RE:Release of Lien for Non-Existent Lien Holder, Form TR-60, Rev. 09/06
While editing an application an associate of the Titles and Registrations Bureau (T&R) discovered an invalid lien release attached with the paperwork. The form was a TR-60 with a revision date of May 2000 (052K). Attached is a copy of the form along with a sample copy of the only valid version of the TR-60.
The TR-60 is a controlled form. This means that T&R is the only source of this form. It must have an authorization number issued by T&R and the initials of the T&R associate mailing the blank form to the requesting customer.
If a county has a blank or altered copy of any version of the TR-60 they are requested not use the form and to destroy all copies.
If an unauthorized version of this form is attached to an application for title,the county which provided and/or accepted the unauthorized form as a lien release may be held solely responsible if litigation occurs involving the vehicle.
Before advising a customer to contact T&R to request a Release of Lien for a Non-Existent Kansas Lien Holder, TR-60, all the following conditions must be meet:
For vehicles (auto, truck, motorcycle, motorized bike, ATV, work site utility vehicle, or trailer), they must be 10 model years old or older;
For vehicles, the original title on which the lien was first recorded must have been issued at least 10 years ago;
For mobile or manufactured homes, they must be 20 model years old or older;
For mobile or manufactured homes, the original title on which the lien was first recorded must have been issued at least 20 years ago;
The non-existent lien holder must be listed on the Kansas title with a KANSAS address (Kansas lien holder).
Counties are only to accept the TR-60 if it has an authorization number, initials and has been signed by a T&R manager in blue ink and all required documentation is attached or enclosed with the form. This form must be notarized. Any alterations in the shaded/toned areas will void this form.
