1. Full Instructional Quality Commission (Commission or IQC)

A. Call to Order

Commission Chair Diazcalled the meeting to order at approximately 10 a.m.

B. Salute to the Flag

CommissionerKrishnaled the salute to the flag.

C. Overview of Agenda

Commission Chair Diaz announced there are two new legislative members on the Commission. Speaker of the Assembly Anthony Rendon appointed Assemblywoman Sharon Quirk-Silva to replace Assemblyman Kevin McCarty and Senate President Pro Tempore Kevin de León appointed Senator Anthony Portantino to fill the vacant position. Both positions are at the pleasure of their respective appointing body. Assemblywoman Quirk-Silva will be in attendance at the meeting later today.

D. Approval of Minutes (Action):

ACTION: CommissionerFreiermuth moved to approve the minutes of theMay 18, 2017, July 24, 2017, and August 17, 2017, Instructional Quality Commission meetings. Commissioner Naditz seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the members present (15–0). CommissionerMuller and Assemblywoman Quirk-Silva were absent for the vote and Senator Portantinowas absent from the meeting.

E. Report of the Chair

Commission Chair Diaz welcomed back Commissioner Foster who has been absent due to health issues. She thanked her fellow commissioners for their hard work and dedication to the students of California and the State Board of Education (SBE) liaisons for their support and partnership with the Commission. She especially thanked the community members for their comments on the history–social science instructional materials adoption. It really validates the partnership that the Commission has with the community to serve and support the students of California.

F. Executive Director’s Report

Executive Director Stephanie Gregson reported on the following:

  • The Computer Science Standards Advisory Committee (CS SAC)held its first meeting on September 25–26, 2017. The project is a collaborative effort across two divisions within the California Department of Education – Curriculum Frameworks & Instructional Resources Division (CFIRD) and Professional Learning and Support Division. Information about the CS SAC can be found on the following website:
  • The Health Education Curriculum Framework and Evaluation Criteria Committee (HE CFCC) meeting held its fourth meeting on September 18–19, 2017. The committee is working to provide high quality support and guidance to the health educators and teachers who teach health. More information on the HE CFCC can be found on the following website:
  • Funding – the California Legislature and Governor provided support for the work of the IQC and curriculum frameworks by designating $10 million in Proposition 98 funds to be used to provide professional learning to teachers and administrators on the History–Social Science and Health Education Frameworks. Another $5 million in Proposition 98 funds was designated to the development of an online repository of supplemental instructional materials aligned to the History–Social Science Framework in partnership with San Francisco Unified School District and the California Historical Society and with help from the California History–Social Science Project.
  • Applications for the IQC are now being accepted. The deadline to applyis noon on October 11, 2017.

2. World Language Subject Matter Committee

SMC Chair Naditz called the World Language Subject Matter Committee (SMC) meeting to order.

A. 2019 World Language Standards for California Public Schools

1. Report on the World Language Focus Group Meetings (Information)

Alejandro Hernández provided a brief overview of the World Language (WL)Focus Group Report. He pointed out that the comments in the report are the basis for the draft guidelines that will direct the work of the WL Standards Advisory Committee (SAC).

2. Draft Guidelines for the Revision of the World Language Standards for California Public Schools, Kindergarten Through Grade Twelve (Information/Action)

SMC Chair Naditz led the discussion of the guidelines.

ACTION: Commissioner Galvan moved to recommend to the full Commission the Guidelines for the Revision of the World Language Standards for California Public Schools, Kindergarten Through Grade Twelve with the changes recommended by the committee and to forward the Guidelines to the SBE. Commissioner Chao seconded the motion. There was no additional discussion. The motion was approved by a unanimous vote of the committee members present (5–0).

3. Visual and Performing Arts Subject Matter Committee

SMCCo-Chair Tonkovich called the Visual and Performing Arts (VAPA) SMC to order.

A. 2019 Visual and Performing Arts Standards for California Public Schools

1. Report on the VAPA Focus Group Meetings (Information)

Cliff Rudnick provided a brief overview of the Visual and Performing Arts (VAPA)Focus Group Report. He pointed out that the comments in the report are the basis for the draft guidelines that will direct the work of the VAPA Standards Advisory Committee (SAC).

2. Draft Guidelines for the Revision of VAPA Standards for California Public Schools, Kindergarten Through Grade Twelve (Information/Action)

SMC Co-Chair Naditz led the discussion of the guidelines.

ACTION: Commissioner Naditz moved to recommend to the full Commission the Guidelines for the Revision of the VAPA Standards for California Public Schools, Kindergarten Through Grade Twelve with the changes recommended by the committee and to forward the Guidelines to the SBE. Commissioner Murphy-Corwin seconded the motion. There was no additional discussion. The motion was approved by a unanimous vote of the committee members present (6–0). Commissioner Muller was absent for the vote.

4. Science Subject Matter Committee

SMC Chair Foster called the Science SMC meeting to order.

A. Update on the Science Framework for California Public Schools (Information)

Bryan Boyd provided an update on the Science Framework. He reported that nine framework rollouts are being planned throughout the state beginning in May 2019.

B. 2018 Science Instructional Materials Adoption (Information/Action)

1. Recommendation of Instructional Materials Reviewers (IMRs) and Content Review Experts (CREs) (Information/Action)

Following a discussion, the Commissioner Freiermuth moved to recommend the following 119 applicants to the full IQC:

Commissioner Flores seconded the motion. The motion was approved by a unanimous vote of the members present (7-0).

Following a discussion, Commissioner Woo moved to recommend to the full IQC the following commissioners and CDE staff to serve as facilitatorswho will provide the reviewer training for the 2018 Science Adoption, and to recommend that the five incoming IQC members and two emeritus commissioners, Foster and Muller, serve as possible facilitators:

5. History–Social Science Subject Matter Committee

SMC Chair Honig called the History–Social Science SMC meeting to order.

SMC Chair Honig provided an overview of the adoption process. After this overview, the facilitators who led review panels during the training and deliberations each reported out on the findings of their panels. These were the following individuals:

C. Recommendations to the Full Commission on the Submissions for the 2017 History–Social Science Adoption of K–8 Instructional Materials (Action)

The HSS SMC took action to recommend programs to the full Commission. All motions were stated in the affirmative. A yes vote for a motion meant that the Commissioner recommended the program to the full Commission, while a no vote against the motion meant that the Commissioner did not recommend the program to the full Commission. The HSS SMC voted on each program in entirety.

SMC Vice Chair Flores made the motion to recommend to the full Commission Pearson Scott Foresman & Prentice Hall’s California History-Social Science myWorld Interactive for kindergarten through grade five with the following edits:

  • Edits and corrections numbered #1-29 from the IMR/CRE Report of Findings, as addressed by the publisher (see below);

SMC Vice Chair Flores made the motion to recommend to the full Commission Pearson Scott Foresman & Prentice Hall’s History-Social Science: myWorld Interactive for grades six through eight with the following edits:

  • Edits and corrections numbered #1-9 from the IMR/CRE Report of Findings;
  • All of the publisher-submitted errata, from the file named “9-8 Pearson Education 6-8” on the CDE Box.com account, with the following minor edits and corrections from the HSS SMC:
  • Grade 6, SE, page 80, second paragraph: change “teachers” to “teaches”
  • Grade 6, SE p. 95, change “iives” to “lives”
