UNICEF seeks a Supply Specialist (PMTCT) for our Supply Division, based in Copenhagen, Denmark to, as a part of a programme-supply integration network the incumbent will, in close collaboration with UNICEF Regional Offices, Country Offices and Program Division, and under the guidance of the Technical Specialist HIV/AIDS and Malaria; (1) lead the development of the Mother-Baby Pack, as part of the programme-supply integration in PMTCT, and (2) provide supply chain expertise to ensure adequate integration of supply in PMTCT programme design, implementation and planning. The incumbent will also facilitate exchanges of best practices, and work with partners and counterparts for PMTCT.

The duties include:

1.  Lead the work with key relevant partners to launch a PMTCT Mother-Baby Pack including:

•  oversee the day to day tasks of pack development

•  develop project timelines and set work plans

•  build stakeholder support for the pack

•  manage, motivate and maintain momentum in the multidisciplinary team

•  design initial prototype based on feasibility research & stakeholder feedback

•  coordinate the direct testing and feedback from users

•  implement the final pack design to meet client needs (core product)

2.  Lead on supply-chain issues related to PMTCT, including:

•  optimal role of supplies in program outcomes

•  establishing methodology and format to assess and report impact of supplies

•  accurate definition and planning of supplies

•  in-country distribution

•  fit-for-purpose and feedback for innovation

•  optimization of present system and reporting.

3.  Provide advice and expertise on:

•  products, procurement, supply chain management

•  delivery and logistics management systems including for scaling-up of PMTCT interventions.

4.  Contribute to:

§  the development of best practices, capacity building and knowledge sharing sessions

§  the development and use of Commodity Assessments of Essential Commodities for PMTCT, with a focus on those commodities required in the Mother-Baby Pack, including the review and development of technical supply specifications and requirements to ensure completeness and appropriateness

5.  Support innovation by; (1) documenting, scanning emerging technologies, practises and processes, (2) reviewing supply standards and (3) supporting the overall strategy of the organization.

6.  Undertake analysis of the complete supply chain for PMTCT with a focus on the MBP, and identify opportunities for (1) improvement and innovation in the areas of product selection including planning, funding, procurement and logistic and (2) identify suitable delivery management systems and mechanisms for expanding coverage of priority interventions.

7.  Any other duties as requested by the supervisor

Qualifications and Competencies:

·  Advanced university degree in business, social science, public health, pharmacy, or other related field.

·  Minimum five years progressively responsible professional work experience relevant to supply chain issues related to (paediatric) HIV/AIDS, with in-field experience with PMTCT and ART, including in developing countries.

·  Current knowledge of the latest developments and technology in the field of work.

·  Knowledge of worldwide public procurement, contract negotiations and administration.

·  Experience in business and program analysis

·  Good analytical skill and negotiating skills.

·  Able to work independently and result oriented

·  Self-starter with the ability to create and execute plans based on a vision

·  Proven ability to conceptualize, plan, sketch, build and execute ideas and models as well as transfer knowledge and skills, in written and oral form.

·  Leadership, good facilitator and teamwork abilities.

·  Ability to work in a multi-cultural environment and establish harmonious and effective working relationships.

·  Good knowledge in computer skills, including internet navigation and various office applications.

·  Has experience in operational research, product research and development, product launch and implementation, preferably with direct-to-consumer goods.

·  Fluency in English and working knowledge of another UN (French desired).

The contract duration is for one year and contract renewals will be subject to availability of funding.
