dt. 14.06.09 wherein it was advertised that vacancies of Supervisor and Manager are available for Ex-servicemen. He contacted the Mobile Phone No.9891799358 mentioned in the Advertisement. The deal was struck over telephone and the accused asked Sita Ram to come to Kashmeri Gate, Delhi alongwith Ex-servicemen Documents and Rs. 25,000/- as security deposit. Sita Ram came to Delhi and contacted the same mobile number to handover the documents and advance amount for security deposit. A middle aged person posing himself as a retired Subedaar from Jat Regiment, met him and took to Bikaner House, India Gate. On reaching India Gate, accused took Rs. 25,000/- from him and went inside Bikaner House on the pretext of contacting the concerned employer. But accused did not turn up and decamped with the cash. On 21.06.09 similar advertisement appeared in the same newspaper but with a different mobile number 9891809205. Mr. Sita Ram Thakur again contacted that number with changed identity. Mr. Sita Ram was again called in Delhi and was asked to meet at Kashmeri Gate. He shared the information with SHO/Tilak Marg and narrated the entire episode.

On receiving information a team headed by
SI. K.L Yadav comprising Ct. Vinod and Ct. Rajkumar under the supervision of SHO/Tilak Marg and overall supervision of ACP/Connaught Place was constituted and a trap was laid alongwith Sh. Sita Ram Thakur. The team zeroed in on the accused at the meeting point at Kashmeri Gate and was caught. A case vide FIR No. 166/09 u/s 420 IPC dt.24.6.09 has been registered against him.

Modus Operandi

During the course of intensive investigation, it was revealed that the accused used to obtain different SIM cards on different names and addresses and used to put them in advertisement. He used to first judge his victims from a distance before meeting them. He used to go ahead and execute his plan after satisfying himself that the client is quite gullible and not a trap. The investigation is on to find out his previous involvements.

A GANG OF EXTORTIONIST ARRESTED

With the arrest of three extortionist namely 1) Vikram @ Babloo s/o Lt Sh Pyarelal r/o D-67 South Extension Part-I, New Delhi 2) Mool Chand s/o Sh Dalip Chand r/o L-104, JJ Colony Wazirpur, Delhi and 3) Mahesh s/o Shankar Lal r/o H-277/278 J J Colony, Wazirpur Delhi, a case of kidnapping for Ransom of PS Ashok Vihar has been worked out.

BRIEF OF THE CASE:

On 14.6,09, Sh. Abhimanyu Bhalla s/o Sh Narender Bhall r/o Flat No. 1204, Sector-12, Neel Sidhi Tower, Navi Mumbai had lodged a complaint in PS Ashok Vihar that one person namely Rajesh Kapoor has made a call to him on 13.6.09 and asked him to come to Delhi. The complainant reached Delhi and he received a call from Rajesh Kapoor, who demanded ransom of Rs one lakh for the release of his mother Smt suman Bhalla. He further stated that the said person Rajesh Kapoor has given his address of Wazirpur in the area of PS Ashok Vihar. On the complaint of Abhimanyu Bhalla a case vide FIR No. 286/09 u/s 364-A IPC was registered in PS Ashok Vihar and investigation was taken up.

INVESTIGATION:

A team comprising of Insp. Bahadur Singh, ATO/Ashok Vihar, SI Satyparkash, SI Rajiv Ranjan, ASI Dev Raj, HC Sudhir, Ct Rampal, Ct. Naresh, Ct. Sohan Lal Tyagi and Ct. Satish Dabas was formed in the leadership of SHO/Ashok Vihar and overall supervision of ACP/Ashok Vihar and ACP/operations. During the course of investigation, on 14.6.09, the complainant was again contacted by the said Rajesh Kapoor and was asked to meet him at Kashmere Gate Metro Station. Accordingly a trap was laid at Kashmere Gate Metro Station. The complainant was briefed and was asked to hand over the ransom money after getting signal from police. At Kashmere Gate Metro Station, one person met the complainant and the complainant handed over the ransom money to that person. Thereafter the said person boarded the metro and came out of Inderlok Metro Station. Meanwhile the police team also followed the person who took ransom money and he was immediately overpowered by the police staff along with the ransom money. The person accompanying the complainant talked to him and took the ransom money from the complainant and was immediately overpowered by the police staff alongwith the ransom money.

