Modified Futsal Rules

LAWS OF THE GAME

Must use USSF Certified Futsal Officials>

<All U15 and up matches must have TWO Officials>

LAW 1 – THE PITCH

  • Length- 40 yards (120 feet), Width-29 yards (87 feet). Field markings include sidelines, half lines and goal area (No center circle).Length greater that width
  • Penalty spot –7 yards (21 feet)
  • Penalty Area - Size may vary by venue
  • Designated team areas for coaches and subs only
  • Spectators are located same side as bench areas

LAW 2 – THE BALL

  • Size 4 – U9, U10, U11, U12
  • Size 5 – U13, U14, U15, U16, U17, U18, U19

LAW 3 – THE NUMBER OF PLAYERS

  • For U9 & U10 Competition, the maximum number of players is6 (one of whom is a goalkeeper)
  • For U11 Competition and Older, the maximum number of players is 5 (one of whom is a goalkeeper)
  • Minimum number of players to start and finish a match is 3 (one of whom is a goalkeeper) – Overtime may drop down to 2 players
  • Substitution Limit: None
  • Substitution Method “Flying Substitution” (All players but the goalkeeper enter and leave at the center line. Goalkeeper substitutions only made when ball out of play and with referee’s consent. ) There is to be no advantage gained during simultaneous substitution. Improper substitution shall result in a caution for the player not complying with Law and restart is an Indirect Free Kick (IDFK) from spot of improper substitution.
  • Player(s) may only play for one team
  • Current player passes are required for insurance

LAW 4 -THE PLAYER’S EQUIPMENT

Usual Required Equipment: Numbered shirts or jersey, socks, protective shin guards covered by socks and surface appropriate footwear. Goalkeepers will wear colored jersey to distinguish themselves from the other players. No jewelry.

Home team (Team listed 1st) changes jerseys when teams have a color conflict

LAW 5 – THE REFEREE

Duties –

Enforce the Laws of the Game.

Obtain signatures from both coaches after the game confirming the score.

Position -

The side opposite to the player benches

Transport Game Report to competition committee

LAW 6 – THE ASSISTANT (SECOND) REFEREE

  • Duties – Enforce the Laws of the Game
  • Position – The same side as the player benches.

TIMEKEEPER

  • Start game clock.
  • With running clock note end of half and game with some sort of sound.
  • One master clock for all playing courts located between Fields 3 & 4

LAW 7 – DURATION OF THE MATCH

Duration - Two equal halves of 18 minutes with a 2 minute half time

Time can only be extended to allow the taking of a penalty kick if one has been awarded prior to time expiring, but has not been taken when time expires. There will be no rebounds from such an incident. Once the penalty kick is scored or saved, the game is over.

LAW 8 -THE START AND RESTART OF PLAY

Kickoff - Ball deemed in play once it has been kicked and moved. The kicker shall not touch ball before someone else touches it. Goal may not be scored direct.

Home kicks off first half and visitingteam kicks off second half

LAW 9- THE BALL IN AND OUT OF PLAY

When the ball has wholly crossed the goal line or touchline, when game is stopped by a referee, or when the ball hits ceiling, a light fixture, a support beam or etc. If ball hits “ceiling” Indirect Free kick located below spot closest to point of contact. If strikes the ceiling above the penalty area, bring the ball to the edge of the penalty area.

LAW 10 - THE METHOD OF SCORING

When the whole ball has passed over the goal line, between the goal posts, under the crossbarand provided there is no infringement of the laws committed by the team scoring the goal.

The team with the greatest number of goals is winner of match and equal goals results in a draw.

LAW 11 - OFFSIDE

There is no offside offense.

LAW 12 - FOULS AND MISCONDUCT

Accumulation Fouls

An indirect free kick (IFK) will be awarded when a player intentionally commits any of the following 11 offenses. These offenses will result in a penalty kick when infringement takes place in penalty area. These offenses count towards the accumulated fouls in a half.

  • Kicking or attempting to kick an opponent
  • Tripping or attempting to trip an opponent
  • Jumping at an opponent
  • Charging an opponent in a violent or dangerous manner
  • Charging an opponent from behind
  • Striking or attempting to strike an opponent
  • Spitting at an opponent
  • Holding an opponent
  • Pushing an opponent
  • Handling the ball (except goalkeeper in his/her penalty area)
  • SLIDE TACKLE:Sliding at an opponent is prohibited.

Non- Accumulation Fouls

An indirect free kick (IFK) when any of the following 8 offences is committed. A penalty kick will NOT be awarded for these offences. These offenses DO NOT count towards the accumulated fouls in a half

  • Dangerous play
  • Impedance
  • Charging the goalkeeper in the penalty area
  • Preventing the goalkeeper from releasing the ball
  • Goalkeeper picks up or touches the ball with his hands after apassfrom a teammate
  • Goalkeeper picks up or touches the ball with his hands after a kick-in from a teammate
  • Goalkeeper controls the ball with any part of body for more than 4 seconds
  • If the ball hits the rafters, it will be an indirect free kick for the opposing team on the field beneath the spot the ball encountered the rafters.

