III.  Highlights of Discussion

1.  CMAM Training Plan

a.  Ms. Guiao gave an overview of the DOH’s CMAM training proposal for DOH hospitals in regions 6, 7, and 8. Copies were also distributed earlier during the Nutrition Cluster meeting.

b.  ACF’s plan for CMAM training in January will be in Eastern Samar (which will be handled by Health Organization of Mindanao, a local NGO counterpart), Tacloban City, and Capiz.

c.  Ms. Guiao raised a query on the inclusion of IYCF-E in the CMAM training. In response, Dr. Calibo replied that local government units should be involved apart from the DOH hospitals. However, Ms. Panlilio shared that there are much capacity already for IYCF as it is included in the regular program but never for CMAM program except in Mindanao. The merging of IYCF-E and CMAM training is still possible but Dr. Parreño highlighted to address the immediate needs first which is CMAM.

Action Lines:

·  INGOs to submit to Mr. Richard Wecker of Global Nutrition Cluster dates of trainings

·  All INGOs and DOH to submit list of trainees for ITP next week

2.  WHO on caseload calculations and their full participation in the Nutrition Cluster

a.  WHO’s permanent focal person for nutrition will be arriving on 15 January 2014. Also, WHO will be hiring a nutritionist for Tacloban City.

b.  Dr. Kitong shared that WHO will be helping in CMAM training in the last week of January to first week of February 2014.

c.  Dr. Kitong suggested to have an integrated CMAM training plan.

d.  The PIMAM Guidelines is not yet approved due to logistics concerns. There are no local sources of RUTF. There are also no local equivalents available which can provide the same nutrient density as RUTF.

e.  PIMAM will be part of the comprehensive nutrition program of DOH.

f.  A harmonized training package (HTP) is available online which contains resource materials for training on Nutrition in Emergencies.

Action Lines:

·  HEMS to prepare an integrated training plan which is targeted to be disseminated next week

·  INGOs to share CMAM powerpoint presentation by Monday (13 January 2014) to Ms. Panlilio or Ms. Guiao

3.  Distribution plan of supply of RUTF in regions

a.  There are lots of RUTF in the pipeline.

b.  It is important to build first the capacity before supplies can be provided.

c.  RUTF will also be distributed to emergency areas in Bohol, Zamboanga, and Cotabato.

Action Lines:

·  Each partner with a PCA with UNICEF to update their targeted beneficiaries, and capacity of storage by next week

·  UNICEF to collect and pool information on the stocks

4.  Issuance of DOH instrument on the CMAM protocol

Dr. Parreño presented the memorandum on the utilization of acute malnutrition guidelines which was sent by NNC to Health Policy Development and Planning Bureau of DOH. It includes algorithm on managing severe acute malnutrition and moderate acute malnutrition.

Action Lines:

·  NNC to send memorandum to DOH

·  NNC to send UNICEF the draft memorandum for their comments. Deadline for submission of comments is Monday (13 January 2014).

5.  CMAM forms

1.  The screening form to be used at barangay level was sent to Mr. Wecker for dissemination for field testing. The form was adapted from the existing NNC OPT (Operation Timbang) Plus form with some modifications.

2.  The other form presented was the monthly statistics form which will be used by the municipal action officer or any program manager for nutrition. It was lifted from the PIMAM annexes.

3.  The forms once approved and considered final need to be endorsed by the national office down to the regional and local health offices. Moreover, the forms once considered official will be uploaded to the website of HEMS so that it can be used immediately during emergencies.

6.  IEC materials

The IEC materials are still under finalization. The materials will also be translated to different dialects of the affected regions.

·  CMAM WG members to attend the next meeting on 16 January 2014 at WHO Conference Room
