Community Development Officer

PAUL Partnership Limerick CLG is an organisation made up of communities, state agencies, social partners, voluntary groups and elected representatives. It works with communities that have benefited least from economic and social development and aims to promote social inclusion and improve the quality of life of people living in communities in Limerick City.

Reports to:Coordinator, Social Programmes

Funder:This position is 100% funded by SICAP

Hours:28 hours/week

Overall Purpose:

To support key community development Initiatives identified in the Social Inclusion and Community Activation Plan (SICAP) 2018-2022, specifically:

oTo support the implementation of the SICAP Programme with a focus on Goal 1.The actions in Goal 1involve working directly with community groups across the community development matrix – from pre-development to capacity building through to strategic planning and ongoing supports.

Key Responsibilities:

  1. Community Engagement

Work with local community groups to provide advice, information, expertise and administrative support to enable them to identify community needs and plan dynamic responses to those needs.

  1. Group Development

Support local community groups, who promote equality and inclusion, to develop good governance practices and management skills including financial management, HR, chairing a board, and meeting facilitation.

  1. Promoting Participation in Decision Making Structures

Provide mentoring, capacity building and development support to representatives of SICAP target groups to enable them to participate effectively in decision-making structures.

  1. Project Coordination

Coordinate Projects/Events that respond to the needs of Community Groups.

Person Specification:

Qualifications/Knowledge
  • Third level degree in relevant field
  • Understanding of social inclusion issues
  • Knowledge of local development structures, agencies and relationships
  • Knowledge of funding resources for community groups

Experience
  • Minimum 2 years experience in community development
  • Understanding of governance in community development
  • Experience of working in multi-agency collaboration
  • Experience of project management in community settings

Skills
  • Group facilitations skills

Terms and Conditions

This is a part-time temporary contract (28 hours per week) until Dec 31st 2018.

Salary will be based on Grade 4.1 of the PAUL scale €38,082 pro rata.
