The Agriculture Safety Training Extension Agent-organizes/delivers Restricted Use Pesticide training reviews in at least 7 different licensing categories and coordinates Worker Protection Standard training workshops (for handlers/applicators, workers, and train-the-trainer). In response to local needs, this agent will also organize and/or conduct other safety-related training workshops such as tractor safety, forklift safety, packing house safety, etc.

Will review current PowerPoint presentations used in training and update slides as appropriate. Will add photos that are clear and applicable to this area. Will consolidate separate math problems into the PowerPoint presentation as well as have the handouts for take home review. Will develop new training as needed/requested again trying to stay true and clear to the area. Will try to reduce mailing cost and time delays through mail service by switching to email as much as possible. An attempt will be made to get emails to the actual users so that there will be as few delays in notification as possible.

Agent reviewed and updated 6 separate PowerPoint presentations.

The restricted use pesticide training was revamped to provide all of the continuing education units that the license holders of Palm Beach County will need to be able to renew their licenses.

The agent added demonstrations to the General Standards, core, reviews.

The agent has started collecting emails from actual participants. This will allow notifications to go directly to the people that need them.

Restricted use pesticide training classes have been scheduled in Belle Glade for 2011.

One category of the restricted use pesticides has been updated by the Pesticide Information Office. This category will be reviewed and the training session will be updated to reflect the newer information.

Emails will continue to be collected as participants come to the training classes.

Role and Activities of Your Advisory Committee:

The advisory committee met one time. Currently there are three members all representing the interest of western Palm Beach County. There is a need to add more members from the east side of Palm Beach County.

The committee offered several suggestions:
Training is still needed for tractor safety, Worker Protection Standard, forklifts,
and pesticides.
Training was requested for:
Driver training, escort training, food safety, hazardous communication, and field
sanitation.

I was encouraged to hold two scheduled monthly meetings for new hires in the western
part of the county. The training should consist of hazardous communication, lockout/tagout procedures, tractor safety, forklift, pesticides, fire extinguisher familiarization, and Worker Protection Standard.

  1. Situation
    Anyone that applies restricted use pesticides (RUP) must possess a current RUP license. Some employers require this license as a requirement for employment. The license is required by the Environmental Protection Agency to ensure that the workforce applies agriculture chemicals in a manner consistent with individual, public, and environmental safety

Palm Beach County is a large and diversified county. The county is diverse in income, land use, and population levels. The income level of residents spans from the poorest to the wealthiest. In 2008 almost twelve percent were living below the poverty level. In the year 2000, the town of Palm Beach had a median family income of $137,867. The land use ranges from land in its natural state as parks, storm water treatment areas, and conservation easementsto high density urban settings. With 2,034 square miles (1,301,760 acres) Palm Beach County is one of the largest in area, and is the third most populous in Florida. Over 300,000 acres, slightly more than twenty-three percent, are considered farmland. According to the 2007 Census of Agriculture, there are over 1,260 farms in Palm Beach County, and about half of these are nurseries. The farm workers encompass many nationalities. They work on farms that are as small as one acre to as large as 180,000 acres. There are 686 licensed restricted-use pesticide (RUP) applicators on these farms and 150 licensed applicators in the green industries, i.e. landscape industry, turfgrass associations, and public parks serving the urban areas. These licensed applicators need continuing education units (CEUs) to maintain their certifications. Others that are seeking employment in these areas need training and testing services.

Palm Beach County is mainly low land with an average elevation of fifteen feet above sea level. The water table is extremely close to the surface, sometimes as little as five feet. This makes it extremely important for any pesticide used to be applied properly to prevent water contamination.

    Agent will provide PowerPoint presentations in as interactive way as possible. Effort will be turned toward creating one experiential method for each category presented.
    Classes have been expanded to include four dates at the Belle Glade office.
    Four new classes have been scheduled that will zero in on the labels and math problems associated with the exams.
    New classes, if approved, will provide the necessary continuing education units that are needed to renew pesticide licenses.

    After reviewing the schedules limited classes were offered in Belle Glade. Four new classes were offered in the selection throughout the year. The number of classes that are available for continuing education units will increase by 50% if approved by the state.
    For those who avail themselves to the classes offered in a timely fashion will not have any difficulty in obtaining the continuing education units they need to renew their licenses.

Through personal conversations with clients seeking knowledge on the Florida pesticide laws and rules it has come to my attention that there is a good deal of misinformation spread in the past. The regulations are confusing at best. I have been able to help several clients get on the correct path to the correct license that they actually need.

    A. Situation
    EPA requires that all farm, forest, nursery, and greenhouse workers be properly trained. There is a tight timeframe that the required training must be done in. The WPS Train The Trainer workshops are designed to prepare agricultural employers with the credentials and skills to train their employees and labor force in an efficient and timely manner. Now we are having the training twice a year. I desire to provide a way for participants to be able to have more attendance options available to them.

In Palm Beach County over 300,000 acres, slightly more than twenty-three percent, are considered farmland. This land produces crops during the colder months when most of the rest of the county is incapable of producing crops. There is a large diverse workforce required to work in the farming sector. These workers cover the specter or Agriculture workers from seasonal workers covering the ends of rows with a hoe up to equipment operators driving a $300,000 machine. If this workforce is not available for any reason the production is hampered. It is vital to make sure these farm employees are adequately trained. This makes them more valuable to their employers since there is less time away from work due to injuries. In this time of economic uncertainty, it is important to keep the farms as profitable as possible. A few accidents can drive up the workers compensation cost to a point where the farm is not profitable. Just as well reducing the number of OSHA recordable incidents can bring down the workers compensation cost already being incurred.

Associated with these farming operations are the children of the workers and those that live
near the farming areas. Along with them are a host of family members and office workers
that come into close contact with the farming industry. These individuals deal with the
realities of farming on a daily basis, long work hours, possible contact with pesticide
residues, and the equipment associated with large industrial farming operations.

Target audience(s) All workers on the agriculture side of the business
as well as anyone that is associated with the agricultural industry.

  1. Program Objective
    To adjust training session’s times during the year and coordinate with neighboring county, Hendry. This will make the classes available with a shorter time span between classes in the Western Palm Beach County area.

To increase participation by 3%over last year as determined by attendance roster counts.

Farm workers will increase their understanding of the hazards associated with farm equipment by 15% as determined by testing.

The fourth graders that participate in the Progressive Agriculture Safety Day will learn at least four new safety points as determined by testing.

Parents and adults will learn two new ways to protect their children from pesticides as determined by testing.

Standard PowerPoint presentations along with safety videos tailored to the class will be developed.
Trainings will be developed further in each of the areas that the advisory committee said should be addressed.
The Progressive Agriculture Safety Day committee will provide eight safety training stations suitable for children from eight to ten years old.
