TWO FEMALE SNATCHERS ARRESTED BY DEVOTEES.
Maurya Enclave police of North West District has arrested two female snatchers namely Meera w/o Raju and Sushila w/o Rajesh both r/o vagabond, Delhi. They were apprehended with the help of complainant Poonam Bansal and other public persons.
INCIDENT
On 13.1.13 at about 3.00 P.M., the complainant Poonam Bansal (aged 50 years) resident of Pitam Pura, Delhi along with her husband and other residents of the locality were present at Bhagwat Katha being preached at ShriRam Mandir. When the Bhagwat Katha concluded and the 'prasad distribution' was in progress, a lady of aged 45 years snatched the gold chain of the complainant and handed over the same to her acquaintance who fled away in the crowd. The complainant acted swiftly and caught hold of the lady snatcher. At the same time. another lady snatcher namely Meera W/o Raju, vagabond I.T.O Delhi present in the crowd snatched the gold chain of one lady Kailash Bansal and handed over the same to another lady member of the gang who fled away with the chain in the crowd. In the midst of this hue and cry, the residents maintained their calm and composure and caught hold of the female snatcher Meera. Both the ladies were caught by the devotees and a PCR call was made. Emergency Officer from PS Maurya Enclave along with lady staff reached the spot and arrested both the ladies who were later identified as Meera w/o Raju R/o Vega bond I.T.O Delhi and Sushila W/o Rajesh R/o vegabond, Shahadra Delhi. Accordingly, a case FIR No. 19/2013 u/s 379/356/34 IPC PS Maurya Enclave was registered and both were duly arrested. Sushila was also found previously involved in another case FIR No. 116/02 U/S 356/379/411/34 IPC PS Hazrat Nizammudin (Railways).
Further investigation is in progress and efforts are being made to arrest their other associates as well as to ascertain their involvements in similar type of other offences.

ORDER
Whereas a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same in front of the liquor vend itself or at other public places. Vendors selling eatables and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity. Sometimes, ‘Baratis’ of marriage processions also openly drinking liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/ death and damage to public & private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of the Delhi Excise Act 2009 (Delhi Act 10 of 2010).
2.And whereas it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquillity of the area.
3.Now, therefore, in exercise of the power conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No.U-11036/1/2008 UTL, dated 26.11.2008, I, Ashish Anan, Asstt. Commissioner of Police, Sub-Division Saraswati Vihar, North-West District, Delhi do hereby make this written order to do the following for strict compliance by the owner of such liquor vends in the area of Sub-Division Saraswati Vihar, Delhi :-
(a)Install CCTV with sufficient number of cameras and recording system with play back facility, to cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage area.
(b)The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.
(c)The vend owner or his agent shall cause to copy the CCTV coverage on a CD and handed over to the police whenever demanded.
(d)Before starting sales for the day, the manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the police station simultaneously to be got duly received from the Duty officer of the police station mentioning daily dairy number on the intimation.
(e)During the course of monitoring of the CCTV system, the manager or anyone specifically designated by the manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone number 100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.
(f)The vend owner shall display prominently at least two bilingual sign board mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of the nearest Police Station shall also be mentioned on the sign board.
(g)Liquor should not be sold to any underage person (below 25 years of age).
(h)The vend owner shall display prominently at last two bilingual sign board mentioning that no liquor will be given/provided to any person apparently under the age of twenty five years.
3.The orders shall come into force with effect from 17.01.2013 and be effective for a period of 60 days up to 17.03.2013 (both days inclusive) unless withdrawn earlier.
4.Any person contravening this order shall be punishable under section 188 of the Indian Penal Code.
5.As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the Notice Boards of the offices of all District DCsP, Addl. DCsP, ACsP, Tehsil offices of Districts, all Police Stations concerned and the offices of NDMC and MCD.

