POST TITLE:BUILDING CONTROL MANAGER

RESPONSIBLE TO:Head of Planning
RESPONSIBLE FOR:3 x Building Control Officer, 3 x Building Control Surveyors, Administration Manager & Administration Assistant
LIAISON WITH:Elected Members, other Officers of the District Council, Public and external bodies and Consulting Engineers engaged by this Authority
KEY CORPORATE ACCOUNTABILITIES:
The efficient operation of a Building Control Service to enable the District Council to discharge its functions under the Building Regulations
KEY SERVICE ACCOUNTABILITIES:
- The overall management of the Section to achieve its effective operation.
- The processing of applications submitted for consideration, with delegated responsibility for the issuing of approvals and refusals. This will include any necessary technical checking and inspection.
- Preparation of Reports to Committee relating to application for relaxation of the Building Regulations.
- To develop the Building Control Service on a commercial basis, taking account of market forces and any Government Legislation relating to competition on Local Government Services. To also work with the Local Government Association and other Local Authorities in developing business initiatives.
- To develop new information technology methods of processing Building Control applications.
- Correspondence with applicants and their professional agents to rectify shortcomings in proposals under consideration.
- Consultation and liaison with the Department of the Environment, Devon County Council, Fire Officer, Factory Inspector, South West Water and other outside bodies.
- To supply information to other Units and Services of the Council, particularly in relation to Local Land Charges and Development Control.
- To monitor the performance of staff within the Unit in order to identify the appropriate allocation of time. To monitor and keep under review the workload of each team.
- To investigate dangerous buildings and structures and take appropriate action within the provisions of the Building Act. To maintain a register of dangerous buildings and structures.
- To receive notices of intended demolitions and take appropriate action within the provisions of the Building Act. To maintain a register of intended demolitions.
OTHER DUTIES:
In order to deliver services effectively, a degree of flexibility is needed and the post holder may be required to perform work not specifically referred to above. Such duties, however, should not normally exceed those expected of an employee at that grade.

PERSON SPECIFICATION
BUILDING CONTROL MANAGER
ESSENTIAL / DESIRABLEQualifications and Experience: /
- At least 10 years relevant experience in Building Control
- Qualification relevant to Local Authority Building Control, RICS or ABE
Knowledge and Expertise: /
- A good knowledge of building construction practice and Building Control law
- Proven Management record
Skills: /
- Good Communication skills.
- Competent in office procedures
- Computer and keyboard skills
