MINUTES OF A REGULAR MEETING OF THE BOARD OF
COMMISSIONERS OF THE TOWNSHIP OF HADDON, IN THE
COUNTY OF CAMDEN, NEW JERSEY, HELD NOVEMBER 26, 2013
IN THE MUNICIPAL BUILDING AT 7:00 PM.
A regular meeting of the Board of Commissioners of the Township of Haddon was convened in the Municipal Building, 135 Haddon Avenue, Westmont, NJ on Tuesday, November 26, 2013, at 7:00 PM.
Mayor Teague requested all stand for the flag salute.
Mayor Teague announced that Chapter 231, Public Law 1975 requires adequate notice of this meeting be provided. This was done by placing Annual Notice in the Courier-Post and Retrospect Newspapers and by posting on two bulletin boards in the Municipal Building.

Stuart Platt, Esq., Greg Fusco, PE, Mark Cavallo, James Stevenson, Martin Blaskey, Lee Palo, Betty Band, and Kate Burns were also present.
New Police Officers, Daniel R. Jacobi, Robert D. Mulhern, III, and Mark A. Pagano take the Oath of Office individually which was administered by Commissioner John C. Foley along with Mayor Randall W. Teague and Commissioner Paul Dougherty.
Commissioner Foley moved, seconded by Mayor Teague that the Minutes of the Caucus Meeting held on November 12, 2013 be approved, with both members voting in the affirmative.
Commissioner Foley moved, seconded by Commissioner Dougherty that the Minutes from the Closed Meeting held on September 24, 2013 be approved, with all members voting in the affirmative.
ORDINANCES:
At the request of the Mayor, the Clerk read the following Ordinance by title:
#1315 – AN ORDINANCE TO AMEND AN ORDINANCE AUTHORIZING SALARIES TO BE PAID TO THE EMPLOYEES OF THE TOWNSHIP OF HADDON, COUNTY OF CAMDEN, STATE OF NEW JERSEY, DESIGNATING THE VARIOUS POSITIONS, AMOUNTS OF SALARY AND TIME OF PAYMENT
Commissioner Foley moved, seconded by Commissioner Dougherty that the public hearing on the Ordinance would be open at this time, with all members voting in the affirmative.
There being no discussion on the matter, Commissioner Foley moved, seconded by Commissioner Dougherty that the hearing be closed. Commissioner Foley moved, seconded by Commissioner Dougherty that the Ordinance be adopted and recorded in the Ordinance Book for the Commissioners to sign.

There being no further business on the agenda, Commissioner Foley moved to open the meeting to the public, seconded by Commissioner Dougherty, with all members voting in the affirmative.
Marge Howley, 507 Fern Avenue and Rene Papaneri, 210 West Crystal Lake Avenue – Ms. Howley and Ms. Papaneri returned to ask the Mayor and Commissioners if there was a response to the question of whether the Community Garden Group could have its’ own bank account. The Clerk responded that Jack Bruno, CFO stated that if the organization was separate from the Township then they could have a separate bank account, but if they are part of the Township then they are not able to have a separate account. They asked how they would create a Garden Club separate from the Municipality. Commissioner Foley responds that they would need to create a 501(3)(c) and if they call him next week he will assist in anyway he can. Commissioner Foley also reported as a separate entity they could do fundraising. Mayor Teague responded that being under the umbrella of the Township makes it easier for the Township to assist them in what they need. If they were separate, an agreement would need to be drawn up since Township property is being used, and this separation could create more problems then what it is worth. Several other ideas were brought up during the conversation.
Joe Baron, 34 Cornell Avenue, Gloucester Heights – Mr. Baron reported that he was at this meeting to make a complaint regarding Sgt. Scrap Company on Route 130 in Haddon Township. He reported to the Mayor and Commissioners that the scrapping company is very loud, causes his house to vibrate, and operates from 7 AM until 7 PM seven days a week. Mr. Baron further reported that Lieutenant Scott Bishop was a great help to him by pointing him in the right direction. The Mayor stated that Lee Palo is the Zoning Officer and he would check into this issue for him, but if the property is zoned for commercial use then the business owner may be within his rights. Mr. Platt, the Township Solicitor suggested that Mr. Baron reach out to Camden County Board of Health since they have their own enforcement when it comes to noise complaints.
There being no further comments, Commissioner Foley moved to close the meeting to the public, seconded by Commissioner Dougherty, with all members voting in the affirmative.
There being no further business to discuss, Commissioner Foley moved, seconded by Commissioner Dougherty that the meeting be adjourned at 7:23 PM with all members voting in the affirmative.