Whereas the areas known as India Gate, Central Vista lawns, Rajpath, & Connaught Placetogether with its surrounding localities and areas, are busy places frequented by heavy vehicular and pedestrian traffic.
And whereas reports have been received indicating that such conditions now exist that unrestricted holding of public meetings, processions/demonstrations etc. in the area are likely to cause obstruction to traffic, danger to human safety and disturbance of public tranquility.
And where as the structure erected at India gate lawns in connection with Republic day 2013 celebrations have been damaged extensively during the violent demonstration on 23.12.12. The entire structure which was damaged during the protests have been restored. Further, all the arrangements like, seating, Audio System, enclosures, Saluting dias and CCTV Systems have already been made for smooth and successful conduct of Republic Day Celebrations. Continuance of such violent demonstrations may damage these arrangements and create road blocks in successful conduct of Republic Day celebration. There is likely hood of certain groups assembling at India gate for demonstration. They may turn violent and damage the structures erected over there in connection with Republic Day-2013.
And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety and disturbance of public tranquility.

The holding of any public meeting, Assembly of five or more persons. Carrying of fire arms, banners, placards, lathis, spears, swords, sticks, brickbats etc. Shouting of slogans, Making of speeches etc., Processions and demonstrations. Picketing or dharnas in any public place within the area specified in the Schedule and site plan appended to this order without a written permission.
The specific area covered by this prohibitory order will be the entire area of Sub-Division Connaught Place excluding the pavement on the East of Jantar Mantar Road. A detailed map of this area is enclosed as Annexure to this order.
This order shall come into force with immediate effect from 15.01.2013 and shall remain in force for a period of 08 days i.e. up to 22.01.2013 (both days inclusive) unless withdrawn earlier.
Any person contravening this order shall be punishable under section 188 of Indian Panel Code.

With the arrest of (i) RAJU KUMAR PATWA @ MOTA @ DHARTI DHAKEL s/o SH. Diwari Lal r/o Sarish Gujjar Ka Makan, Gali No.6, 3rd Pusta, Usmanpur, Delhi aged 24 Years (ii) VIPIN S/O LATE. SH. HARKESH KUMAR R/o X-261/1, Gali No.6, Bharampuri, Delhi aged 22 years and (iii) PAWAN SHARMA S/O SH. JASWANT SHARMA r/o K-291, Gautam Vihar Chowk, Bala Ji Dharmshala, 4th Pusta, Usmanpur, Delhi aged-27 Years, theNorth East District police has worked out two cases of PS Bhajanpura & PS Gokalpuri.
INCIDENT
On 9/1/2013 a sensational robbery took place in the jurisdiction of P.S Gokal Puri in which 1500 Jeans were robbed and the complainant was also stabbed who received grievous injury. Accused persons arrested, case property recovered.
TEAM AND OPERATION:
On receiving secret information regarding robbers involved in robbery case of Gokal Puri FIR NO- 9, Dated. 9/1/2013 u/s 392/394/397/34 IPC a raiding team consisting SI Rakesh ,HC Kiran Pal, HC Sukhbeer , Ct Anil , Ct Rohit , Ct Jagdish, Ct Om Parkash, was formed under the supervision of SHO Bhajanpura Ajay Pal Singh and raid was conducted on 13/1/2013 at about 10. 30 Pm at 5th Pusta Bhajanpura, near mother Dairy and Raju Kumar Patwa @ Mota & Vipin were apprehended along with 70 Jeans Pants in two bags. On enquiry they revealed that on 17/11/2012 they have steeled about 800 Jeans Pieces on a Riksha from 66 Foota Road and these Jeans are out of that lot. They were taking them to Pawan Sharma for selling and earlier also they had sold the remaining pieces to him. FIR NO-406/12 DT-17/11/2012 U/S 379 IPC P.S Bhajanpura had already been registered in this regard
INTTEROGATION:
During sustained interrogation Raju Kumar and Vipin disclosed that on 8/1/2013 at about 10.30PM they along with two juveniles (co-accused) took their position on Gokal Puri Nala ViIIage Gokal pur, on a TSR with driver Gaurav and Riksha Puller Pardeep. Usually many Rikshas carrying Geans passes from this road. At about 11Pm they caught one Riksha carrying geans and beated two persons pulling the Riksha, when one of them registered accused Raju stabbed him with knife and took both of them on their TSR after putting cloth on their eyes and later on left them at Shastri Park Metro Station . Riksha puller, Pardeep took the robbed Riksha to the residence of Pawan at Usmanpur.
