“OPERATION RAPTOR”

SITUATION

In order to satisfy the mandatory training requirements a Squadron FTX has been designed. This will serve as an opportunity to deliver the Aircrew Survival component of the proficiency level program.

MISSION

The overall aim of Operation RAPTORis to ensure that all cadets gain a more in-depth knowledge of field activities. Secondly, the exercise will serve as an opportunity to begin field instruction on aircrew survival. Classes will be given both to provide new skills to junior cadetsand skill development for NCO’s.

EXECUTION

  1. General Outline-

(1)Phase 1 – Planning and Preparation:

The OPI will ensure that the Noncommissioned Officer in Charge (NCO I/C) manages all logistical and instructional issues. Instructors will submit a basic outline of their classes to NCO I/C, which will ensure that there is no repetition and redundancy during the exercise. The OPI will then conduct a brief pre-operation meeting with all instructors and support staff to coordinate the details of the operation.

(2)Phase 2 – Pre-Operation NCM Briefing

(a)The OPI will conduct a briefing with all instructor cadets and NCO I/C the training night prior to the start of the operation to inform them with instructions, expectations, and prepare them to commence the exercise.

(b)An advance party will be established with the primary goal of retrieving supplies from stores and prepping the lines to receive the Squadron.

(3)Phase 3 – Operation Setup

(a)Prior to the commencement of the operation, all available training staff will arrive on the training site to prepare their materials, prepare their classrooms, verify their duties when not instructing, and ensure the training site is ready to receive the cadets.

(4)Phase 4 – Training Commences

(a)All cadets will arrive on site NLT 1900hrs on 27 Mar15.

(b)Following a concise opening briefing from the NCO I/C, cadets will proceed to their lodgings. Lights out will effect at 2330hrs. Saturday training will commence at 0600hrs and terminate at 2300hrs. The Sunday component will terminate at 1130hrs with a debriefing from the NCO I/C and comments from the staff, post-debriefing cadets will depart site.

(5)Phase 5 – After action survey and meeting.

(a)During the training night immediately following the FTX, the senior cadets will be debriefed via after action meeting on the outcome and success of the exercise.

(b)Suggestions and comments regarding the FTX can be made after the debriefing and submitted to the FTX OPI.

SERVICE SUPPORT

  1. Rations: Five meals and four snack/beverage periods will be provided by the squadron to the attendees. A complete breakdown of meal times and items requested appears in Annex D.
  1. Transport: Cadets and staff will be transported by DND bus to and from the training site. Staff members will arrange for emergency vehicles to be on site.
  1. Exercise Stores: A list of equipment required for the exercise is attached at Annex E.
  1. Smoking: No smoking is permitted by cadets at the FTX; staff will only smoke in designated areas distanced and out of sight from active cadet areas.
  1. Emergency Measures: See Annex F for emergency response plan.

Staff Duties

Officer In Charge (OIC)

  • Establish and supervise HQ for the duration of the exercise
  • Oversee all exercise operations
  • Remain a point of emergency contact for cadet’s parents
  • Communicate with Detachment as needed

  • Manage all logistics and stores for the FTX

Officer of Primary Interest (OPI)

  • Coordinate use of facilities and materials for the exercise
  • Select and brief instructors on the expectations of the training exercise
  • Acquire and distribute rations as required
  • Prepare presentations for the opening and closing briefings
  • Acquire all necessary training aids as requested by instructors
  • Provide information and resources to instructors and attendees as required
  • Observe and monitor classes
  • Conduct an after-action meeting and administer course critiques for the posterity of future training sessions
  • Supervise the NCO i/c and NCO SME
  • Any other duties as they may arise

NCO In charge (i/c)

  • Take notes on cadet participation and conduct during other instructor’s classes
  • Assist with the acquisition and preparation of rations
  • Any other duties as directed by NCO i/c

NCO SME (Subject Matter Expert)

  • Brief instructors on the expectations/nature of the training exercise
  • Responsible for teaching advanced level classes
  • Must have qualifications to be deemed an SME
  • Responsible for acting as a reference point for fellow instructors regarding class content and its instruction.
  • Responsible for reviewing and ensuring quality in all lessons taught on the FTX.
  • Inform NCO i/c of any changes needed or made to FTX.
  • Liaise with OPI.

  1. The exercise will cover a variety of topics including leadership techniques, aircrew survival and biathlon training.
  1. Attending one FTX per year is MANDATORYtrainingfor all cadets.
  1. Cadets are to be dropped of NO LATER THAN 1830 on 27 Mar 2015 at the Royal Canadian Legion Stouffville. The pickup time will be 1530hrs sharp at the Royal Canadian Legion Stouffville on 29 Mar 2015.
  1. Meals and snacks will be provided to the attendees free of charge.

Portable hygiene kit

  • Toothbrush/toothpaste, face cloth, 1 bar soap, antiperspirant, shower towel and other personal toiletries you may require.

-1 pair of hiking boots (NOT your parade boots!, Combat boots are OK)

-1 pair of shoes (Athletic shoes you don’t mind getting dirty)

-Appropriate civilian clothing;

-Rain jacket

-Warm fall coat

-2 pair pants (If not Olive Combats, Khaki Pants or Loose fit Track pants)

(NO Yoga Pants, Jeans, Denims, “Shredded” Pants, or any pants you would be bothered ruining)

(NO Tank Tops, Spaghetti Straps, Belly Tops, Offensive Slogans, backless, off the shoulder etc.)

All medication is to be surrendered to Capt. Harvey upon arrival at Blackdown and will be distributed as required.

-Knives/blades/weapons of any kind (Sgt’s and Up may bring a maximum 3 inch, lock back knife or multitool, and must declare it to the staff upon arrival at bus)

-Drugs, Alcohol, Firearms, Pornography, Tobacco Products, Matches, Lighters, Fuel

-Food (We will provide food to the cadets, Please make us aware of any restrictions)

-Electronic devices are brought at your own risk, and may be subject to confiscation.

FIRST AID AND EMERGENCY RESPONSE PROCEDURES

CSTC BLACKDOWN emergency and fire orders are to be read and followed by all staff. Staff and Cadets are NOT to call 911 while on base.

Minor Injuries (small cuts, scrapes, etc)

-First aid (band-aid) is to be applied in-situ by closest supervisor (cadet or staff).

-Injury is to be reported to First Aid Officer (Capt. Harvey) ASAP.

Moderate Injuries (medium cuts, small burns, etc)

-First aid officer is to be informed immediately.

-First aid officer will apply treatment immediately.

Severe Injuries (broken bones, major cuts, intense burns, eye injuries, etc)

-First aid officer is to be contacted immediately and Range Control to be called requesting ambulance.

-First aid officer will stabilize causality until paramedics arrive.

-Parents/guardians (if applicable) will be notified.

First Aid Kit

-Will be kept at HQ for the duration of the training exercise.

-Is large red bag.

-Mobile first-aid kit will be kept with duty NCO for length of exercise.

Emergency vehicle

-Multiple emergency vehicles will be kept on site in driveway closest to route out and most easily accessible.

Evacuation Plan

-Rendezvous point will be at HQ.

-Three whistle blasts will signal a RV at the RVP.

-Once all heads accounted for all will traverse to the end of driveway and await instructions.

Phone

-OIC will have a phone for emergencies.

-Landline phone is located on site.

Medical verification check

-Will be conducted on training night prior to FTX.

-Base medical training requirements will be adhered to during attendee registration at LHQ.