During interrogation he disclosed his name as Mool Chand s/o Sh. Dalip Chand r/o L-104, J J Colony Wazirpur, Delhi and stated he was sent by his associate Vikram to collect the ransom money from the complainant. The accused Mool Chand was arrested. Efforts were made to arrest the other accused but they all fled away on receipt of information of arrest of Mool Chand.

On 24.6.09, a secret information was received that the accused Vikram @ Babloo alongwith his associate Mahesh will come at Kanhiya Nagar Metro Station to meet his girl friend. Accordingly a trap was laid at Kanhiya Nagar Metro Station area and the accused Vikram @ Babloo and Mahesh were apprehended. On sustained interrogation the accused Vikram @ Babloo disclosed that he had read about the news of missing of Smt Suman Bhalla from the newspaper and immediately hatched a conspiracy with co-accused Mahesh and Mool Chand to extort money from the family members of the missing lady. Then he contacted the family members of the missing lady on the given numbers and introduced himself as Rajesh Kapoor. He called his son Abhimanyu to Delhi on the pretext that his mother is with him and is very upset. On 14.6.09, accused Vikram @ Babloo send his associate Mool Chand to collect the ransom money from the complainant and he alongwith Mahesh followed him. When Mool Chand was apprehended by Police party, they both fled away. They further disclosed that they have no idea about the missing lady. They hatched up the plan to extort money from her family members.

MODUS-OPERANDI:

The gang has a unique modus-operandi. They first search the ads published in newspapers regarding missing of persons and then contact their family members on the pretext that the missing person is with them and call their family members near their locations to take them so that the family members should not approach police. After keeping watch, they then extort money from the family members.

PROFILE

  1. Vikram Khanna @ Babloo s/o Lt Sh. Pyare Lal r/o D-67, South Extension Part-I, New Delhi.

Accused Vikram @ Babloo is the son of retired Army major who died in the year 1982. His mother also died in the year 1985. His brother Deepak is settled in Dubai. As there is no one to guide him in the family, he came into contact with criminals and started crime at a very young age. He is involved in 17 cases of burglaries and extortion. In the year 1990, he alongwith his associate Vinod murdered a person while committing the burglary in a house in Kotla Mubarak Pur. He fled from police custody in the year 1993. He was again arrested in 1995. He again fled away from police custody in 1996. After 12 days he was arrested in a case of Arms Act in PS Nabi Karim. In 1998, he was awarded life imprisonment in the murder case. In the year 2001, a case was registered against him in PS Rajinder Nagar as he wrote a letter from jail to extort money after reading a news of a missing person in a newspaper. He last came on parole on 19th February for one month on the pretext of selecting girl for marriage and further extended his parole till 30 April 2009 on the pretext of marriage and later on jumped parole. His associate Mahesh has arranged the girl Neetu for marriage for obtaining parole.

  1. Mahesh s/o Sh. Shankar Lal r/o H-277-278, JJ Colony, Wazirpur, Delhi.

Accused Mahesh belongs to a poor family. He was working as driver with one Bittoo, who is also having criminal record and the accused Vikram @ Babloo came in his contact in Jail. After coming out on parole accused Vikram @ Babloo lured Mahesh for earning easy money and hatched up conspiracy of extortion. Mahesh is also involved in a case of Robbery in PS Ashk Vihar.

  1. Mool Chand s/o Sh. Dalip Chand r/o L-104, JJ Colony, Wazirpur, Delhi.

Accused Mool Chand a resident of Wazirpur JJ Colony has also a criminal history and is involved in 8 criminal cases i.e. 4 cases of Ex. Act, 3cases of quarreling and 1 case of cheating. He met accused Vikram through Mahesh and immediately joined them to earn easy money and went on to collect ransom money as per the conspiracy.

A MEWATI AUTO LIFTER/RECEIVER OF STOLEN VEHICLES NABBED: ONE ESTEEM CAR & THREE MOTORCYCLES RECOVERED

The South District Police has arrested one Lalu Khan age 40 years s/o Gaffur Khan R/o Vill. Fatehpur, PS Kher, Distt. Aligarh, UP and recovered one Esteem car and three motorcycles at his instance.

