Dislocated Worker Sub-committee
Report for June 10, 2008 CWI Meeting
The Dislocated Worker Sub-committee met once since the last CWI meeting- on March 19, 2008.
Dislocation Activity
Calendar Year 2008 through May, 2008 – 46 dislocation events reported, affecting 6,067 workers. This compares to 46 events affecting 2,685 workers for the same period in 2007.
Current year has been marked by announcements of large dislocations, particularly in the paper and automotive industries.
National Emergency Grant Activity
National Emergency Grant - $1.8 million awarded effective January 1 for workers affected by the closure of Delphi Oak Creek facilities that will affect 900 through 10/2008.
Grant are being developed for paper mill closures and automotive related layoffs.
Special Response Grant Awards
Special Response Start-up Grants of $25,000 were awarded to four WDAs to imitate services to workers affected by large layoffs. These included:
- Bay Area WDA – for the New Page paper mill closure in Niagara (390 affected)
- North Central WDA – for the Domtar paper mill closure in Port Edwards (500 affected)
- Western WDA – for the closure of the TraneDistributionCenter in La Crosse affecting 125
- Southwest WDA – for the closure of the Phillips Electric/Advance Transformer facility in Boscobel (188 affected) and layoffs at General Motors in Janesville (up to 700 affected)
March 19 meeting–Recommended final awards for Program Year 2007totaling $173,816 to five Workforce Development Areas (WDAs). Total PY2007 funds obligated are $3,702,225. Additional funding and new target groups were recommended at the March 19 meeting as follows:
- Southeast – New target group – Sentry Foods (Kenosha); no additional funds.
- Milwaukee - New target group – Cudahy Tanning; no additional funds.
- Washington-Ozaukee- Washington (WOW) - New target groups – MidwestBuilding
Systems, Sportsman’s Warehouse, Kerry Ingredients and Tecumseh Products; no additional funds.
- FoxValley - $33,816 - New target groups – NewPage-Kimberly, Franciscan Care and Anthony Farms.
- Bay Area - $35,000 – New target group – NewPage (Niagara plant closure).
- North Central - $50,000 – New target groups – Domtar, NewPage (Wisconsin Rapids) and Brunswick.
- Northwest - $30,000 – New target group – General Mills.
- West Central - New target groups – Golden Age Manor and Wisconsin Truss ; no additional funds.
- Southwest - $25,000- New target groups – Phillips Electric (Advance Transformer) and Chrysler (Wisconsin residents working atBelvidere, IL plant).
Next Meeting – June 19, 1:00 p.m. Subcommittee will review initial requests for Program Year 2008 funds.
