Chairman Tedford called the meeting to order at 12:00 p.m.
APPROVAL OF MINUTES
Mr. Bailey moved, seconded by Mr. Hope, to approve the November 10, 2008 regular meeting minutes and the motion carried unanimously (6-0, Valentino not present for this vote).
APPLICATIONS FOR NEW BEER PERMIT
Chairman Tedford moved, seconded by Mr. Andrus, to hear the beer permit applications and manager applications together for the respective businesses, and the motion carried unanimously (7-0).

St. Mary’s Church/Christmas Celebration

Class “E” Permit
Mr. Wheeler was unable to attend the meeting and, most likely, will be unable to attend the Christmas Celebration in a managerial capacity; therefore, Mr. Wheeler and St. Mary’s Church sent Ms. Karen Wilkins-Butz in his place to be responsible for the beer permit application and beer sales/service during the event. Having had no issues with St. Mary’s Church’s previous special events, Chairman Tedford moved, seconded by Mr. Andrus, to approve the beer permit application (subject to Ms. Wilkins-Butz’s clear background check) and the motion carried unanimously (7-0).

Class “C” Permit
Ms. Ortiz was present to discuss the beer permit application. Mr. Hope inquired about the employees and Ms. Ortiz stated most employees were moving with her from El Arriero to Hildago. Mr. Bailey inquired about the ID policy and Ms. Ortiz stated all patrons’ IDs would be checked. Chairman Tedford inquired about new hires and Ms. Ortiz stated all new hires would be TIPS trained.
With no further discussions, Ms. Solmonson moved, seconded by Mr. Hope, to approve the beer permit application and the manager application and the motion carried unanimously (7-0). Ms. Ortiz stated she would be taking over ownership of this establishment around January 1, 2009. Ms. Dunn asked Ms. Ortiz to bring in the documentation showing the ownership change and the beer permit would be issued at that time.

Ms. Merrifielo was present to discuss the beer permit application. Ms. Dunn stated that the City is still waiting on the background check information from Illinois on Mr. Hernandez. Chairman Tedford encouraged the use of the TIPS training and/or the training provided by Rocky Top Markets. Chairman Tedford inquired about outside seating (which is available at this location) and the ID policy. Ms. Merrifielo stated they would ID all patrons and watch to ensure patrons do not share alcoholic beverages with those underage.
With no further discussions, Chairman Tedford moved, seconded by Mr. Andrus, to approve the beer permit application (subject to a clear background check) and the manager application and the motion carried unanimously (7-0). Ms. Merrifielo stated she would have Mr. Hernandez contact Deputy Chief Massengill for a time to take his photograph for the City’s files.

Diane Musleh

Magnolia Tree Restaurant

Ms. Musleh was present to discuss her manager application. Ms. Musleh had previous experience selling beer at the Magnolia Tree. Ms. Musleh stated there is no outside patio at this location anymore and she stated she is aware of the responsibilities with the parking lot. Mr. Bailey inquired about the ID policy and Ms. Musleh stated they will ID all patrons. Having no further discussions, Mr. Bailey moved, seconded by Mr. Valentino, to approve the manager application and the motion carried unanimously (7-0).
OLD/NEW BUSINESS
Ms. Dunn reported that an unknown woman called her that morning to complain about two businesses and alleged illegal activity. Ms. Dunn reported that she invited the woman to appear at the Board meeting to state her complaints and that the woman stated she would appear at today’s meeting. The Board waited for this person to appear and she did not show.
ADJOURNMENT
Having no more business to come before the Board, the meeting was adjourned at 12:25 p.m. upon motion of Mr. Bailey and Chairman Tedford, which motion carried unanimously (7-0).
