/E-156 – BUILDING DESIGN FOR HOMELAND SECURITY TRAIN-THE-TRAINER COURSE FOR CONTINUITY OF OPERATIONS (COOP)
/ The Building Design for Homeland SecurityTrain-the-Trainer Course will cover the content of FEMA 426, “Reference Manual to Mitigate Potential Terrorist Attacks Against Building”.The course is being offered to Federal Executive Branch and other officials with Continuity of Operations (COOP) responsibilities.This course outlines a methodology to determine the risk of a building’s critical functions and infrastructure against various terrorist threats and highlights applicable protective measures. The course considers Explosive Blast; Chemical, Biological, Radiological attacks and identifies protectivemeasures for site and building design and layout. The course also provides guidance on electronic security systems.
This training includes a train-the-trainer module to equip the managers to teach the course to others.
In order to ensure that Departments and Agencies are able to take full advantage of this training opportunity, FEMA will only be accepting individuals representing theirDepartment or Agencies COOP Program Office, Facility Management, and Security Management sections.

/ Upon completion of this course, participants should be able to do the following:
- Understand the design approaches to mitigate man-made hazards that have the greatest applicability and benefit for specific threats;
- Train other COOP stakeholders toinclude Program Managers and Facility/Security Offices.
/ Federal, state and local government employees responsible for managing a COOP Program.Pre-requisites: completion of IS-546, Continuity of Operations (COOP) Awareness, or IS-547.a, Introduction to Continuity of Operations (COOP) (Use of personally-provided laptop isoptional for each individual for classroom exercises.)
/ There are no tuition fees for this course. Participants must pay their own transportation and lodging fees. All participants are responsible for the cost of meals and for personal incidental expenses.

From points South:
I 95 North towards Baltimore. Take 395 exit to Downtown Baltimore. Stay in left lane. 395 will become So. Howard Street and runs between Camden Yards on left and the Baltimore Convention Center on the Right.
Turn Right onto Pratt Street (one-way). Stay in left lane. Turn left at Hanover Street (Federal Courthouse is on left corner). At the end of Hanover (junction with Lombard Street) there is a traffic light. Directly across is a large opening to the LAZ “Downunder” parking garage. (Rates: Early Bird in by 9 out after 4 is $10.00 daily. Fallon Federal Building sits on top of this garage entrance.
FOR THOSE WITH GSA PARKING PERMITS ONLY OR FOR ACCESS TO LOADING DOCK: After entering garage opening, make immediate left into the GSA Federal Garage. Be prepared to show photo ID. Public Parking is also available in the First Mariner Arena Parking Garage (about $8.00 per day). Directions: Take 395 to Pratt St (as above). Do not turn right. Continue up Howard Street to the Arena Parking Garage entrance on the Right. After parking take elevator or steps towards Hopkins Place and walk over to the Fallon Federal Building on the corner of Hopkins Place and Lombard Street.
From points North:
I95 South towards Baltimore. See the above Directions.
The main entrance to the building is on Hopkins Plaza (fountain side).
FEDERAL EMPLOYEES ONLY: Use the Federal Employees main entrance door. No cameras & no knives over 2.5 inches. You do not have to use the x-ray machine nor walk through the magnetometer. Federal Employees must show an official federal ID card to the security guard at eye level. The guard will touch it.
If you are not a federal employee you must use the public entrance door (on right) and be prepared to have all belongings passed through the x-ray machine. You must walk through the magnetometer unit.