INCIDENT & INVESTIGATION

In order to prevent the increasing incidents of M.V. thefts in South District and other parts of the city, a special team consisting of ASI Ravi Shanker Tyagi, HCs Hari Singh, Kailash Chand, Cts. Satpal and Khem Singh Negi under the supervision of Inspr. Rajender Bhatia and Sh. Bhisham Singh, ACP/Mehrauli was constituted. The team deployed sources and gathered information that a gang of Mewati Criminals is involved in committing the thefts of motorcycles from the areas of South District and taking the stolen vehicles to Meerut and Aligarh for disposal. The information was further developed and on very specific information the above team arrested one person namely Lalu Khan on 21.06.09 from Anti Snatching Picket at 100 Foot Road, Chhattarpur, Mehrauli and a motorcycle stolen from Mehrauli vide FIR No. 245/09 u/s 379 IPC Act was recovered from his possession.

INTERROGATION & PROFILE

On further interrogation, he disclosed that he has stolen various motorcycles from the area of South District. On his interrogation two more motorcycles and one stolen Esteem car was recovered. Two cases of auto lifting of South District, one case of U.P. and one case of Haryana have been worked out.

Accused Lalu Khan is an illiterate and originally hails from Nooh Village of Mewat. He is basically a receiver of stolen vehicles and remains instrumental in disposing the stolen vehicles in the areas of Aligarh and Meerut. He remains in close contact with other Mewati auto-lifters and sometimes himself commits auto-lifting. The other members of the gang who used to supply stolen vehicles to them are under track and efforts are going on to arrest them.

One Esteem car and three motorcycles have been recovered. Further investigation is in progress and more recoveries are likely. The staffs involved in the case are being rewarded suitably.

GANG OF AUTO-LIFTERS BUSTED : THREE MARUTI CARS & ONE MOTORCYCLE RECOVERED

With the arrest of (1) Vicky @ Rahul aged 20 years s/o Bal Kishan r/o F-432, Inder Puri and (2) Vinay @ Monu aged 27 years s/o Pitambar r/o E-309, Inder Puri, Delhi, Central District police has worked out eight cases of M.V. theft of different Police Stations of Delhi. Three Maruti-800 cars and one Hero Honda CBZ motorcycle have been recovered from their possession.

TEAM AND THE INCIDENT

A team consisting of ASI Bijender, HC Ram Singh, HC Ramesh Chander, Ct. Ajit, Ct. Ashok and Ct. Braham was constituted under the supervision of Inspr. Magan Singh Shekhawat SHO/Patel Nagar, Central District, Delhi.

Due to increasing incidents of M.V. Thefts in Central District, a team consisting of above mentioned police officers was constituted and vehicle checking was conducted at vulnerable places. On 23.06.09, a secret information was received that two persons would pass through Naraina Road on a stolen motorcycle. Immediately, the police team started vehicle checking at Satya Picket, Naraina Road. At about 3:30 PM, two boys came on a Hero Honda CBZ motorcycle. They were stopped by the checking team and asked to produce the documents of the motorcycles but they could not produce one. On sustained questioning, they admitted that they had stolen the motorcycle from the area of PS Inder Puri. On verification, it was confirmed that the motorcycle has been stolen vide FIR No. 80/09 PS Inder Puri, Delhi. Both the persons were arrested.

INVESTIGATION & INTERROGATION

During interrogation, they disclosed that they have been thrown out of their houses by their parents and they are presently residing in a tenanted premise at 23/1, Mohan Garden, Delhi. They used to select soft targets in different areas of Delhi and after conducting proper ‘reccee’ of the area, they used to commit the vehicle thefts. They have stolen a number of vehicles from different areas of Delhi and they are in search of the person to whom they could sell the stolen vehicles on handsome amount. But before they could execute their plan, they were apprehended by the police. At their instance, three Maruti-800 cars were also recovered which have been stolen from the areas of Rohini, Hari Nagar and Patel Nagar. As per their disclosure, four MV Theft cases of Police Station Patel Nagar registered vide FIR Nos. 84/09, 114/09, 161/09 and 217/09 have also been worked out.