Players shall be cautioned (shown a yellow card) and punishable by an indirect free kick (IFK) from point of infringement. Cautioned player may be substituted.

  • A substituting player enters the pitch from an incorrect position or before the player being substituted has entirely left the pitch
  • Persistently infringing the Laws of the Game
  • Shows dissent toward a decision of a referee
  • Guilty of unsporting behavior

Players shall be sent off (shown a red card) and punishable by a indirect free kick (IFK) from point of infringement

  • Serious foul play
  • Violent conduct
  • Deliberately impeding a clear goal scoring opportunity
  • Deliberately impeding a clear goal scoring opportunity in the penalty area byhandling the ball
  • Foul of abusive language
  • Second instance of a cautionable offense

Rules of expulsion

  • Players sent off is out for the rest of the game and not allowed on the bench
  • The team will play down for remainder of game. Red Card player cannot be replaced.
  • Note: if a coach is ejected, that coach must leave the facility before the game may commence. If the dismissed coach does not leave the facility his team could be declared a forfeited game. The score will reflect all the consequences of that forfeit.

LAW 13- THE FREE KICK

Indirect free kicks (IFK) for any of the IDFK infringements or any other undefined stoppage. Team can not score directly from an IDFK.

  • Opponents at minimum 2 yards (6) feet until ball is in play
  • Ball in play after it has been kicked and moved
  • Kick must be taken with 4 seconds
  • Kicker cannot touch the ball a second time until the ball has been touched by another player.

ACCUMULATED FOULS

  • Accumulated fouls refer only to the fouls mentioned as, “offenses that count towards the accumulated fouls,” in Law 12.
  • The referee(s) will be responsible for keeping track of accumulating fouls.
  • Upon a team’s 6th accumulated foul in each half, and all other accumulated fouls within the half, the other team is awarded a penalty kick.

Procedure:

  • Until ball in play all players other than the goalkeeper and kicker shall remain behind an imaginary line that is in line with the ball and parallel to the goal line
  • Goalkeeper shall remain on the goal line at least 21 feet (7 yards) from the ball
  • Kicker must aim at the goal with the intention of scoring
  • No other player may touch the ball until it has been touched by the goalkeeper, rebounded from the goal post or crossbar, or has left the pitch.

LAW 14 - THE PENALTY KICK

  • To be taken from the penalty mark by a properly identified kicker
  • The kicker is to aim at the goal with the intention of scoring
  • All players must be out of the penalty area, behind the ball and all players must be 2 yards from penalty spot.
  • The kicker shall not play the ball a second time until it has been touched by another player

LAW 15 - THE KICK-IN

  • To be taken in place of the throw-in
  • The ball is placed on the touch line before kicking.
  • The kick-in must be taken within 4 seconds
  • The player cannot play the ball a second time until it has been touched by another player
  • Players from opposing team must be at least 2 yards (6) feet from point of kick-in
  • Cannot score directly from a kick-in

LAW 16-THE GOAL CLEARANCE

  • To be taken in place of goal kick
  • Taken from inside the penalty area, the goalkeeper throws the ball into play
  • The ball is not in play until it has passed outside of the penalty area
  • The throw in must be taken within 4 seconds
  • U14 and below - The Goal Clearance must touch the floor outside the penalty area of goalkeeper’s own side of court or another player before passing over the half line. Violation will result in an indirect free kick from the spot crossing the half line.
  • U15 and above – The Goal Clearance has no limitations. May be thrown over the half line with no violation. May not be thrown directly into goal.
  • BUILD OUT LINE At the U9 and U10 age groups,a build out line will be introduced. The line will be used to promote building out of the back in an unpressured setting.
  • When the goalkeeper has the ball, either during play (from the opponent) or from a goal kick, the opposing team must move behind the build out line.
  • The goalkeeper can then pass, throw or roll the ball to a teammate (no punting).
  • Play resumes as normal.
  • The half way line is the build out line for the DASC Winter Games.

LAW 17 - THE CORNER KICK

  • Ball placed on the corner
  • Must be taken with 4 seconds, failure to do so results in an indirect free kick to the opposing team from the corner
  • The kicker cannot play the ball a second time until it has been played by another player
  • Players of the opposing team must be at least 2 yards from the corner
  • A goal can be scored directly from a corner kick
  • Players taking kick-ins or corner kicks are not to move the nets.

GOALKEEPER (RUN OF PLAY)

  • May handle ball in goal area
  • May not handle the ball from a kick in or a ball intentionally played to the keeper from the foot of a teammate.
  • Keeper has 4 seconds to release ball
  • U14 and below - The Goal keeper thrown release must touch the floor outside the penalty area of goalkeeper’s own side of court or another player before passing over the half line. Violation will result in an indirect free kick from the spot crossing the half line.
  • U15 and above – The Goal keeper thrown releasehas no limitations. May be thrown over the half line with no violation. May not be thrown directly into goal.

PENALTY KICK SHOOT-OUT

  • Main referee decides goal to be used.
  • Coin toss to decide order
  • 3 kicks taken by 3 different players selected among eligible players with names given to main referee.
  • After 3 kicks and still tied additional kicks will be taken by the remaining eligible players on a sudden death basis.
  • Any eligible player may change places with goalkeeper.
  • Players will remain on opposite half of pitch.

