Minutes of the 232nd meeting of the Stainton & Thornton Parish Council held on Tuesday, 11th April, 2017 at 7.15 p.m. in the Memorial Hall, Stainton
Present: Parish Councillors A. Liddle (Chair), J. Holmes (Vice Chair), D. Coupe, A. Conroy, and C. Dean; M. Newbould (Clerk to the Parish Council); Public 3.
13/17, Apologieswere received from Councillors A. Cooper (at a wedding in The Dominican Republic) and B. Neale (work). 14/17, Declarations of Interest – none.
15/17, Public Participation – Opportunity for members of the public to address the Council The3 members of the public present addressed the Council re Agenda Item 4(c), Provision of Bus Services through Stainton and other parish matters, such as the designatedcrossing area between the Silk Healthcare Home and the Sporting Lodge and speed limits on Low Lane.
16/17, The Minutes of the 231st meeting held on Tues. 14th February, 2017 were approved by the Parish Council and duly signed as a true record by the Chair.
17/17,Matters arising from the above Minutes (a) Neighbourhood Plan meeting on 25th April, 2017 at 7.15 p.m. in the Memorial Hall, Stainton for all interested residents A grant was available for setting up the N/Plan. There would only be 2 or 3 meetings initially to assess interest and meeting attendance figures. It was stipulated that the S & T N/Plan must be run by the Parish Council. The Clerk would circulate the list of those who had expressed an interest to P/Councillors. (b)Defibrillator training Cllr. J. Holmes reported that a familiarisation session would be held on Friday, 19th May, 2017 at 1.30 p.m. in the Memorial Hall. Posters to advertise the training event would be placed on the village Notice Board and the Mem. Hall Cttee. would sendnotice to contacts. The P/Council had agreed in principle to fund the session. Cllr. Holmes was thanked by the P/Council.
(c) Provision of Bus Services through Stainton and proposed Community Transport Scheme Cllr. D. Coupe explained the current situation and looked at the viability of the proposed scheme across the whole south Middlesbrough area. An announcement was thought to be imminent. (d) Dog Fouling problems:ongoing. The Chair would contact Julie Pierce, MBC (e)Gala Day on Sunday, 16th July, 2017A Portaloo had now been ordered by the P/Council. The P/Council Environment Committee would run a Plant Stall.
(f)Parish Assembly held jointly with the Community Council on 14 March 2017 Minutes by Cllr. Jim Holmes had been circulated and placed on MBC’s PC website. Councillors commented on a very good meeting with interesting speakers.
18/17, The Report of the Clerk to the Parish Council
- The Chair gave his report about the Local Gov. Association ‘Review of Middlesbrough Council’s Approach to Communications’ meeting in the TownHall, which he had attended on 30th March, 2017. Page One
The Chair of Nunthorpe’s PC had also been present at the meeting. Methods of contacting Middlesbrough Council were discussed.
- On circulation to P/Councillors: the Clerks & Councils Direct magazine and the Local Council Review.
- NALC information, circulars and newsletters, etc. received from CLCA had been forwarded to all 7 Parish Councillors.
- The Staging Date for the Clerk’s Pension was 1st May, 2017. Baines Jewitt would contact the Parish Council before the beginning of May concerning this.
- A letter received from Post Office Services re the new mobile PO provision for Stainton had been forwarded to the Chair. A mobile Post Office providing basic services was now available outside The Stainton pub from 9.30 to 11.00 a.m. every Tuesday morning. Paula, the pub Landlord, had also submitted a business plan for a Post Office unit inside the premises.
- War Memorials in Stainton Memorial Hall – information had been received from Anne Clayton, Lockwood PC, about registration and maintenance of war memorials. Clare Wren had now registered the Hall’s War Memorials.
- Thornton T-Junction – a request had been received from a resident to change the road markings from GIVE WAY to STOP. However, P/Cllrs. considered the problem to be more of a parking issue.
- Cllr. D. Coupe had requested speed-repeater signs from MBC on all roads into Stainton & Thornton and on Thornton Road.
- An enquiry had been received from a resident, Martin Porter, about the number of paths leading to Maelor’s Wood. The Chair had responded that, although there were 3 paths on the plan, Taylor Wimpey had only been legally obliged to put in a single path. On the advice of Ward Cllr. David Coupe, who had recently consulted Paul Clarke (MBC), the Chair would progress planning protection applications for Maelor’s Wood, the High R. field and The Spinney.
- Notice had been received from Nigel Parke of a RoSPA Road Safety Conference on 9th March in Birmingham, ‘Working with RoSPA to reduce accidents.’
- Came & Co. Local Council Insurance had reported on-going telephone issues.
