Experienced law enforcement professional with 40 years as a sworn officer in local law enforcement, program manager in federal law enforcement and mental health counselor in both. As a creative and innovative leader, I have established programs for state, local and federal law enforcement agencies. Developer and presenter of specialized training programs that have been presented widely in the international community. Developer of crisis negotiation teams, peer support teams and critical incident response teams. Leader, coordinator and manager of various teams designed to assist others in crucial crisis situations.
During my career in law enforcement, I have developed and presented over 40 two-week crisis/hostage negotiation programs, 30 one-week crisis-hostage negotiation programs and 30 one-week peer support programs for thousands of participants. I have presented for major conferences representing those disciplines. I have also developed and presented programs for recruit and advanced officer training since 1982. I have experience in training international police officers through the US State Dept. Anti-Terrorism Assistance Program. In many variations I have taught Instructor Development for the State of Maryland Police Training Commission, Critical Incident Management for ATAP and the Bureau of Alcohol, Tobacco, Firearms and Explosives, Crisis Negotiations for international, federal, state and local law enforcement and Peer Support for Federal, State and Local law enforcement.
Most recently, I was one of two Subject Matter Experts who developed the two-week Hostage Negotiation Program for the Anti-Terrorism Assistance program and was a presenter in the pilot program in 2010 and then the initial program in 2011. I have presented in 10 of those programs and served as team leader in five of those.