GOLDEN GOAL OVERTIME

  • Each team will begin overtime with a full team minus one player.
  • Kick off decided by coin toss
  • If no goal scored after 2 minutes of play each team will remove a player.
  • If no goal scored after 4 minutes of play each team will remove another player.
  • If no goal scored after 6 minutes of play the use of a penalty kick shoot-out will be used to determine winner.
  • No substitutions are allowed in golden goal overtime unless and injury occurs

INDOOR SOCCER TOURNAMENT RULES

  1. TEAM ELIGIBILITY: Dakota Alliance Soccer Club (DASC) indoor tournaments shall be open to all teams.Players may only play on one team. All teams must present an official signed state roster. Guest players will be allowed providing a guest form is submitted at check-in.
  2. TOURNAMENT FORMAT: Three game minimum. The following will determine which teams advance after pool play:
  3. Divisions with 4 teams- Top two- point totals will advance to championship.
  4. Divisions with 6 teams- There will be 2 brackets of 3, After Bracket Play (2 games),bracket winners and runners up advance to semi final games. 3rd place bracket teams play each other in consolation game.
  5. Divisions with 8 teams- Top point for each bracket (4 teams) will advance to championship game.

If not enough teams have registered for a specific age bracket the Tournament reserves the right to combine age group brackets.

PLAYER REGISTRATION & TEAM CHECK-IN:All teams are required to register 30 minutes prior to the first tournament game at tournament headquarters on the north side of the SANFORD FIELDHOUSE, 2215 West Pentagon Place, Sioux Falls SD 57107,

  1. All teams must fill out and turn in all registration/check-in paperwork, prior to participating in any games.
  2. CASTS/ORTHOPEDIC BRACES:Casts and/or orthopedic braces may be used if, and only at the discretion of the referee, they are not considered dangerous to any of the players on the field. Exposed metal hinges and exposed Velcro will not be allowed under any circumstances.
  3. GAME SCHEDULE:The schedule will be posted on the Dakota Alliance Soccer Club’s website; Any last minute schedule changes will also be posted on the website. Every effort will be made to contact any teams involved in any schedule changes. It is the responsibility of the team coach and/or manager to double check the schedule one day prior to their first scheduled games.
  4. REFUNDS POLICY: If not enough teams sign up within a specific age bracket the Tournament Director shall notify the participants as soon as possible, and the participants will be given the option to play up or down OR receive a full refund. As we have limited time slots available for games, DASC may have to limit the number of teams accepted. Paid applications will be considered first.PAYMENTS NOT RECEIVED BY THE DEADLINE COULD BE SUBJECT TO NO ACCEPTANCE TO THE EVENT AND NO REFUND WILL BE HONORED PAST THE DEADLINE. REFUNDS MINUS A $25.00 ADMINISTRATIVE FEE WILL BE HONORED IF WITHDRAWN BEFORE THE DEADLINE.

The Dakota Alliance Soccer Club tournament will do its best to schedule a minimum of three (3) or more games for each team. However, at the Tournament Director's discretion, the number of games may be reduced. The tournament is not liable for any expenses and no refunds for the tournament application fees will be given except under the circumstances listed below:

A. 0-1 games canceled, 50% of the registration fee returned.

B. 1-2 games canceled - no refund of the registration fee returned

C. If games are limited in time or format; any refund shall be discretionary based upon the decision of the Tournament Director and/or Tournament Committee.

D. Under no circumstances whatsoever will the Dakota Alliance Soccer Club and/or any of its official representatives be responsible for any expenses (including the Tournament entry fee) incurred by any team. This includes any situations whereby the Tournament or any game(s) are canceled in whole or part.

  1. CANCELLATION POLICY:The tournament committee has the right to shorten and/or cancel matches due to climatic conditions and/or other acts of nature and circumstances beyond the control of the tournament or soccer club. In the event of total cancellation prior to the start of the first scheduled game, the tournament will refund a percentage of the application fee based on the tournament expenses. In the event the tournament interruption or cancellation after the first scheduled tournament games begin, the tournament will have no obligation to refund any portion of the application fee. (Refer to Refund Policies in Item 16) All refunds, if applicable, will be issued 45 days after the end of the event.
  2. PROTESTS: There will be no protests. The Tournament Director will resolve all disputes immediately and any decisions will be final.
  3. SPECTATOR AREA:The spectator viewing area is limited to the bleachers along the tracks. We encourage players/coaches to place their equipment bags away from any traffic area. Spectators are encouraged to bring their own chairs.
  4. SCOREKEEPING:The official score will be kept by the referee assigned to each game.
  5. POINT SYSTEM:
  6. 3 points for a win;
  7. 1 point for a tie;
  8. 0 point for a loss;
  9. Red card- 1 point deducted for each red card and/or coach send- off.
  1. TIE-BREAKING PROCEDURES:Within a division, if after the completion of the preliminary rounds, two or more teams are tied onpoint; the following will be used, sequentially, to determine which team advances to the semi final and/or championship round.
