in accordance with effluent limitations, monitoring requirements and other conditions set forth in Parts I, II, and III, hereof.
The above-referenced facility is authorized to retain wastewater in eight (8) surface impoundments (F01 through F08), land apply sludge solids to specified areas on the plant site for agronomic purposes and land apply wastewater to plant haul roads for dust suppression, as described in the Appendix. Surface impoundments shall be maintained in accordance with Parts I, II, III, and IV hereof.
Issuance of this permit in no way or in any respect affects the permittee’s civil or criminal responsibility regarding disposal of wastewater, except with respect to the permittee’s legal responsibility under the OPDES Act and Department Rules.
This permit replaces and supersedes OPDES Permit No. OK0040169 that became effective on April 1, 2004.

1. Final Limitations and Monitoring Requirements for Outfall 001
During the period beginning the effective date and lasting through the expiration date, the permittee is authorized to discharge from Outfall 001. The discharge consists of cooling tower blowdown commingled with low volume waste, coal pile runoff, treated sanitary waste and a minor amount of stormwater runoff. The permittee is not authorized to discharge chemical metal cleaning waste though this outfall. Such discharge shall be limited and monitored by the permittee as specified below:

There shall be no discharge of a visible sheen of oil or globules or oil or grease on or in the water. Oil and grease shall not be present in quantities that adhere to stream banks and coat bottoms of water courses. There shall be no discharge of floating solids, visible foam in other than trace amounts, suspended substances that produce noxious odors and tastes, materials that settle to form objectionable deposits, or other materials that are a nuisance to aquatic life.
