New ICIS Release Today, with Additional States , Tribes and Territories
EPA is pleased to announce that this morning we have completed another major
milestone in the modernization of the Permit Compliance System (PCS). The
Integrated Compliance Information System (ICIS 2.0) is deploying another eight
States, two Tribes, and nine Territories. ICIS has two components: the
National Pollutant Discharge Elimination System (NPDES), and Federal
Enforcement and Compliance (FE&C). The two components of ICIS 2.0 are called:
ICIS-NPDES (aka PCS Modernization) and ICIS-FE&C.
As of today, August 21, 2006, there are now 21 States, 2 Tribes and 9
Territories using ICIS-NPDES and 10 EPA Regions and Headquarters using
ICIS-FE&C. This August release also includes a variety of problem fixes and
change requests to enhance the usability of ICIS.
IMPACT ON STATES THAT ARE MOVING TO ICIS TODAY.
Eight States, two Tribes and nine Territories will now begin to use ICIS-NPDES
instead of PCS:
Connecticut, New York, Pennsylvania, Georgia, Nebraska, Montana, South Dakota,
and Nevada;
Georgia's Banks-Region 1, Saint Regis-Region 2, Atlantic Offshore-Region 2,
Guam-Region 9, American Samoa-Region 9, Canal Zone-Region 9, Trust Territory-
Region 9, Johnston Atoll-Region 9, Midway-Region 9, Navajo Nation-Region 9, and
the Northern Mariana Islands-Region 9.
These States, Tribes and Territories have been in PCS read-only access mode
since August 9 and will continue in read-only mode in PCS. This means that any
NPDES permitting and enforcement information that a state or EPA would enter
into PCS for activities in these states/tribes/territories will now go into
ICIS-NPDES.

ADDITIONAL ICIS INFORMATION.
Many of you probably have questions on what impact the new system will have
upon other tools you use (OTIS/ECHO) or products you produce, such as the
August Quarterly Non Compliance Report (QNCR). A Frequently Asked Questions
(FAQs) document is attached to address these questions, it has been updated
since our June 2006 deployment. We will work to answer all questions and keep
the FAQ document updated in a timely fashion.
THE FUTURE.
We are continuing with PCS Modernization. Our plans for moving the remaining
NPDES batch states from PCS to ICIS will be announced in September 2006.
The development of ICIS 2.0, PCS Modernization, has been a work in progress for
several years. This August 21, 2006 release of modernized PCS would not have
been possible without extensive support from our Regional and State users. We
