2012–13 SBE Actions and Official Correspondence
Ingenium Charter School (ICS) received a letter from the CDE on April 11, 2013 regarding concerns about fiscal issues. ICS was required to submit a SAP based on not meeting AYP and failing to meet the target proficiency levels in English Language Arts and mathematics.
The CDE conducted a facilities site visit on August 9, 2012 to evaluate the school site for the expansion of additional rooms on the school site. The school has addressed concerns regarding ADA access.
2012–13 Key Actions by the Governing Board (as reported in SBE-Authorized Charter School - General Information Form)
During the past school year, the Board approved annual academic and other performance goals for the school. The Board also evaluated the President on attainment of these goals. The Board oversaw the academic and social performance of the school and took necessary action to ensure that the school remains true to its mission and charter. The board also approved the annual school budget and monitored the financial well-being of the school. Lastly, it developed itself through new trustee orientation, ongoing education, and leadership succession planning.
Fiscal Management
ICS fund balance and enrollment continue to improve. Enrollment appears to have stabilized at about 390 students. With its second interim report, ICS is projecting to eliminate its negative fund balance by the end of FY 2012–13 with a positive $50,811 fund balance or 1.8 percent of expenditures and is projecting a healthy fund balance by the end of FY 2013–14 that will provide for reserves of over eight percent of expenditures. Further, in February 2013, ICS received a one year $1.3 million line of credit with conditional loan covenants that indicate ICS debt conditions have improved.
CDE staff reviewed and generally agrees with the reasonableness of the assumptions used in developing the MYP. However, to ensure proper oversight, CDE issued a letter to the charter identifying the fiscal concerns. The CDE will continue to monitor the enrollment trends and progress of the school’s budget actions and recommend to the SBE to take appropriate action, as deemed necessary.

English Language Arts
The percentage of students achieving at the proficient and advanced level on the CST will increase by 5 percent each year. / Partially / Although ICS did not meet its intended outcome, the significant increase in student population at ICS in the 2012–13 school year makes year to year comparisons problematic. Nevertheless, ICS saw an increase of 7 % in terms of proficiency rate for fourth grade ELA, which greatly exceeds the results of the surrounding schools. Once school expansion decreases, ICS projects that it will meet this goal. The 2013–14 school year will be the first in which ICS does not experience significant expansion (e.g., 2011-2012 saw a 127 percent increase in student population; and 2012–13 a 51 percent increase).