- A complaint had been received from resident Stephen Ford re excessive early morning noise from vehicles travelling to the Taylor Wimpey Rose Cottage Phase 3 site on Strait Lane and also a fence problem. The Chair had spoken to Glen,the site manager, contacted Andrew Dennis, MBC, and would now consult Rob Farnham, Head of Transport.
- A CLCA meeting had been held at Billingham TC on 1st March, 2017. Cllr. Jim Holmes had sent his apologies. The Chair had attended the meeting.
- Info had been received of the new Governance and Accountability 2017 for LC’s in England document. The Parish Council formally adopted this for the 2016/17 A/c.
- The Financial Statement: The Balance in the Bank A/c. at 11th April, 2017

was: £11,250.50, After Adding: Chris Hobson contribution for Environment £500.00, MBC Precept £6500.00, MBC Grant £466.00; and Deducting: Clerk’s Salary (2 months) £300.96, A. Liddle re concrete, etc. £58.46, Prontaprint – newsletters £116.66, Leaders – paper & tippex £16.08, Plants for Northumbria in Bloom £22.45, Hire of Memorial Hall £48.00, Amberol Ltd. Re 2 Barrel planters £468.00, Clerk’s Exp/Postages for one year £60.04, Northumbrian Water £10.59, Baines Jewitt (RTI) £37.20, E. Revett, re NiB posters £5.95, and A. Liddle re posts, concrete & plants £57.96. Full authorisation for the above payments was given by the Parish Council.
- The Internal Audit would, as in the previous year, be carried out by Paula Hall, InglebyBarwick Town Council in May or early June 2017 and the date for the BDO External Audit was 24th July, 2017.
- Profiles for the Parish Council website had been received in 2016 from 6 Parish Councillors. One was still urgently awaited from Councillor David Coupe, who apologised for the very long delay.
19/17, Committee Reports: a) Planning Committee: Cllr. A. Liddle reported:
applications granted by MBC and any new applications: Stainton Grange Cleveland Police Safety Hub underway; the area behind the Police Hub had been designated for light industry and offices; Silk Healthcare Care Home being built and sold by Angela Swift to Methodist HA; the flats were still to be sold as modifications were being re-assessed by MBC and mightbe discontinued;Strait Lane (Taylor Wimpey Phase 3) choice of housing; many complaints hadbeen received about the messy state of the road and pavements; Cllr. Liddle hadspoken to Taylor Wimpey about this;Upper Farm, Maltby Road, Thornton – app. tobuild 3 x 5- bedroomed properties next to the barn – the P/C had objected and planning permission had been refused by MBC; 17 Chapel Garth – single storey extensions to front & rear & front porch – no P/Council objection; Thornton Plantation tree works, Pennyman Estate. It was envisaged by the P/Council that there were other developments in store within the Parish Boundary.
b)Environment Committee:Cllr. D. Coupe reported: Northumbria in Bloom 2017
Spring Judging preparations, flier& route by Cllr. A.Liddlefor 20th April; a Committee meeting held on Tues. 4th April; possibleGardens Comp. with Nunthorpe – Lesley McGloin contacted; purchase of two Amberolbarrels for Seamer Rd; improvements to beds atThornton and on Strait Lane; 5000 Purple4Polio Rotary crocus bulbs to be ordered for £95 for public planting event. More Environmenthelpers were required.
©Crime & Disorder Report: Cllr. A. Liddle reported lead stolen from Hemlington Rd., thefts from sheds on Thornton Rd. and a visit by Fire Brigade to extinguish a fire in the Quarry.
20/17, Friends of Stainton & Thornton Green Spaces Cllr. A.Liddle reported: a mtg. had been held on 27th Feb. The Friends’ AGM would take place on Monday, 5th June, 2017 at 10.00 a.m. in the Memorial Hall. Cllr. A. Conroy would hand over

as Treasurer to B. Hogarth at the AGM. Maintenance of village seats & notice boards was discussed. The Chair would email Paul Clarke MBC re the 106 monies which had been promised and he would also speak to Taylor Wimpey. Cllr. A. Conroyrequested that other village groups should also receive a share of the 106 monies. The Thursday Morning Group was thanked for all their work to enhance the villages’ appearance. The Area Care Team had also been out to S & T on the 10th April. The Chair would ask John McQuade at the next Forum meeting for an update re the ‘memorial bush’ situation. A grant application was being submitted for “Awards for All” to improve the footpaths, put in a field drain and purchase tools and safety equipment plus foot-scrapers at the exits and stainless steel on the wooden kissing gate. It was specified that moles would only be treated in KGG, not in the remaining Green Spaces.
21/17, Parish Council contribution to Friends’ Gp. for extra expenses to be incurred in preparation of Kell Gate Green for Gala DayThe P/Council resolved to postpone this payment until after the Gala Day meeting on 8th May.
22/17, Risk Assessments as at 31st March, 2017 – submission in progress.
