Proposed ACWI Action– Report on the Design of A National Water Quality Monitoring Network

For U.S. Coastal Waters and their Tributaries

The draft report was given to ACWI for review and comment on needed revisions. The Steering Committee askedfor ACWI approval of the Network report or agreement on a plan to improve the report. Discuss next steps for implementation. After discussion of the report, the Network co-chairs requested ACWI approval of five points and a schedule for finalizing the Network Report.

Proposed Schedule for ACWI Comments on Network Report:

  • Comments to Network Steering Committee are due in 3 weeks – by 2/10/06.
  • Each member organization should submit a single set of consolidated, consensus comments.
  • During this period, Steering Committee and USGS staff will work to improve the report, considering comments already received, fixing identified problems and passing through a publications editor.
  • ACWI comments will go to the Steering Committee for review. Response to ACWI is due March 10.

2004 COOP Report –

  • Approval of 2004 COOP Report as edited.
  • Sunset 2004 COOP Task Force.

  • Glenn Patterson asked for Task Force member participation in a review of the Cooperative Water Program (CWP) five-year plan. Would members participate?
  • Barney Austin(Western States Water Council), Sue Lowry (Interstate Council on Water Policy), and Fred Bloetscher (American Water Works Association), agreed individually,that they would help in such an effort.

US EPA Update –

  • Notify ACWI of Wadeable Streams report when it comes out in March 2006.

Sustainable Water Resources Roundtable (SWRR) –

  • Copies of the Preliminary SWRR Report (approved ACWI 2005) distributed
  • Continue to complete, revise, and refine indicators for tracking sustainability of water resources
  • Increase representation on SWRR

ACWI Vacancies –

Requested recommendations for current ACWI vacancies (8); have received 3 suggestions, more are welcome.

Subcommittee on Hydrology (SOH) –

  • Requested ACWI approval of SOH plan to proceed with revision ofGuidelines for Determining Flood Flow Frequency, Bulletin 17B of the Hydrology Subcommittee.

NAWQA National Liaison Committee (NLC)

  • ACWI e-mail notification of new NAWQA publications
  • Send parking lot sealcoat (PAHs) fact sheet to ACWI members
  • Post NAWQA NLC meeting notes and updates to the NAWQA NLC Website under ACWI

Proposed Subcommittee on Ground Water under ACWI –

Agreement to work with National Ground Water Association (NGWA) to develop a Charter and Terms of Reference for a possible ground watersubgroup under ACWI. Get input from the National Water Quality Monitoring Council (NWQMC)– Watershed Components Interactions (WCI) Work Group, Chair, Mary Ambrose (note: this is not a Council assignment). There was a proposal to discuss this in a breakout session at the National Monitoring Conference in San Jose, California, May 2006. Bob Schreiber can provide notes and a list of staff.

  • Awaiting replacement of EPA co-chair, vacated with Herb Brass’ retirement
  • Recruitment of new members (15-20 base) at National Monitoring Conference
  • Discuss permanent home for NEMI. Do we continue NEMI as it is or do we involve some other agency or organization to take over?
  • Follow through with NEMI on:
  • NEMI CRADA
  • Publication of WQDE list and guide
  • Other publications

Next Meetings –

  • Proposal to sponsor a half to full day WebEx session in Mid-September for focused interim status reports.
  • 2007 Annual Meeting -- Discussion on holding the meeting in January again next year. Is this a good time for everyone?
