Manager of the Bureau of Neighborhood Revitalization

General Statement of Responsibilities:

This position plans, organizes and manages all functions of the Bureau of Neighborhood Revitalization under the general direction of the Director of Neighborhood Preservation and as a member of the department’s senior management team. This Bureau has primary responsibility for City neighborhood standards and code compliance. Work involves organizing and managing housing and neighborhood standards, blight eradication and other code enforcement, and citizen participation programs to improve the quality and standards of neighborhoods.

Essential Functions:

·  Provides direct supervision over the Bureau of Neighborhood Revitalization.

·  Plans, develops and evaluates program objectives, service levels, revenue generation, and resource utilization in order to meet changing community needs.

·  Through subordinate supervisory personnel, assigns, trains, supervises and evaluates a large staff and their work.

·  Directs and participates in the preparation and implementation of the bureau’s operating and capital budgets.

·  In consultation with the City Building Official, provides technical and policy guidance to staff engaged in the administration and enforcement of the Virginia Uniform Statewide Building Codes (USBC).

·  Works collaboratively with City Attorney’s Office and cross departmental teams to perform important and difficult public liaison work in explaining and interpreting City codes and department programs.

·  Recommends progressive prevention and education programs to ensure compliance with city property maintenance standards.

·  Requires thorough knowledge of management principles, practices and methods.

·  Requires ability to plan, organize, coordinate, direct and evaluate the work of subordinate staff.

·  Requires ability to read and understand technical journals and all codes and standards reference materials and to interpret building code.

·  Requires ability to communicate effectively, both verbally and in writing.

·  Must establish residency in the City of Norfolk within six months of appointment.

Education/Experience:

Requires graduation from an accredited college or university with a Bachelor’s degree and two years of graduate coursework in engineering, architecture, building construction; or any equivalent combination of experience and training. Must also possess four years of increasingly responsible supervisory and administrative experience in general building construction, building, fire or housing inspections, or code enforcement work. A Master’s degree in the aforementioned areas is desirable.

SALARY RANGE: Excellent compensation & benefit package.

Starting salary will be negotiated dependent on qualifications.
